North Korea dispatches special envoy to China

중국이 협조하는 국제 제재로 북한이 경제적 곤경에 빠진 가운데 김정은의 특사가 밝혀지지 않은 이유로 중국에 파견됐다.
Choe Ryong-hae, director of the General Political Bureau of North Korean People’s Army, departed from Pyongyang’s Sunan International Airport at 10:41 a.m. yesterday by a chartered Air Koryo flight to visit China as a special envoy of Kim Jong-un, according to North Korea’s official Korean Central News Agency (KCNA) and sources in Beijing.

조선중앙통신과 베이징 소식통에 따르면 김정은의 특사로 중국을 방문하기 위해 최용해 북한 인민군 총정치국장이 어제 오전 10시 41분 고려항공 전세기 편으로 평앙 순안 국제 공항을 출발했다.
But the KCNA didn’t disclose the purpose of the visit or any other specific details like Choe’s schedule.
It is the first time that North Korea dispatched an envoy to Beijing under the rule of Kim Jong-un, who succeeded his father Kim Jong-il following his death in December 2011.

When Choe and his delegation arrived at Beijing Capital International Airport, a group of Chinese officials greeted his delegation on the runway, reporters observed.

The delegation clambered into 11 luxury Mercedes-Benz sedans parked on the runway and departed for Diaoyutai State Guesthouse in Beijing, sources told the JoongAng Ilbo.

대표단은 활주로에 주차된 호화 벤츠 차량 1`1대에 올라 베이징의 댜오위다이 국빈관으로 출발했다고 소식통은 말했다.
Yesterday, Choe met with Wang Jiarui, head of the international department of the Communist Party of China, the country’s state-run Xinhua News Agency reported.
Sources told the JoongAng Ilbo that Choe had a luncheon with Wang and discussed a variety of issues, including the North’s nuclear weapons program, the closed Kaesong Industrial Complex and the security crisis on the Korean Peninsula.

어제 최용해는 왕자루이 중국공산당 대외연락부장을 만났다고 중국의 국영 신화통신사는 보도했다.
소식통에 따르면 최용해는 왕자루이와 오찬을 함께 하며 북한의 핵무기 개발, 폐쇄된 개성 공업단지, 한반도의 안보 위기 등의 다양한 현안을 논의했다고 한다.
During the trip, Choe will deliver a letter from Kim Jong-un to Chinese President Xi Jinping, a high-ranking diplomatic source told the JoongAng Ilbo.

이번 여행에서 최용해는 김정은의 친서를 중국 국가주석 시진핑에게 전달한다고 고위 외교소식통은 말했다.
“Choe brought a letter from Kim [Jong-un],” the source said. “As far as I know, he will meet with the president [Xi] and deliver the letter.”
Choe and Wang also reportedly reached an agreement on the resumption of high-level bilateral cooperation between the two countries, which has been mostly suspended since Li Jianguo, vice chairman of the Standing Committee of the National People’s Congress of China, visited Pyongyang in November 2012.

Since the North’s defiant launch of a long-range ballistic rocket in December, China has reportedly blocked all channels for high-level interaction with North Korea in the military, politics and administration.

12월 북한이 도발적으로 장거리 탄도 로켓을 발사한 이래 중국은 북한과의 군사 정치 행정 각 분야 고위급 교류의 모든 통로를 차단했다고 보도됐다.
Choe holds the top position in the North Korean military and is in charge of guarding against any anti-regime ideology. While other military officials have been demoted to four-star general by Kim, Choe remains one of the few North Korean vice marshals.

최용해는 북한 군 최고 지위에 있으며 어던 반체제 이데올로기도 차단하는 임무를 담당한다. 다른 군 간부들은 김정은이 4성 장군으로 강등했으나 최용해는 북한의 몇 안 되는 차수 중 하나다.
The other officials in Choe’s delegation include, according to the KCNA: Ri Yong-gil, a three-star general; Kim Song-nam, vice director of the Workers’ Party’s Central Committee; Kim Hyong-jun, vice minister of Foreign Affairs; and Kim Su-gil, a three-star general. The list of the key figures in the delegation was also confirmed by Xinhua.

조선중앙통신에 따르면 최용해 총정치국장이 이끄는 대표단에는 이영길 상장(중장), 김성남 노동당 중앙위원회 부부장, 김형준 외무성 부상, 김수길 상장이 포함됐다. 대표단의 이 주요 인물은 신화통신으로도 확인됐다.
