The beauties of arbitration
The Seoul International Dispute Resolution Center opened yesterday./ 서울국제중재센터가 어제 개소했다/ Headed by Shin Young-moo, a former judge and president of the Korean Bar Association, the center will help settle an increasing number of international trade disputes through arbitration, which is faster and more efficient than trials./ 전직 판사이자 대한변호사협회 회장이었던 신영무 이사장은 국제중재센터가 재판보다 더 빠르고 더 효율적인 중재를 통해 증가하고 있는 많은 국제 무역 분쟁을 해결할 수 있을 것이라고 말했다/ We should take the opportunity to turn the metropolitan city of Seoul into a global hub of international arbitration./ 우리는 서울시가 국제 중재의 글로벌 허브로 바뀔 수 있는 기회가 되기를 바란다/In an opening ceremony, Seoul Mayor Park Won-soon, himself a former lawyer, said the center will mark a significant turning point in the government’s aggressive campaign to nurture a value-added services industry that could serve as a major growth engine for the country./ 개소식에서 전직 변호사였던 박원순 서울시장은 국가를 위한 주요한 성장 엔진으로서 기능할 수 있는 부가가치가 높은 서비스 산업을 육성하기 위한 정부의 공격적인 캠페인의 중요한 전환점이 될 것이라고 말했다/ Minister of Justice Hwang Kyo-an also vowed to raise a professional workforce by intensifying education in international arbitration./ 황교안 법무부 장관 또한 국제중재와 관련된 교육을 강화함으로써 전문 인력을 육성할 것이라고 약속했다/ It is noteworthy that the center could be set up thanks to a joint effort by the Seoul municipal government, the central government and the bar association./ 중재센터가 서울시와 중앙 정부 그리고 변호사 협회의 공동 노력 덕분에 설립될 수 있었다는 점은 주목할 만하다/ Needless to say, all the concerned parties should continue their efforts to raise the level of the center./ 말할 필요도 없이, 관련된 모든 당사자는 중재센터의 수준을 높이기 위해 지속적으로 노력해야 할 것이다/
One of the biggest benefits from the center would be the expansion of legal services available to Korean companies and the economic advantages that would obviously follow./ 중재센터로 인한 가장 큰 이점 중의 하나는 한국 기업들이 이용할 수 있는 법률 서비스가 확대된다는 것과 그에 따라 경제적인 장점이 분명히 있다는 것이다/ So far, our domestic companies had to sacrifice much time and money when court cases they were involved in were heard abroad./ 지금까지 국내 기업들은 그들이 관련된 법적 소송을 해외에서 진행하면서 많은 시간과 돈을 희생할 수밖에 없었다/ With the establishment of the center, however, they can reduce a substantial portion of legal expenses that went overseas in the past./ 하지만 중재센터의 설립으로 국내 기업들은 과거에는 해외로 빠져나갔던 법률 비용의 상당 부분을 줄일 수 있게 되었다/ In addition, we can also expect some positive effects from foreign arbitrators and lawyers staying in Seoul and the cultivation of arbitration specialists in Korea./ 게다가 우리는 외국인 중재 전문가와 변호사들이 서울에 머물러 있게 되고 한국에서 중재 전문가를 양성할 수 있는 긍정적인 효과도 기대할 수 있게 되었다/
The question is how many cases of international arbitration the center can draw amid fierce competition with Hong Kong and Singapore, popular destinations for arbitration in Asia./ 문제는 아시아의 인기 있는 중재 국가인 홍콩과 싱가포르와의 치열한 경쟁 속에서 중재센터가 얼마나 많은 국제 중재사건을 끌어 오느냐 하는 것이다/ But Seoul does not really lag behind given the competitiveness of its legal services, its geographical location and the quality of its lawyers./ 하지만 서울은 법률 서비스의 경쟁력과 지리적 위치 및 변호사의 질을 감안하면 결코 뒤쳐진다고 볼 수 없다/ Another strong point of the center is its state-of-the-art video system, which enables parties to settle their disputes without physically visiting the center./ 또 다른 중재센터의 강점은 당사자가 분쟁을 해결하기 위해 물리적으로 중재센터를 방문하지 않고도 해결할 수 있는 첨단 화상 시스템을 갖추고 있다는 것이다/ The authorities need to publicize such advantages through aggressive promotion and marketing./ 당국은 공격적인 홍보와 마케팅을 통해 이러한 장점을 널리 알릴 필요가 있다/
Korea ranked No. 1 in the number of international arbitration cases in Asia from 1998 to 2010./ 한국은 1998년부터 2010년까지 아시아에서 국제 중재 사건 수로 봐서는 1위를 차지하고 있다/ That means our companies’ global status has arrived./ 그것은 우리 기업들의 글로벌 위상이 높아졌다는 것을 의미한다/ It is time to elevate the level of our legal services./ 지금이 바로 우리의 법률 서비스의 수준을 향상시킬 절호의 기회다/
