When should the U.S. return wartime control?

Some on the foreign affairs and defense front are suggesting that the planned handover of wartime operational control to South Korea by 2015 should be deferred amid renewed concerns about North Korea’s nuclear and missile capabilities. The issue has been briefly discussed at South Korean and U.S. summits. Experts say the South Korean defense is not fully ready to assume control due to reduced defense spending. Many say the South Korean military could prevail over North Korea as it has spent four times more than the communist state on defense over the last 35 years and should demand that the command transfer - already put off for three years since 2012 - should be kept on schedule.
