The tax hike dilemma
People are in a fury about the government proposal to do away with some tax credits for two reasons./ 두 가지 이유로 일부 세금 공제를 없애기로 한 정부의 제안에 대해 국민이 분노하고 있다/ First, the presidential office and government stubbornly insist that what they proposed last week was not a tax hike because rates weren’t changed./ 첫 번째로 대통령실과 정부는 지난주에 제안했던 것은 세율은 변하지 않기 때문에 증세는 아니라고 완강히 주장하고 있다는 것이다/ But increased tax bills in any way is a hike./ 그러나 세액만 늘어나도 증세인 것은 분명하다/ Yet government officials insist on ridiculous excuses./ 하지만 정부당국자는 말도 안 되는 변명을 늘어놓고 있다/ Second, the authorities resorted to an easy choice of increasing tax revenues by dumping the burden on salary-earners who have no way to resist./ 두 번째, 정부 당국은 저항할 길이 없는 봉급생활자들에게 부담을 떠넘김으로써 세수를 증대하는 쉬운 선택에 의존하고 있다는 것이다/ That’s why the tax controversy is wearing on people as much as the current heat wave./ 이것이 바로 세금 논쟁이 현재의 열기만큼이나 사람들의 관심을 사고 있는 이유다/Tax hikes have not been a topic for a long time here./ 증세는 자주 마주치는 주제는 아니었다/ Koreans have not experienced a tax hike in the real sense since the introduction of the consumption or sales tax in 1977./ 한국인들은 1977년 소비세 또는 판매세 도입이후 제대로 증세를 경험한 적이 없다/ The tax rate has remained around 20 percent for decades./ 세율은 몇 십 년 동안 20퍼센트 내외를 유지해왔다/ But the country has no better way to fight the current impasse of a structural economic slowdown in need of extra fiscal expenditures amid decreasing tax revenues./ 하지만 한국은 세수를 줄이면서 추가적인 재정지출이 필요한 현재의 구조적인 경제 침체 상태를 견뎌 나가는 더 좋은 방법이 없는 상태다/ It must increase taxes./ 증세를 해야 한다/ In the first half of the year, the government was already short 10 trillion won ($8.97 billion) in tax revenue./ 올 해 상반기에 정부는 이미 10조원의 세수가 부족한 상태다/ It would have had to issue debt on a major scale next year in order to run the economy and country./ 경제와 국가를 운영하기 위해서는 내년에 대규모의 국채를 발행해야만 하는 입장이다/
President Park Geun-hye has ordered the cabinet to revise the tax proposals from the starting point amid the rapidly spreading anger./ 박근혜 대통령은 분노가 신속하게 확산되고 있는 가운데 원점에서 세제를 수정할 것을 내각에 지시했다/ But the president holds the fundamental key to the problem./ 하지만 대통령이 이 문제에 대한 근본적인 키를 가지고 있다/ If she insists on her vision of creating a welfare state, there’s no way out but to increase taxes./ 만약 박 대통령이 복지국가를 만들겠다는 자신의 비전을 주장하려면 증세 이외에는 대안이 없다/ The president has to be honest with the people./ 대통령이 국민에게 정직하게 말해야 한다/ She must persuade them that if she wants to fulfil all the welfare promises she made to them during her campaign, she inevitably needs help from taxpayers./ 만약 박 대통령이 선거기간 동안 국민들에게 한 복지약속을 모두 지키고자 한다면 납세자의 도움이 반드시 필요하다는 것을 국민에게 설득해야 한다/ From their wallets./ 결국 국민의 지갑에서 돈이 나와야 하기 때문이다/
The ruling Saenuri Party appears to be misunderstanding the president’s order to make some tweaks in the tax measure./ 집권 새누리당은 대통령의 지시를 세금정책을 부분적으로 수정하라는 것으로 잘못 알고 있는 것 같다/ It plans to lower the burden on people who earn below 55 million won a year./ 새누리당은 연간 소득 5천 5백 만 원 이하인 사람에 대한 부담을 낮출 계획이다/ But we need a more fundamental approach./ 하지만 더 근본적인 접근이 필요하다/ The government must, first of all, promise dramatic cuts in annual expenditures./ 정부는 우선 연간 지출을 과감하게 줄이겠다는 약속을 해야 한다/ It may even have to walk away from some welfare programs./ 심지어 일부 복지 프로그램을 포기해야만 할지도 모른다/
We must decide which is the better way to finance welfare:/ 우리는 복지 재원을 마련하기 위한 가장 좋은 방법이 무엇인지 결정해야 한다/ A tax hike or an increased deficit through more government debt./ 증세를 할 것이냐 아니면 더 많은 국채 발행을 통한 적자를 확대하느냐 하는 것이다/ Under current economic conditions, debt could be a better choice./ 현재의 경제 상황에서는 국채 발행이 더 나은 선택일 수 있다/ Authorities also must try to balance the incongruity in various taxes - income tax, corporate tax and consumption tax./ 정부 당국은 소득세, 법인세, 소비세와 같은 다양한 세금과 관련한 부조화를 균형 있게 유지하도록 노력해야 한다/ The government experienced a strong backlash because it chose the easy target: Income tax./ 정부는 손쉬운 소득세만 선택을 했기 때문에 큰 반발을 겪은 것이다/ To better persuade ordinary taxpayers, it must raise taxes on high-earners in professional fields and consider a levy on the religious sector./ 평범한 납세자를 잘 설득하기 위해서는 전문직에 종사하는 고소득자에 대한 세금을 올려야 하며 종교인들에 대해 세금을 부과하는 것을 고려해야 한다/ Tax is a sensitive issue./ 세금은 민감한 문제이다/ Tax hikes demand strong political leadership./ 증세는 강력한 정치적인 리더십을 요구한다/ The president must be resolute, honest and open, or taxpayers will turn their backs./ 대통령은 확고해야 하며 정직하게 털어 놓아야 한다 그렇지 않으면 납세자는 등을 돌릴 것이기 때문이다/
