무대책 정년 연장은 젊음 없는 영생처럼 앙꼬 없는 찐빵이다
신화가 사랑받는 건 인간의 모습을 담고 있어서다. 특히 그리스•로마 신화가 그렇다. 이름만 신이지 하는 짓은 인간과 꼭 같다. 희로애락 분명하지 애증에 빠져 허우적대지, 걸핏하면 실수하지…. 그 많은 신의 실수 중 요즘 세태에 딱 들어맞는 게 하나 있다. 새벽의 여신, 에오스의 실수다. 그는 인간인 티토노스와 사랑에 빠진다. 에오스는 불사의 존재, 완벽한 육체를 가졌지만, 티토노스는 아니었다. 에오스는 제우스에게 간청한다. 영생을 달라고. 제우스는 소원을 들어줬다. 하지만 티토노스의 영생엔 빠진 게 있었다. 영원한 젊음이다. 그 바람에 티토노스는 죽지 못했다. 육체는 세월과 함께 계속 늙어가고, 몸과 마음은 완전히 소진됐는데도, 그는 죽을 수 없었다. 에오스는 뒤늦게 자신의 실수를 깨달았지만 어쩌랴, 이미 늦은 것을. 젊음이 빠진 영원한 생명, 티토노스에겐 ‘앙꼬 빠진 찐빵’이요, 죽음보다 큰 형벌이 됐다.이 신화를 요즘 말로 풀면 어떻게 될까. 영생이 고령화라면, 젊음은 일자리일 것이다. 일자리 없는 고령화는 죽음보다 못하다. 해법은 없나. 고민 끝에 찾은 것 중 하나가 ‘정년 연장’이다. 가장 늙은 나라 일본, 가장 빨리 늙는 나라 한국이 같은 선택을 했다. 직원은 환영인데 기업은 죽는 소리, 겉은 비슷하다. 그런데 속은 많이 다르다. 일본은 제법 준비가 됐다. 1994년 60세로 정년을 늘렸다. 시간을 4년 줬다. 기업 여건도 웬만큼 갖춰졌을 때 했다. 당시 정년을 60세 이상으로 정한 일본 기업은 93%에 달했다. 선택지도 세 개 줬다. 정년 연장, 정년 폐지, 퇴직 후 재고용이다.
60세 정년이 웬만큼 정착되자 올해 65세로 정년을 또 늘렸다. 법은 2006년 만들고 7년 시간을 준 것이다. 그래도 기업은 아우성이다. 한 해 임금 추가 비용이 4000억 엔이 듭네, 청년 채용을 줄여야 하네, 울상이다. 이미 부작용도 겪었다. 5년 전 정년을 아예 폐지했던 일본 맥도널드는 올해 ‘60세 정년 플러스 재고용’으로 되돌아갔다. 생산성 떨어지고 매출 줄고 베테랑 사원의 노하우 전수도 실패했다는 게 회사의 판단이다.
우리는 어떤가. 직원 300인 이상 기업 중 60세 이상 정년을 둔 비율은 채 30%가 안 된다. 선택지도 거의 없다. 정부가 지원금을 주고, 기업이 임금피크제를 할 수 있도록 시행령에 넣은 정도다. 시간도 없다. 달랑 2년여 남았다. 고민하고 토론하기도 모자랄 판이다. 그런데도 말 떨어지자마자 정치권은 법부터 통과시켰다. 무고민, 무대책도 이 정도면 수준급이다. 하기야 정치권만 뭐랄 것도 없다. 젊음 빠진 영생이나 대책 없는 정년 연장이나, 앙꼬 빠지긴 마찬가지다. 신도 하는 실수, 하물며 인간임에랴.
