Kaesong back from the brink
The government announced today that it would start paying the companies in the Kaesong Industrial Complex the insurance set aside for inter-Korean economic cooperation projects that go wrong./ 정부는 오늘 잘못 되는 것을 대비해 남북경제협력 프로젝트를 위해 비축해 놓은 보험금을 개성공단 기업들에 지급하겠다고 발표했다/ If those payments are made, the government would take control of the assets, the factories in Kaesong, which means the insurance payments are a step in the direction of shutting down the complex./ 만약 보험금이 지급되면 정부는 개성공단에 있는 공장을 비롯한 자산에 대한 통제권을 가질 수 있게 되고, 그것은 보험금 지급이 개성공단을 폐쇄하는 방향으로 가는 조치를 의미한다/ The government also clearly said that it will not wait indefinitely for the North to come back to the negotiating table./ 또한 정부는 북한이 협상 테이블로 돌아오기만을 무한정으로 기다릴 수는 없다고 분명히 밝혔다/ The government warned of a “grave measure” when it proposed a final round of working-level talks on July 28./ 정부는 7월 28일 최종 실무회담을 제안하면서 “중대한 조치”를 내릴 것이라 경고했다/ That threat always implied a shutting down of the complex would begin./ 그러한 협박은 항상 개성공단을 폐쇄할 수도 있음을 암시했다/ We deplore the fact that the complex has come to this point only 10 years after its inception./ 우리는 개성공단을 시작한지 10년 만에 이 지경에 이르게 된 사실을 개탄한다/Luckily, just hours after the government started talking about insurance payments, North Korea agreed to a seventh round of negotiations on restarting the joint factory park and proposed Aug. 14 for the talks./ 다행히 정부가 보험금 지불에 관한 담화를 발표한 후 몇 시간 만에 북한이 개성공단을 재개하기 위한 7번째 협상 회담에 동의하면서 8월 14일 회담을 제안했다/ Very quickly, South Korea agreed./ 질세라 정부도 그에 동의했다/
North Korea must bear the largest portion of blame for the current situation, as it has used the complex as a means to put political pressure on the South./ 북한은 남한에 대한 정치적 압력을 행사하는 수단으로 개성공단을 활용함으로써 현재 상황에 대한 대부분의 책임을 져야한다/ Since the days of the Lee Myung-bak government, Pyongyang has abused the complex whenever inter-Korean relations soured./ 이명박 정부 시절부터 북한은 남북관계가 소원해질 때마다 개성공단을 악용해왔다/ The North finally withdrew all of their workers from the complex in April./ 마침내 북한은 지난 4월 개성공단에서 북한 근로자를 전원 철수시켰다/ Seoul responded with a demand for a guarantee of no further attempts by the North to interrupt operations when tensions rose between the two countries./ 이에 남한은 양국 간에 긴장이 고조될 때마다 개성공단 운영을 방해하는 일이 절대 없도록 북한이 보장해야 한다면서 대응했다/
Since then, a war of nerves between the South and the North has continued, from the total withdrawal of South Korean workers from the complex, to the botched inter-Korean ministerial meeting and the breakdown of working-level talks after six rounds./ 그 이후, 남과 북 사이에 신경전은 계속되었고 개성공단에서 남한 근로자들이 완전히 철수함으로써 남북한 장관급 회담이 무산되었고 6차례의 실무회담도 실패로 끝났다/ Seoul has stuck to the stance that it will not allow the complex to open without a clear promise from Pyongyang that it will never again unilaterally interrupt the complex./ 남한은 북한이 다시는 일방적으로 개성공단을 중단하는 일이 없을 것이라는 분명한 약속 없이는 개성공단을 재개할 수 없다는 입장을 고수해왔다/
We urge the North to make a bold decision./ 우리는 북한이 과감한 결정을 내릴 것을 촉구한다/ Without predictability and stability it is hardly possible to run a company in the complex./ 예측 가능성과 안정성 없이는 개성공단에 있는 회사를 운영할 수는 없는 노릇이다/ It is unthinkable to expect the South to reopen the project without the North providing such a basic condition./ 그러한 기본적인 조건을 북한이 제공하지 않는 한 남한이 개성공단을 재개한다는 것은 기대할 수 없는 일이다/ The North should promise as soon as possible that it won’t threaten the normal running of the complex again./ 북한은 다시는 개성공단의 정상적인 운영을 위협하지 않겠다는 약속을 가능한 한 빨리 해야 한다/
We must be fully prepared to reopen the complex whenever the time and situation allows./ 우리는 시간과 상황이 허락하는 대로 개성공단을 재개할 만반의 준비를 해나가야 할 것이다/ We should not start the trust-building process between the two Koreas by permanently closing down the complex./ 우리는 개성공단의 영구적인 폐쇄로 인해 남북한 간에 신뢰 구축 프로세스를 시작하지 못하는 일은 없어야 할 것이다/
