Japan’s dangerous route
The Japanese government has decided to fully discuss the introduction of a right to collective self-defense by reconvening the meeting on reestablishment of legal foundations for national security early next month./ 일본 정부가 다음 달 초 국가안보를 위한 법적 기반 재구축에 관한 간담회를 재 소집함으로써 집단적 자위권에 대한 도입을 본격적으로 논의하기로 결정했다/ The consultative meeting - which started as a venue for finding justifications for more robust self-defense after Prime Minister Shinzo Abe first took office in 2006 - was temporarily suspended due to the upper house election campaign./ 2006년 아베 신조 총리가 처음 입각한 후 더 견고한 자위권을 위한 법적 근거를 찾기 위해 시작된 이 자문회의는 참의원 선거로 잠시 중단되었었다/Collective self-defense refers to Japan’s right to counterattack when its allies are under attack by foreign countries./ 집단 자위권은 동맹국이 외국의 공격을 받을 때 반격을 할 수 있는 일본의 권리를 뜻한다/ An attack on an ally is regarded as an attack against Japan./ 동맹국에 대한 공격을 일본에 대한 공격으로 간주하는 것이다/ An act to invade other countries, even if it’s described as self-defense, is prohibited by Japan’s Constitution./설령 자위권이라 하더라도 다른 국가에 대한 침공은 일본 헌법에서 금지하고 있다/ Article 9 of the pacifist constitution states, “Aspiring sincerely to an international peace based on justice and order, the Japanese people forever renounce war as a sovereign right of the nation and the threat or use of force as a means of settling international disputes.”/ 평화 헌법 제9조는 “정의와 질서를 기반으로 국제 평화를 진심으로 지향하며 일본 국민은 영원히 국제적 분쟁을 해결하기 위한 수단으로 무력을 사용하거나 위협하지 않으며 국가의 주권으로서 전쟁을 포기한다”고 명시하고 있다/ Allowing collective self-defense while keeping the article intact is nothing but a constitutional revision or an abrogation of the constitution./ 조항을 온전히 유지하면서 집단 자위권을 용인하는 것은 개헌 또는 헌법의 폐기나 다름없다고 할 수 있다/
The Japanese government in the past attempted to reinterpret the article in question in its favor but had to stop it in the face of strong public resistance./ 일본 정부는 과거에도 집단적 자위권을 인정하는 식으로 헌법을 재해석하려다가 강력한 반대 여론이 부딪혀 중단 한 적이 있다/ Buoyed by the Liberal Democratic Party’s landslide victory in the upper house elections, however, the Abe cabinet will most likely push ahead with the argument for collective self-defense./ 하지만 참의원 선거에서 압승을 거둔 자민당에 의해 들뜬 나머지 아베 내각은 집단 자위권에 대한 논의를 밀어 붙일 가능성이 있다/
Japan claims that such self-defense will help support its allies and contribute to international peace./ 일본은 그러한 자위권이 동맹국을 지원하는데 도움이 되며 국제 평화에 기여할 것이라고 주장한다/ From the perspective of a country victimized by Japan’s aggression-prone imperialist past, it’s impossible to accept that justification./ 일제의 침략전쟁으로 희생을 당한 나라 입장에서는 그러한 정당성을 받아들이기 어렵다/ The LDP led by Abe has already vowed to establish a “normal” armed forces - with fewer constraints - and elevate the emperor to de facto head of state./ 아베 총리가 이끄는 자민당은 이미 별다른 제약 없이 정규군의 창설과 천왕을 사실상의 국가 원수화하는 문제를 공약했다/ Such moves constitute a brazen declaration to turn Japan into a military power./ 그러한 움직임은 일본을 군사강국으로 만들겠다는 뻔뻔한 선언이라 할 수 있다/ We wonder how such a weird turn can lead to friendly relations with any allies or the promotion of international peace./ 우리는 이것이 어떻게 모든 동맹국과의 우호적인 관계를 이끌 수 있으며 국제 평화를 촉진한다는 것인지 궁금할 뿐이다/
The victory in the upper house elections was largely thanks to Abenomics./ 참의원 선거에서 승리한 것은 아베노믹스 덕택이라 할 수 있다/ In other words, most Japanese want the government to pursue strong economic policies to overcome a two-decades-long slump rather than amend the constitution./ 다시 말해서, 대다수의 일본 국민은 개헌을 하기보다는 20년간의 장기적인 불황을 극복하기 위해 강력한 경제 정책을 수행할 정부를 원한다는 것이다/ Immediately after the elections, however, Tokyo rushes down a dangerous path./ 그러나 선거가 끝난 후 즉각적으로 일본 정부는 위험한 노선을 재촉하고 있다/ Japan’s return to nationalism and militarization can only deepen tensions and enmity in Asia and adversely affect the peace and chances of unification of the Korean Peninsula./ 일본의 우경화와 군사 대국화로의 회기는 아시아에서의 긴장과 적대감을 심화시킬 뿐이며 한반도의 평화와 통일에 악영향을 끼칠 뿐이다/ We urge Japan to indulge in some deep soul searching to find the best possible way to world peace./ 우리는 일본이 세계 평화에 기여하는 진정한 길이 무엇인지 깊이 성찰해 보기를 촉구한다/
