Actions speak louder than words
The Park Geun-hye administration’s first national security meeting at the ministerial level was held at the Blue House yesterday./ 박근혜 정부가 어제 처음으로 청와대에서 각료 차원의 국가안보회의를 열었다/ The meeting was aimed at preparing countermeasures against North Korea’s belligerent moves by sharing assessments of the current situation among the ministries of defense, foreign affairs and unification as well as the National Intelligence Service./ 그 회의는 국가정보원 뿐만 아니라 국방부, 외교부, 통일부가 현재 상황에 대한 평가를 공유하여 북한의 호전적인 움직임에 대한 대책을 준비하기 위한 것이었다/ Some observers thought it must have been an emergency meeting since it was called suddenly./ 일부 관측자들은 갑자기 소집된 회의라서 긴급히 의논할 뭔가가 있지 않나하고 생각했다/ As it turned out, the president hosted the meeting to demonstrate a stern will to retaliate against any aggression from the North./ 그러나 그 회의는 북한의 공격에 대한 응징을 하기 위한 강력한 의지를 나타내기 위해 대통령이 소집한 회의로 밝혀졌다/ We welcome her decision to call the meeting, albeit a little belatedly./ 우리는 비록 늦은 감이 있기는 하지만 회의를 소집한 대통령의 결정을 환영한다/North Korea has been ratcheting up the threats after its third nuclear test in February,/ 북한은 2월 달의 3차 핵실험 이후 계속해서 위협의 강도를 높여왔다/ as seen by a declaration to nullify the six-decade old armistice agreement, a unilateral scrapping of the non-aggression treaty, a cutting-off of military hot lines and a proclamation of a war situation - not to mention its latest threat to shut down the Kaesong Industrial Complex./60년 된 정전협정 무효화 선언, 일방적인 불가침 조약의 폐기, 군 통신선 차단, 전시상태 선언과 개성공단을 폐쇄하겠다는 최근의 위협에서 볼 수 있듯이/ Despite the gravity of the situation, President Park has calmly yet resolutely responded to Pyongyang’s provocations, which deserves our appreciation./ 상황의 심각성에도 불구하고 박대통령이 냉정을 유지하며 북한의 도발에 결연히 대응하고 있는 것은 평가할만하다/
In the defense ministry’s briefing to the president Monday, Park ordered the military to strongly retaliate against the North in the early stage of any aggression - without worrying about political considerations./ 월요일 대통령에 대한 국방부 보고에서 박대통령은 정치적인 고려에 관해 걱정하지 말고 공격 초기 단계에 북한에 강력하게 응징할 것을 군에 명령했다/ She also cheered the military up by saying that she will trust the military’s judgment above all./ 박대통령은 또한 무엇보다 군의 판단을 믿을 것이라고 말함으로써 군의 사기를 진작했다/ Her remarks translate into an order to strongly respond to the North’s attacks while maintaining composure at the same time./ 박대통령의 말은 평정을 유지하는 한편 북한의 공격에 대해서는 강력하게 응징하라는 명령으로 이해할 수 있다/
Responding to the North’s nuclear threats, the United States is engaged in a show of force which includes a dazzling array of sophisticated weapons like the B-52 strategic bomber, the B-2 stealth bomber and the F-22 raptor stealth fighter./ 북한의 핵위협에 대응하여 미국은 B-52전략폭격기, B-2 스텔스 폭격기, F-22 랩터 스텔스 전투기와 같은 첨단 무기를 동원하여 무력시위를 하고 있다/ The North has reason to fear all three of these fighting machines./ 북한은 이러한 세 가지의 전투기를 분명 두려워할 것이다/ The U.S. even deployed its SBX-1, a state-of-the-art mobile radar system, and the Aegis Destroyer, to waters surrounding the peninsula./ 미국은 심지어 첨단 이동 레이더 시스템인 SBX-1과 이지스구축함을 한반도 주변 수역에 배치하기도 했다/ To jointly cope with any aggression from the North, Seoul and Washington have drawn up concrete, phase-by-phase scenarios to give a stern warning to Pyongyang and reassure Seoul about the security danger facing it at this time./ 북한의 공격에 공동으로 대처하기 위해 한국과 미국은 북한에 강력한 경고를 보내는 한편 한국이 직면하고 있는 안보위험에 대해서 한국을 안심시키기 위해 튼튼한 단계별 시나리오도 마련해 놓고 있다/
At yesterday’s meeting, President Park stressed the importance of not allowing an enemy to engage in provocations by emphasizing that they will be met by relentless retaliation./ 어제 회의에서 박대통령은 가차 없는 응징으로 적들이 포기하도록 하는 것을 강조함으로써 적이 도발을 일삼지 않도록 하는 것이 중요하다고 강조했다/ Actions speaks louder than words./ 말보다는 행동으로 보여줘야 한다는 것이다/ The government must fully prepare for any emergencies./ 정부는 마땅히 비상사태에 대한 준비를 철저히 해야 한다/
