공직자 식사접대 그 오랜 관행을 뿌리 뽑겠다는데…
중국인 근로자들은 깡통 같은 식기에 밥과 음식들을 한꺼번에 담아 먹었다. 중국 취재 당시 들렀던 현대화된 중국 공장 구내식당의 광경도 그와 같았다. 굳이 밥 먹고 가라며 잡아끄는 이 공장 관계자들에게 이끌려 간 식당에서 솔직히 당황했었다. 저 정체불명으로 뒤섞인 음식을….한데 그들은 구내식당 안쪽의 별실로 나를 안내했다. 이내 열두 코스의 요리가 나왔다. 식사 동안 그들은 앞선 취재의 배경설명이나 허점까지 짚어주며 많은 이야기를 했다. 내용은 훨씬 풍부해졌다. 이런 일은 중국 취재에선 일상적이었다. 기업 관계자든 관료든 사전에 식사 약속을 안 해도 시간이 되면, 밥 먹고 가라며 잡아끌었다. 진짜 취재는 식사 자리에서 이루어졌다. 그래서 어떤 날은 4~5번 밥을 먹기도 했다. ‘타인과 함께 밥 먹는 기술’에서 중국인들은 탁월했고, 함께 밥을 먹는 동안 궁금증이 확 풀렸다.
개인적으론 이 취재 여행을 통해 그동안 의아했던 중국 고전 대목에 대한 의문을 풀기도 했다. 한 예로 『삼국지』에선 전투 장면보다 밥 먹는 장면이 많이 나온다. 등장인물들은 거의 모든 대목에서 사람만 오면 연회를 베풀고 함께 밥을 먹으며 중요한 얘기를 나눈다. 전쟁 중 적군의 사자가 와도 목을 치지 않으면 일단 밥부터 먹인다. 심지어 조조(曹操)는 만조백관 앞에서 나체시위를 하며 자신을 욕한 ‘막말의 대가’ 예형(<79B0>衡)을 유표(劉表)에게 쫓아 보내면서도 신하들에게 문 밖에 연석을 차리고 밥 먹여 보내라고 했을 정도다. 밥 정치 역사는 이렇게 흘러왔다.
지금 중국에서 개막된 전국인민정치협상회의에선 공직자 부패 근절을 위해 식사접대 관행을 뿌리 뽑겠다고 나섰단다. 함께 밥 먹으며 정(情)도 부정부패도 만리장성으로 쌓았단다. 중국에선 지난해 연말 시진핑(習近平) 시대가 열리면서 ‘반부패’가 시대적 화두가 된 후 공공기관마다 ‘금주령’과 ‘공무원 접대 시행안’을 마련한다며 법석이다. 그러면서 지난 춘절 기간 소비증가율 둔화가 공직자 호화 관광접대가 줄어서라거나 레스토랑과 호텔 매출이 역신장했다는 분석도 나왔다. 그런데 DNA처럼 유전돼 온 접대 문화를 뿌리 뽑는 일은 쉽지 않은가 보다. 한편에선 벌써부터 과거 호텔 등지의 접대 대신 요즘엔 은밀하고 비밀스러운 접대 문화가 번지고 있다는 지적이 나오니 말이다.
최근 우리나라 관공서도 ‘청렴식권’ 발행 등으로 민원인들의 공직자 식사접대 관행을 근절하겠다는 움직임이 일고 있다. 우리나라 접대 관행도 중국 못잖게 유서 깊은 문화유산인 데다 부정부패도 ‘밥이나 한 번’에서 시작되니 ‘밥’을 단속하는 게다. 좋은 밥 먹으며 썩은 내 나는 짓 하는 사람들 때문에 애먼 눈총 받는 밥엔 참 미안한 일이다.
