A kind of ultimatum
South Korea has proposed a “last” round of talks with North Korea to decide the fate of the jointly-run Kaesong Industrial Complex./ 한국 정부는 공동으로 운영하고 있는 개성공단의 운명을 결정하기 위해 북한에 마지막 회담을 제의했다/ South Korean Unification Minister Ryoo Kihl-jae said that the government will “inevitably make a grave decision” if the North doesn’t give a clear guarantee of sustainable operations, in order to protect South Korean enterprises from further psychological and physical losses./ 한국의 유길재 통일부 장관은 만약 북한이 지속가능한 운영을 위한 분명한 보장을 하지 않는다면 정부는 한국 기업을 추가적인 심리적 물리적 피해로부터 보호하기 위해 중대한 결정을 할 수밖에 없을 것이라고 말했다/ He said Seoul gave the final offer as a kind of ultimatum to Pyongyang that it must make a choice - either reopen the complex with assurances that there will be no sudden and unilateral future closures, or shut it down permanently./ 그는 한국 정부는 북한이 앞으로 갑작스럽고 일방적인 폐쇄는 없을 것이라는 확약을 통해 개성공단을 재개하든지 영구적으로 폐쇄할 것인지를 결정해야만 하는 최후통첩과 같은 최종 제안을 한 것이라고 말했다/The Koreas have held six rounds of talks on reopening Kaesong, which has been shuttered since April after North Korea unilaterally pulled its entire workforce./남북한은 북한이 일방적으로 전체 근로자들을 철수시킨 4월 이후 폐쇄되었던 개성공단을 재개하기 위해 여섯 차례에 걸친 회담을 개최했다/ They have narrowed the differences on globalizing the complex and other issues like traffic guidelines, communication and customs clearance./ 남북한은 개성공단 국제화와 통행, 통신, 통관 등 ‘3통’ 문제에 관한 의견은 좁혀왔다./
But they have remained stubbornly at odds over Seoul’s demand for a written guarantee that Pyongyang will never make unilateral moves that affect business operations, such as a suspension./ 그러나 남북한은 잠정중단과 같은 기업 운영에 영향을 끼치는 일방적인 조치를 북한이 다시는 하지 않겠다는 서면보장을 하라는 한국의 요구에 북한이 완강하게 거부하며 버티고 있는 상태다/ After the last meeting, negotiators went their separate ways without setting a new date for further talks, raising concerns that the negotiations may have failed./ 최종 회담 후 협상자들은 새로운 회담 일정도 정하지 못한 채 헤어짐으로써 협상이 실패했을 수도 있다는 우려를 낳고 있다/
Ryoo said that Seoul will approve humanitarian aid to the North by five civilian groups and join in aid programs for North Korean children through international organizations, regardless of the Kaesong impasse./ 류길재 통일부 장관은 정부는 개성공단의 교착상태에도 불구하고 국제기구를 통한 북한 어린이를 위한 지원 프로그램에 참여하는 문제와 5개 민간단체의 대북한 인도적인 지원을 승인할 것이라고 말했다/ The overtures were aimed at showing Pyongyang that humanitarian aid will be kept separate from political issues in the hopes of reaching a resolution on the Kaesong dispute./ 이러한 접근은 개성공단과 관련된 논쟁에 관한 해결책을 모색하기 위한 정치적인 문제와는 별도로 인도적인 지원은 지속한다는 것을 북한에 보여주기 위한 것이라 할 수 있다/
Seoul wants a statement from Pyongyang ensuring that it will not take any unilateral action/ 한국 정부는 어떠한 일방적인 조치를 취하지 않겠다는 보장을 북한이 밝혀 주기를 원하고 있다 - such as restricting traffic or withdrawing workers/ 통행제한 또는 근로자 철수와 같은/ - that could disturb normal operations under any circumstances./ 어떠한 상황에서도 정상적인 운영을 방해할 수도 있는/ Pyongyang, however, insists on different wording - that both sides must operate the industrial park at all times and must not do anything to disturb normal operations./ 하지만 북한은 양측이 개성공단을 항상 같이 운영을 해야 하며 정상적인 운영을 방해할 어떤 것도 하지 않아야 한다는 말만 되풀이하고 있다/ Seoul believes the wording is too ambiguous, leaving room for Pyongyang to shut down the complex claiming that South Koreans have insulted the North Korean leader or provoked the country with a military drill./ 한국 정부는 그러한 주장이 북한이 북한 지도자를 모욕하거나 군사훈련을 통해 북한을 위협한다고 주장을 하며 개성공단을 폐쇄할 여지를 남겨두는 것으로 너무 애매모호하다고 믿고 있다/
It will be impossible to normalize the joint venture if one side can just unilaterally suspend it./ 만약 일방적으로 한 당사자가 개성공단을 중단할 수 있다면 합작 사업을 정상화는 것은 불가능할 것이다/ Enterprises cannot operate safely under such circumstances./ 그러한 상황 하에서는 기업을 안전하게 운영할 수가 없다/ If it wants to avert a permanent closure of the last remaining symbol of inter-Korean economic cooperation, Pyongyang must stop making excuses and deliver a sure and clear guarantee./ 만약 남북한 경제협력의 마지막 남아 있는 상징인 개성공단의 영구적인 폐쇄를 피하기를 원한다면 북한은 계속 핑계를 대지 말고 확실하고 분명한 보장을 해야 할 것이다/
