Bracing for provocation

North Korea has resorted to tough language against South Korea and the United States once again as it had habitually done in the past, particularly around this time of the year when the two allies conduct a joint military drill. But Pyongyang went too far this time. In a televised statement, four-star general Kim Yong-chol - the orchestrator of the Yeonpyeong bombardment and the Cheonan attack - said that North Korea would employ “precise nuclear attacks” without mentioning the targets. Kim also said that North Korea would nullify the six-decade-old armistice agreement signed at the end of the Korean War. He added that Pyongyang will halt the activities of the North Korean mission to Panmunjeom at the tense border and cut off telephone lines of the United Nations Command Military Armistice Commission.

The following day, the Rodong Sinmun threatened to turn Seoul and Washington into “seas of fire” through nuclear strikes.

No doubt Pyongyang is attempting to raise tension on the Korean Peninsula to the highest possible level. Despite a tougher UN Security Council resolution against its third nuclear test in February, Pyongyang seems to want to stoke psychological warfare with Seoul by allowing the general to appear on television to revive its southern compatriots’ anger at the two tragedies he orchestrated. North Korea has habitually sought to invalidate the armistice agreement, as seen in a vow in 2003 to “take strong action beyond the confinements of the pact.” At every opportunity, Pyongyang urges Washington to sign a peace accord with it.

The North’s demands have several foundations. It needs U.S. forces to pull out from South Korea and it ardently desires international recognition as a nuclear power. But Pyongyang’s argument is built on the wrong premise that the day of peace will only come after it signs a peace deal with Washington after as many provocations as it can manage. Such a belief is based on the delusion that Seoul and Washington will surrender to Pyongyang’s menace after a third nuclear test. That’s preposterous.

North Korea can find a much easier way to a peace deal with America: giving up its nuclear weapons as it agreed in six-party talks in 2005. A joint statement declared that it would discuss ways to establish a permanent peace on the peninsula in accordance with progress toward the North’s denuclearization. We urge Pyongyang to make a decision quickly. As the ratcheted-up security threat from North Korea sharply raises the possibility of provocations, our military must also devise effective responses to deter any attacks.

미국에 평화협정 촉구하려는 의도

핵 포기 결단하면 저절로 될 일

북한이 한국과 미국을 향해 또 험한 말을 쏟아 냈다. 매년 이맘때면 늘 해오던 일이다. 한·미 양국이 매년 실시하는 합동군사연습을 겨냥해 온갖 형용사를 동원해 위협하는 것이다.그런데 이번엔 강도가 예년보다 좀 더 세다. 천안함·연평도 도발의 책임자로 알려진 김영철 정찰총국장이 직접 방송에 등장해 이른바 ‘최고사령부 대변인 성명’이란 것을 낭독했다. 김영철은 성명에서 3차 핵실험의 효과를 극대화하기 위한 의도인 듯 “다종화된 우리식의 정밀핵타격수단”으로 공격하겠다고 강조했다. 핵위협을 전면에 내세운 것이다.

또 6.25 전쟁 정전협정을 백지화하겠다고 주장했다. 이에 따라 “정전협정의 구속을 받음이 없이 임의의 시기, 임의의 대상에 대하여 제한 없이 마음먹은 대로 정밀타격”할 것이라고 위협했다. 인민군 판문점대표부 활동을 중단하고 유엔군 군사정전위원회와의 전화 연락도 차단할 것이라고 덧붙였다.

북한의 이번 행동은 어떻게든 한반도에 긴장을 최고조로 높여 보려는 의도에서 나온 것이다. 핵실험 탓에 유엔 안전보장이사회가 유례없이 강력한 제재 결의를 채택하기로 한 것에 대해 적반하장(賊反荷杖) 격으로 ‘억울하다’고 주장하려는 생각도 있는 듯하다. 천안함·연평도 도발 책임자로 알려진 김영철을 전면에 세운 것은 한국인의 감정을 최대한 자극하겠다는 심리전 차원의 꼼수로 보인다.

정전협정을 무력화하려는 북한의 시도는 역사가 길다. 이미 1991년부터 조그마한 구실이라도 생기면 장난을 쳐왔다. “정전협정의 모든 조항의 구속에서 벗어나는 단호한 조치를 취할 것”이라고 위협한 것만도 이미 2003년부터다. 이와 함께 북한은 기회 있을 때마다 미국에 평화협정을 체결해야 한다고 촉구했다. 이번에 북한이 긴장을 고조시키고 있는 것도 마찬가지 의도로 보인다.

북한이 미국과 평화협정을 체결하자고 주장하는 배경은 여러 가지로 분석된다. 주한미군의 철수, 핵보유국 지위 인정 등이 북한이 노리는 것으로 전문가들은 보고 있다. 가능성 없는 허망한 꿈일 뿐이다.

더욱이 북한의 의사 표현 방법은 한참 잘못돼 있다. 거듭된 도발과 위협으로 긴장을 높이면서 협정만 체결하면 평화가 만들어진다는 해괴한 논리에 빠져 있는 것이다. 자신들의 위협에 한·미가 굴복하라는 과대망상이 아닐 수 없다. 3차 핵실험으로 핵공격을 할 능력이 있음을 보였으니 이제 더 피해갈 구멍이 없지 않느냐는 식이다. 어림도 없는 일이다.

그보다는 북한이 한미와 평화협정을 체결할 수 있는 손쉬운 방법이 있다. 바로 핵무기를 포기하는 것이다. 이미 2005년 6자회담에서 채택한 9.19 공동성명에서 북한도 합의한 내용이다. 북한의 핵포기 진전과 함께 한반도의 항구적인 평화체제를 논의한다는 바로 그 내용이다. 하루빨리 결단을 내릴 것을 촉구한다.

북한의 위협 수준이 크게 높아진 만큼 도발 가능성도 커졌다고 봐야 한다. 군 당국은 북한의 도발을 억제하기에 충분한 대응조치를 다시 한번 점검해야 할 때다.
