Pyongyang’s reckless threat
A North Korean diplomat raised the specter of the “final destruction” of South Korea at a United Nations peace forum in Geneva./ 북한 외교관이 제네바에서 열린 유엔 평화포럼에서 한국에 대한 “최종 파괴”라는 망령을 제기했다/Jon Yong-ryong, a senior envoy from the DPRK’s UN mission to Geneva, said/ 제네바 주재 북한 유엔 대표부의 고위 외교관인 전용령은 말했다/ at the conference on disarmament/ 군축회의에서/ that South Korea’s capricious behavior will only invite its “final destruction,” quoting a famous Korean proverb which is roughly equivalent to “Fools rush in where angels fear to tread.”/ 유명한 한국 속담인 “하룻강아지 범 무서운 줄 모른다”는 속담을 인용하며 한국의 변덕스러운 행동은 “최종 파괴”를 부를 뿐이라고/
His remarks followed the meeting’s collective condemnation of Pyongyang’s third nuclear test conducted shortly after the Lunar New Year’s Holiday./ 그의 발언은 설날을 넘기자마자 실행한 북한의 3차 핵실험을 그 회의에 모인 국가들이 단체로 규탄하자 나온 것이다/ He rebutted the denunciation by saying the test was a stern response to foreign interference./ 그는 핵실험은 외국의 간섭에 대한 엄중한 대응조치라고 말하면서 맹렬한 비난을 반박했다/
Using harsh language against its southern brethren is nothing new for the North./ 남측에 대한 거친 언사의 사용은 북한에게는 전혀 새로운 일이 아니다/ It habitually resorts to literally inflammatory rhetoric, ranging from the “sea of fire” fate it promised Seoul in March 1994 during the course of talks to exchange special emissaries for the resumption of high-level talks to the dreadful remarks last April by the supreme headquarters of the North Korean People’s Army which said, “We will blow up everything in Seoul.”/1994년 3월 고위급 회담 재개를 위한 특사를 교환하기 위한 회담과정에서 “서울을 불바다로 만들겠다”는 위협에서부터 지난 4월 북한 인민군 최고 사령부의 “서울을 통째로 날려버리겠다”는 망언에 이르기까지 문자 그대로 과격한 언사는 습관적이라 할 수 있다/ We wonder if Pyongyang can manage to come up with more outrageous remarks in the future./ 우리는 북한이 앞으로 터무니없는 표현을 더 찾아낼 수나 있을까할 정도로 궁금하다/
Though we don’t have to respond to bellicose threats too sensitively, the North went too far this time./ 비록 호전적인 위협에 일일이 민감하게 반응할 필요는 없지만 이번에는 북한이 도를 지나쳤다/ “Final destruction” is a phrase against humanity reminiscent of the “final solution” Adolf Hitler used to attempt a complete annihilation of the Jews during World War II./ “최종 파괴”는 세계 2차 대전 동안 유대인을 완전히 절멸시키기 위해 히틀러가 사용했던 “최종 해결”을 연상시키는 반인륜적인 표현이다/
North Korea has taken a step closer to the deployment of nuclear weapons after a successful test on Feb. 12./ 북한은 2월 12이 핵실험을 성공적으로 마친 후 핵무기를 실전 배치 직전 단계로 갔다고 볼 수 있다/ Nuclear arms are absolute weapons that can nullify the deterrence of conventional weapons./ 핵무기는 전통적인 무기의 억지력을 무효화할 수 있는 절대 무기이다/ A single bomb can wreak havoc on all of Seoul./ 한 발만으로 모든 서울에 막대한 피해를 입힐 수 있다/ The recalcitrant regime threatened to turn Seoul into a sea of fire through the launch of thousands of artillery deployed across the tense border./ 참으로 다루기 힘든 체제인 북한은 휴전선 전역에 배치되어 있는 장사정포 수천 발을 발사하여 서울을 불바다로 만들겠다고 위협했다/ Now, after almost 20 years, it threatens its southern counterparts with nuclear weapons./ 거의 20년이 지난 지금은 핵무기로 남측을 위협하고 있는 것이다/
The North says its nuclear weapons are aimed at America./ 북한은 핵무기는 미국을 목표로 만든 무기라고 말한다/ But the ratcheted-up rhetoric of “final destruction” says otherwise./ 하지만 “최종 파괴”라는 과격한 표현이 그렇지 않다는 것을 말해준다/ In a nutshell, Pyongyang wants to shake South Korea as wildly as possible by making South Koreans hostage to its nuclear arsenal./ 다시 말해, 북한은 한국을 핵무기의 인질로 만들어 가능한 한 한국을 거칠게 흔들고자 하는 것이다/ The government must precisely read the intention of the North and come up with extraordinary measures to cope with the menace diplomatically and militarily./ 정부는 북한의 의도를 정확하게 이해하고 외교적으로 군사적으로 위협에 대처할 수 있는 특단의 대책을 찾아내어야 한다/ It will be extremely naive if the government downplays the new threat as a mere daydream./ 만일 정부가 새로운 위협을 한낱 백일몽으로 경시한다면 매우 순진한 것이 될 것이다/
