군 가산점 부활시키고 여성도 사병 복무할 수 있게…
“지금 수행평가는 남자한테 너무 불리해요.” 지인은 중학생 딸이 지적했다는 불합리한 평가 방식에 대해 들려줬다. 체육 과목의 경우 남자들은 통과 기준이 높아 점수 얻기 힘들고, 여자가 잘하는 음악•미술에선 남녀 기준이 따로 없으니 남자가 불리하다. 떠들지 않기, 뛰지 않기, 노트 필기 등에서도 여학생이 높은 점수를 받는다. 딸은 요즘 여학생들이 성적 상위권을 휩쓰는 게 이런 불합리한 평가제도 덕이 아닌지 의문을 제기하더란다. 이런 딸에게 지인은 엄마로서 이렇게 당부했단다. “일리는 있지만 네가 대학에 들어갈 때까지 그런 문제 의식은 입 밖에 내지 마라.”물론 요즘 각 분야 여성들의 약진은 기회가 평등해지면서 잠재됐던 여성의 실력이 분출한 것이지 호의적 평가 덕이라고 할 순 없다. 또 남학생들에게 불리한 평가 방식도 문제로 인식하는 여중생처럼 여성들이 타고난 ‘평등’에 대한 열망과 정의감으로 정당하게 일군 성과다. 여성에겐 수만 년간 성차별을 외면했던 남성과는 다른, ‘여성적 정의감’이라는 게 있다.
그런데 최근 조윤선 여성가족부 장관이 밝힌 군필자 보상에 대한 견해가 ‘여성적 정의감’에 부합한 것이었을까. 그는 공무원 시험의 군필자가산점제는 형평성 문제가 있다며, 복무 기간에 대한 경력인정이나 정년 연장 등을 거론했다. 듣기엔 그럴듯하다. 한데 이미 많은 기업과 공기관들은군필자 호봉 우대를 하고 있다. 정년을 연장해도 퇴사를 유도하는 기법은 무궁무진하다. 보상의 실효성이 의문이라는 말이다. 가장 나쁜 보상책은 겉으론 해주는 척하는데 들여다보면 실속이 없는 경우다. 이를 우리는 보상이 아니라 기만술이라 부른다.
‘여성적 정의감’ 차원에선 화끈하게 가산점제 부활을 지지하는 게 낫지 않을까. 이로 인한 불평등? ‘여성 사병제도’ 도입으로 해결하면 될 거다. 모든 여성을 징집하는 건 어려울 거다. 하지만 우선 자원하는 여성을 남성과 동등하게 복무할 수 있도록 병무제도를 바꿀 수는 있다. 국방의무를 마친 남녀에게 공히 가산점을 준다면 불평등 논란은 해소될 거다. 국경이 불안한 나라의 공직자가 군필자로 채워지는 것도 좋은 일이다. 더구나 올 육사 수석도 여성이고, ROTC 종합평가에서도 여대가 1등을 했다. 여성의 군사적 능력이 떨어지지 않음을 보여준다.
오랜 세월, 여성은 평등한 기회와 권리를 위해 투쟁했다. 이는 평등의 실현이 목적이었지 ‘한 자리’ 차지하자는 게 아니었다. 이젠 여성이 의무의 평등한 이행도 주장할 때가 됐다. 남성에게만 불평등한 현실은 못 본 척하면서 기계적 형평성만 주장하는 건 ‘여성적 정의감’이 아니다. 여성가족부가 병무제도를 고치는 데 앞장서는 것도 권하고 싶다.

It sounds quite plausible.
