A grave threat to national security
North Korea is under suspicion for yesterday’s cyberattacks against major television networks like KBS, MBC and YTN, as well as financial companies including Shinhan Bank and NH Bank./ 북한은 신한은행, 농협은행을 포함한 금융회사뿐만 아니라 KBS, MBC, YTN과 같은 주요 TV 방송국에 대한 어제의 사이버공격에 대해서 의심을 받고 있다/ Their computer networks broke down simultaneously about 2 p.m./ 그들의 컴퓨터 네트워크는 오후 2시경에 일제히 고장이 나기 시작했다/ Given the gravity of the attack on core infrastructures and the timing - shortly after the latest South Korea-U.S. joint military exercise - it most likely came from outside groups hostile to the Seoul government./ 최근의 한미합동 군사훈련 직후 핵심 인프라에 대한 공격의 심각성과 시기 등을 감안하면 그것은 한국 정부에 대한 적대적인 외부 집단의 소행이 분명하다고 할 수 있다/In fact, North Korea has repeatedly been involved in cyber provocations since 2009, when it launched distributed denial of service (DDoS) attacks against portal sites of government agencies, not to mention repetitive hackings at computer networks of NH Bank in 2011 and the JoongAng Ilbo last June./ 사실, 북한은 2011년의 농협은행과 지난 6월의 중앙일보 컴퓨터 네트워크에 대한 반복적인 해킹은 말할 것도 없고 정부기관의 포털 사이트에 대한 디도스 공격을 시작했을 때인 2009년 이후 계속적으로 사이버 도발을 감행해왔다/ Pyongyang threatened to counterattack after access to the portal sites of its Korean Central News Agency and Rodong Shinmun - the state’s official mouthpieces - was denied earlier this week by attributing it to a “mean action by antagonistic forces.”/ 북한 정부는 북한의 공식적인 대변자 격인 조선중앙통신과 로동신문의 포털 사이트에 대한 접속이 이번 주 초에 거부된 후 “적대 세력의 비열한 행위”라고 비난하면서 반격할 것이라며 위협했다/
If the latest cyberattacks turn out to have originated from the North, that’s a brazen security threat to us in light of the immense role of communication networks in our society./ 만약 최근의 사이버 공격이 북한이 자행한 것으로 밝혀진다면 그것은 우리 사회에서 통신 네트워크의 중요한 역할을 감안하면 중대한 안보위협이라 할 수 있다/ A bigger problem, however, comes from us because state-run organizations failed to detect or prevent cyberattacks despite Pyongyang’s repeated warnings after its third nuclear test last month./ 그러나 더 큰 문제는 지난 달 3차 핵실험 후 북한 정부의 반복된 경고에도 불구하고 우리 정부 기관이 사이버 공격을 탐지하고 방지하는데 실패한 우리에게서 비롯되었다고 할 수 있다/
The government must include cyberattacks in the concept of security./ 정부는 반드시 사이버 공격을 안보 개념에 포함시켜야 한다/ It must learn lessons from U.S. President Barack Obama, who proclaimed in 2009 that America’s digital infrastructure is a strategic asset./정부는 또한 미국의 디지털 인프라는 전략적인 자산이라고 2009년에 선언한 버락 오바마 미국 대통령의 교훈을 배워야 한다/ After his declaration, the U.S. government established the U.S. Cyber Command, a counter-cyberterrorism headquarters led by the head of the National Security Agency, to reinforce cybersecurity in the military and civilian sectors./ 오바마 대통령의 선언 후 미국 정부는 군 및 민간 부문의 사이버 보안을 강화하기 위해 국가안보국장을 책임자로 하는 반 사이버테러 본부인 미국사이버사령부를 창설했다/
The government must devise strong measures to cope with the new breed of attacks by first establishing a cybersecurity control tower on the national level as a comprehensive “situation room” for cyberwar./ 정부는 사이버 전쟁을 위해 종합 “상황실”과 같은 국가 차원의 사이버보안 컨트롤 타워를 먼저 창설함으로써 새로운 공격에 대응할 수 있는 강력한 대책을 만들어 내어야 한다/ At the same time, the government must prepare long-term measures to augment the cybersecurity system./ 동시에 정부는 사이버 보안 시스템을 강화할 수 있는 장기적인 대책을 마련해야 한다/
The new government must come up with an impregnable cybersecurity system by systematically training talented personnel to cover the public and private sectors./ 새로운 정부는 공공 및 민간 부문을 포함하여 능력 있는 인력을 체계적으로 훈련시킴으로써 확고한 사이버보안 시스템을 만들어 내어야 한다/ The civilian sector must also invest heavily in strengthening cybersecurity./ 민간 부문 또한 사이버보안을 강화하는데 더 많이 투자를 해야 한다/ That’s a precondition for our survival./ 그것이야 말로 우리가 생존하기 위한 전제조건이다/
