Don’t give up on dialogue
Despite the need for dialogue highlighted by U.S. Secretary of State John Kerry in his visits to Seoul, Beijing and Tokyo, North Korea has splashed cold water on the concerted peace efforts./ 서울, 베이징, 도쿄를 방문 중인 존 케리 미국 국무장관이 대화의 필요성을 강조하고 있음에도 불구하고 북한은 조성된 평화 노력에 찬물을 끼얹고 있다/ A spokesman of the North’s Committee for the Peaceful Reunification of the Fatherland criticized the South Korean government’s dialogue proposal by defining it as a “shell without substance.”/ 북한 조국평화통일위원회 대변인은 “알맹이 없는 빈껍데기”라며 남한 정부의 대화 제의를 비판했다/ Pyongyang said Seoul is not yet prepared for sincere dialogue./ 북한은 남한이 아직 진정한 대화를 위한 준비가 되어 있지 않았다고 말했다/ Some in our government believe that Pyongyang’s response does not directly translate into a flat denial./ 우리 정부 일각에서는 북한의 반응을 단호한 거부로 직접 해석할 필요가 없다는 분위기다/Though not desirable, the tug of war between Seoul and Pyongyang does not necessarily mean that an opportunity for dialogue has vanished./ 바람직한 것은 아니지만 남한과 북한 사이의 기선 싸움이 반드시 대화를 위한 기회가 사라졌다는 것을 의미하지는 않는다/ First of all, North Korea has cited the ongoing joint military exercises between South Korea and the United States as one of the major reasons for its rejection of our peace offer./ 무엇보다도 북한은 평화적인 제안을 거절하는 주요한 이유 중의 하나로 진행 중인 한국과 미국의 합동 군사훈련을 들고 있다/
To put it differently, the North set preconditions for dialogue by demanding that the South basically scrap its confrontational attitude./ 달리 말해서, 북한은 남한이 근본적으로 대결적인 태도를 버려야 한다고 요구함으로써 대화를 위한 전제조건을 달고 있다/ Experts on North Korean affairs explain that Pyongyang habitually resorts to such rhetoric when it wants to leave some room to achieve its goal./ 북한 문제 전문가들은 북한이 목표를 달성하기 위한 어떤 여지를 남겨 놓고자 할 때는 그러한 수사적인 표현에 습관적으로 의존한다고 말한다/
The Blue House’s expression of regret, therefore, should be understood only as a reflection of dissatisfaction with the North’s typical responses with strings attached./ 따라서, 청와대의 유감 표명은 북한이 이런 저런 이유를 붙여 반응을 보이는데 대한 불만족을 표현하는 것으로 이해해야 한다/ Our government also urged the North to take responsible measures to resolve the deepening hardship of South Korean workers in the Kaesong Industrial Complex due to its ban on importing food for them./ 우리 정부는 또한 식자재 수입을 금지함으로써 개성공단에 있는 남한 근로자들이 겪고 있는 어려움을 해결하기 위해 책임 있는 조치를 취해 줄 것을 촉구했다/
The war of nerves can perhaps be summarized like this:/ 신경전은 아마도 이와 같이 요약할 수 있다/ While Pyongyang says it’s too early to start talking with Seoul in the middle of a joint military drill, Seoul asks Pyongyang to at least allow us to deliver food to those workers in the industrial park./ 북한은 합동 군사 훈련이 진행 중인 상황에서 남한과 대화를 시작하기에는 너무 일러서 하지 못한다고 말하고 있고, 남한은 적어도 개성공단에 있는 남한 근로자에게 식자재를 제공해 줄 수 있도록 해달라고 북한에게 요구하고 있는 셈이다/ By underscoring that food delivery is a humanitarian issue, our government hinted that allowing the delivery does not mean a shameful defeat in the war of nerves./ 식자재 제공이 인도적인 문제라는 점을 강조함으로써 우리 정부는 식자재 제공이 신경전에서 수치스런 패배가 아니라는 점을 암시하고 있다/
Besides, overly prolonging the tense state will undoubtedly put a heavy burden on both sides in financial and psychological terms - particularly when there’s no mutual effort to address it./ 게다가 긴장 국면을 지나치게 오래 끌고 가는 것은 양측 모두 재정적이고 심리적인 관점에서 심한 부담이 되며 특히 이 문제를 해결하기 위해 상호 노력을 하지 않는 상황에서는 더 그렇다/ President Park Geun-hye explained the situation to Kerry during his visit to Seoul./ 박근혜 대통령은 서울을 방문 중인 존 케리 국무장관에게 이 상황을 설명했다/ As long as both sides have a will to solve it through dialogue, they can begin to talk sometime soon./ 양측이 대화를 통해 이 문제를 해결하기 위한 의지를 가지고 있는 한 언젠가는 곧 대화를 시작할 수 있다/
