A motley crew

The incoming Park Geun-hye administration now has full lineup of its senior posts. Despite the time spent on deliberation, the candidates still raise questions on credentials and ethical standards. Such questions should not be brushed aside or used as a knee-jerk attack by the opposition. Members of a new government must have the confidence of the public to push ahead with its new agenda, and such confidence comes from a scrupulous screening by the legislature.

From the look of the lineup, however, we have to question whether there was any preliminary screening work done. The usual red flags for trouble in confirmation hearings are all there: Using fake addresses to get kids into better schools, speculation in real estate and draft dodging. All of these could have been spotted in advance through simple background checks.

Some candidates are suspected of having pocketed a tremendous amount of money after resigning from earlier government jobs. They claim they were legitimate rewards, but few can swallow how their wealth suddenly ballooned after they left official jobs. Some of the nominees for ministers have spouses with records of questionable activities in private tutoring for their children and real estate profits.

Favoritism for alumni from one particular school - Sungkyunkwan University - also has been criticized. It does not bode well for the government if alumni from a certain school dominate senior government posts. It only underscores the president-elect’s lack of judgment.

Her choice of Huh Tae-yeol, a former three-term lawmaker of the ruling party, as chief of staff rings alarm bells after his dubious career. As head of the National Assembly’s political affairs committee in February of last year, he pushed a special law to bail out savings banks that ran into trouble under corrupt managers. The bill, motivated to serve certain constituencies rather than consumers as a whole, failed to pass amid heavy criticism. Huh’s track record raises serious doubt about his ability to maintain fairness and objectivity as chief of staff.

The onus in appointment mishaps rests with Park, who has been repeatedly criticized for narrowness and secrecy in decision-making. She claims to be a “well-prepared” president. The line-up makes us wonder if she did any homework at all. Now it’s up to her candidates to clear all suspicions raised at their confirmation hearings at the National Assembly. Park says her government will immediately carry out her campaign promises. There is still time to make amends.

청문회 전부터 자질 시비 잇따라

결격사유 확인되면 과감히 털고 가야

새 정부의 각료와 청와대 고위직 인사가 대체로 마무리됐다. 장고 끝에 나온 인사임에도 도덕성과 자질 등에 대해 벌써부터 말이 많다. 언론의 흠집 내기나 야당의 정치 공세로 넘길 일이 아니다. 새 정부 고위직들은 국민에게 신뢰를 줘야 국정의 동력을 얻을 수 있다. 그 신뢰 확보의 구체적인 형식과 절차가 곧 검증이다.
그러나 지금까지 나온 인사를 보면 사전검증이 제대로 이뤄졌는지 의문이 든다. 과거 인사청문회에서 단골메뉴로 등장하던 위장전입, 부동산 투기, 병역면제 관련 의혹들이 되풀이되고 있다. 조금만 들여다 보면 쉽게 드러날 사안들인데도 걸러지지 않았다는 뜻이다.
관직에서 물러난 뒤 전관예우를 두둑하게 받았다고 의심되는 인사도 적잖다. 물론 당사자들은 정당한 보수라고 주장하지만 공직 퇴임 후 단기간에 재산이 크게 불었다는 점에서 국민들은 흔쾌히 납득하지 못한다. 또 일부 장관 후보자의 경우 사교육이나 재테크와 관련해 배우자의 부적절한 처신이 문제시되기도 한다. 부인의 처신은 남편의 컨트롤 밖이라고 하더라도, 부담은 본인에게 돌아온다.
갑자기 성균관대 출신이 우르르 요직을 맡은 데 대해서도 곱지 않은 시각이 쏠린다. 능력을 보고 골랐다지만 특정 대학 출신자가 요직에 몰리면 좋지 않은 말이 나오기 마련이다. 검증 과정에서 종합적·정무적 판단이 부족했다는 방증이다.
청와대 비서진 인사도 그렇다. 국회의 인사청문을 받진 않지만 공직자로서 자질과 능력에 대해선 엄격한 검증을 받아야 한다. 하지만 허태열 비서실장 내정자의 경우 국회의원 시절의 정책 성향이 도마 위에 올랐다. 그는 지난해 2월 국회 정무위원장 시절 ‘저축은행 피해구제 특별법’을 주도한 바 있다. 표를 의식해 예금보호제도의 근간을 흔드는 무책임하고 지역 이기주의적인 법안이라는 지적이 많아, 발효되진 못했다. 그러던 그가 국정의 무한책임을 지는 대통령의 비서실장직을 적절히 수행할 수 있을지에 대해선 아직 설명이 없다. 그에 비하면 병역 면제 의혹, 설화(舌禍) 등은 부차적인 사안이다.
이 때문에 도대체 검증을 어떻게 한 것이냐는 비판이 나오고 있다. 수소문하거나 천거한 이도 문제지만, 가장 큰 책임은 역시 최종 인사권자인 박근혜 당선인에게 있다. 그의 폐쇄회로형 인사가 결국 검증 부족으로 이어졌다 해도 과언이 아니다. 야당도 이 문제를 강하게 제기하고 있다.
박 당선인은 그 동안 ‘준비된 대통령’이라고 주장해 왔다. 그의 주변엔 몇 년 전부터 집권에 대비해 중요 장관들을 점 찍어 두고 잘 관리하라고 조언하는 이들이 있었다. 그런데 인사의 뚜껑을 열고 보니 지금까지 뭘 준비했는지 의문이 들 정도다.
본격적인 검증은 앞으로 국회 인사청문회에서 이뤄진다. 야당은 발목 잡기식 정치공세에서 벗어나 합리적으로 자질과 능력을 검증해야 한다. 후보자들은 검증에 성실히 임해 의혹을 말끔히 씻어내야 한다. 이명박 정부 초 청문회에서처럼 부동산 투기 의혹에 대해 “땅을 사랑할 뿐”이라느니 “오피스텔은 암 검사에서 아니라는 결과가 나오자 남편이 선물로 사준 것”이라는 부적절한 해명으로 화를 자초하는 일은 없어야 한다.
박 당선인은 정부 출범 후 공약을 조기에 이행하겠다고 했다. 그러려면 초기 국정의 동력을 확보해야 한다. 검증 정국에 발목이 잡혀선 곤란하다. 만에 하나 검증 과정에서 중대 결격사유가 확인된 후보자가 나온다면 신속히 털고 가는 자세도 필요하다. 질질 끌다간 국정의 동력을 잃는 것은 물론 리더십에도 큰 손상을 입는다. 사전검증의 부족을 만회할 기회는 아직 남아 있다.
