Concrete action plans are needed

President Park Geun-hye championed people’s happiness and economic recovery in her inaugural address two months ago. But the current situation threatens her presidency on security, economic and diplomatic fronts. North Korea suspended successful operation of the Kaesong Industrial Complex - an icon of inter-Korean economic cooperation - while the economy is being hit by a double whammy of low growth and a weak yen. Despite a strong need for a “strategic alliance” before a nuclear-armed North Korea, Japan is bent on negating its past invasions to fuel nationalism.

In her first press conference yesterday with 46 top journalists since inauguration, the president energetically answered their questions and even wrote down their comments, giving the impression that she has regained confidence after being criticized for a lack of communication skills as commander in chief.

But self-confidence is just a minimum requirement for the president because she has to weather the crisis through concrete action plans.

Park reaffirmed her two-track North Korea policy: no more free aid or convenient compromise even while providing humanitarian assistance. That will likely invite strong opposition in the future such as a shutdown of the industrial park, a fourth nuclear test or another long-range missile launch. The president must resolve all issues carefully.

The president is expected to announce a framework for the peace and cooperation of Northeast Asia in her May visit to the United States to first promote cooperation on non-political issues like climate change, terrorism and nuclear reactors - but that’s not an easy job under heightened tensions from the North’s nuclear threats, Japan’s nationalist moves and territorial disputes.

The president also warned Japan that its relations with other Asian countries will deteriorate if it takes the wrong path. But she must find wisdom to persuade the nation to change its course with impeccable logic.

Park stressed that economic democratization and “creative economy” aimed at accelerating growth must go hand-in-hand. Yet the mixed signals from the government make people confused. We hope she puts her campaign promises into action by substantially adjusting her welfare pledges, encouraging business investment and forewarning about the danger of low growth.

오늘로 박근혜 대통령 취임 2개월이다. 취임사 핵심은 국민행복과 경제부흥이었다. 이런 구호가 아득할 정도로 상황이 어렵다. 대통령은 안보·경제·외교에서 삼각파도를 맞고 있다. 북한은 핵 위협을 계속하면서 개성공단 목을 죄고 있다. 저성장이 현실로 닥친 데다 한국 경제는 엔저라는 복병을 만났다. 북한 앞에서 한국과 일본은 ‘동맹’급 협력을 해도 부족하다. 그런 판에 일본은 침략 역사를 부정하면서 ‘판 깨기 우경화’로 치닫고 있다. 최초 여성대통령 박근혜에게 3.16% 승리라는 환호는 사라지고 있다. 7명 낙마라는 인사파동을 비롯해 혹독한 시행착오도 있었다.

어제 대통령은 편집·보도국장 46명과 간담회를 가졌다. 2시간반 동안 30여개 질문이 쏟아졌다니 취임 후 첫 대규모 기자회견인 셈이다. 대통령은 질문에 적극적으로 대답했고 내용을 꼼꼼히 적었다고 한다. 대통령은 소통 의지를 다시 보여주면서 시련 끝에 어느 정도 자신감을 회복한 느낌을 주었다. 하지만 자신감은 최소한의 필요조건이다. 대통령은 구체적인 액션 플랜(action plan)으로 삼각파도를 헤쳐나가야 한다.

박 대통령은 ‘원칙과 대화’라는 대북정책을 다시 확인했다. 대화 노력과 인도적 지원은 계속하되 “과거처럼 무원칙적인 퍼주기나 적당한 타협”은 하지 않겠다고 못박았다. 대통령의 이런 정책은 앞으로 북한의 거센 도전을 받을 것이다. 북한은 공단을 폐쇄하고 4차 핵실험과 미사일 발사를 할 수 있다. 궁극적으로는 ‘핵 미사일 실전배치’로 가려 할 것이다. 그런 과정에서 급변사태가 발생할 수도 있다. 박 대통령은 상황을 관리하면서 근본적으로 북 핵개발을 막아내야 한다.

대통령은 내달 미국 방문 때 ‘동북아 평화협력구상’을 밝힐 것이라고 했다. 미국과 아시아 국가들이 기후·테러·원전 등 비 정치적 분야부터 협력하자는 것이다. 구상 자체는 바람직하지만 현실은 까다롭다. 북한 도발과 일본 우경화 그리고 영토분쟁으로 동북아 긴장지수는 더 높아지고 있다. 한·중·일 대화도 삐걱거리는 마당에 이런 구상이 구름 잡는 일이 되어선 안 될 것이다.

대통령은 “일본이 우경화로 가면 아시아 여러 국가들과의 관계가 어려워질 것”이라고 경고했다. 맞는 지적이다. 대통령은 어떤 전임자보다도 ‘위태로운 일본’을 맞고 있다. 각별한 논리와 치밀한 대처로 일본을 변화시키는 노력을 경주해야 한다.

박 대통령은 “경제민주화와 경제성장을 위한 창조경제는 같이 가야 한다”고 말했다. 분기마다 민간무역투자진흥회의를 여는 계획도 밝혔다. 하지만 기업을 비롯한 경제주체에게 이 정권이 혼란된 신호를 주고 있는 게 사실이다. 대통령은 수사(修辭)로 그쳐선 안 된다. 복지 공약을 과감히 조정하고, 기업 투자를 유도하며, 저성장 위기를 경고하는 구체적인 리더십을 보여주어야 한다.
