Retail restrictions?
The city government of Seoul is considering restrictions on what big-box stores and franchise superstores can sell./ 서울시는 대형마트와 프랜차이즈 대형마트가 팔 수 있는 품목을 제한하는 것을 고려하고 있다/ The city announced a list of 51 items that includes fresh vegetables, fish, tofu and eggs, as well as popular necessities like trash bags, soju and beer that it plans to “recommend” corporate retailers like E-Mart remove from their shelves./ 서울시는 신선 야채, 생선, 두부, 계란을 포함하여 51개 품목을 발표하고 쓰레기봉투, 소주, 맥주와 같은 인기 생필품을 이마트와 같은 기업형 소매업체가 팔지 못하도록 권고할 계획이다/ It will hold a public hearing next month to gauge opinions and adjust the list./ 서울시는 다음 달 의견을 청취하고 목록을 조정하기 위해 공청회를 개최할 예정이다/ We are awed at how it came up with such a bizarre idea./ 우리는 어떻게 그러한 기이한 생각을 하게 되었는지 놀랄 뿐이다/The Seoul government exists for citizens./ 서울시는 시민을 위해 존재한다/ It is an administration to ensure a safe and comfortable environment for citizens./ 시민의 안전과 편안한 환경을 보장하기 위해 존재하는 행정부라 할 수 있다/ But it is now saying it will attempt to protect small merchants at the expense of public convenience, health and price stability./ 하지만 서울시는 공공의 편의와 건강, 가격안정을 빌미로 소상인을 보호하겠다고 지금 말하고 있다/
Consumers would suffer greatly from the move./ 소비자들은 그러한 움직임으로 많은 고통을 받게 될 것이다/ In order to prepare a meal, they can purchase carrots and squash in a superstore, but not potatoes and lettuce./ 한 끼 식사를 준비하기 위해 소비자들은 당근과 호박은 대형마트에서 살 수 있지만 감자와 상추는 살 수가 없다/ Crabs and shrimp are available at large chain stores, but clams and other seafood can only be found in neighborhood markets./ 게와 새우는 체인 대형마트에서 구매할 수 있지만 조개와 다른 해산물은 재래시장에서만 볼 수 있다/ Seoul citizens would have to go through the hassle of figuring out what they can buy and where for every meal./ 서울 시민들은 매 끼 식사를 위해 살 수 있는 것을 찾아야 하는 번거로움을 겪게 될 것이다/
Public health could also be at risk./ 공중 보건 또한 위험에 처하게 될 수 있다/ Many consumers prefer large chain stores for produce because they guarantee hygiene and quality./ 많은 소비자들은 위생과 품질을 보장하기 때문에 체인 대형마트의 생산품을 선호한다/ What if people fall ill after eating fish from small neighborhood markets?/ 만일 작은 재래시장에서 산 생선을 먹고 사람들이 병에 걸린다면 어떻게 할 것인가?/
Consumer prices could also be hit./ 소비자 물가 또한 오를 수 있다/ Big-box stores provide food at lower prices because they purchase it in large amounts./ 대형마트는 대량으로 구매를 하기 때문에 낮은 가격에 식품을 제공한다/ The items that Seoul city aims to restrict are products that consumers use daily and rely on./ 서울시가 제한하기로 한 품목은 소비자들이 일상적으로 사용하고 의존하는 상품들이다/ Will the government take responsibility if its actions make life more difficult for consumers?/ 그러한 조치가 소비자의 생활을 더 어렵게 한다면 서울시는 어떻게 책임을 질 것인가?/
We are not discrediting the government’s intention to help small markets and merchants./ 우리는 작은 시장과 상인을 돕겠다는 서울시의 의도를 폄훼할 생각은 없다/ But it is going about it the wrong way./ 그러나 잘못된 방식인 것만은 분명하다/ Administrative action to restrict the business of chain superstores and big-box stores cannot help./ 체인 대형마트와 대형 마트의 사업을 제한하겠다는 행정적인 조치는 도움이 될 수 없다/ Attention should be given to improve the competitiveness of smaller retailers./ 소규모 소매상의 경쟁력을 개선하는데 관심을 집중해야 한다/ If it really wants to revive marketplaces, the city should accelerate improvements and rationalization of distribution and logistics to allow delivery of fresh food at competitive prices./만약 서울시가 진정으로 시장을 활성화하고자 한다면 경쟁력 있는 가격에 신선한 식품을 제공할 수 있도록 유통과 물류를 개선하고 합리화를 촉진해야 한다/
It is how large stores have become so successful today since they were first introduced in 1993./ 이것이 바로 1993년에 처음 도입된 이후 대형마트가 오늘날 성공한 비결이다/ The success of the small store cooperative system in Jeju provides a good example./ 제주도의 수퍼마켓협동조합의 성공이 좋은 예라고 할 수 있다/ Community shopkeepers joined forces to establish an efficient distribution and delivery system and are competing with superstore chains./ 지역사회의 작은 가게 주인들이 힘을 합쳐 효율적인 유통과 배달 시스템을 구축하여 대형마트와 경쟁을 하고 있다/ No matter how noble the intentions may be, a policy that inconveniences citizens is best thrown out./ 아무리 의도가 좋다고 하더라도 시민을 불편하게 하는 정책이 가장 나쁜 것이다/
