Justice shouldn’t be delayed
Former President Chun Doo Hwan’s family has finally decided to pay the unpaid 167.2 billion won ($154 million) criminal fine for his misdeeds in office in the 1980s./ 전 전두환 대통령 일가가 마침내 1980년대 재임 시의 비행에 대한 미납 추징금 1672억 원을 납부하기로 했다/ The family decision wraps up a highly delayed process 16 years since the Supreme Court’s verdict in 1997./ 전 전 대통령 일가의 결정은 1997년 대법원 확정 판결 이후 16년간 오래 끌어오던 절차를 마무리 짓는 것이다/ We cannot help but smile bitterly at the Chun family’s decision./ 우리는 전 전 대통령 일가의 결정에 쓴 웃음을 지을 수밖에 없다/President Chun’s eldest son Jae-kook issued an apology to the public in the lobby of the Seoul Central District Prosecutors’ Office yesterday./ 전 대통령의 장잠 재국씨는 어제 서울중앙지검 현관에서 대국민 사죄문을 발표했다/
“In regard to the unpaid fine, I apologize to people on behalf of my family for causing concerns./ ”추징금 환수와 관련하여 그간 심려를 끼쳐 드린 점에 대해 저희 가족을 대표하여 국민 여러분께 사죄드립니다/ Although my father urged me to cooperate with the prosecution’s efforts over the unpaid fine and we tried to follow my father’s order, we had to drag our feet due to a lack of diligence and some very real obstacles,” he said./ 아버지께서 추징금 환수에 대해 검찰의 노력에 협조하라고 하셔서 나름대로 아버지의 말씀을 따르기 위해 노력했지만 일부 현실적인 장애물과 노력부족 때문에 발표를 늦출 수밖에 없었습니다“라고 재국씨는 말했다/
Jae-kook also released a list of assets to be surrendered to the government, including the house in Yeonhui-dong, Seoul, owned by former first lady Lee Soon-ja./ 재국씨는 또한 정부의 뜻에 따른다는 뜻으로 전 영부인이었던 이순자 여사가 소유하고 있던 서울 연희동 자택을 포함하여 재산 목록을 공개했다/ The prosecution plans to settle the case by taking into account Chun’s voluntary payment of the fines./ 검찰은 전 전 대통령의 추징금 자진 납부를 참작하여 이 사건을 해결해나갈 계획이다/
What we take special note of is the manner in which Chun and his family responded to the highest court’s ruling before deciding to pay the balance of the fine./ 우리가 특별히 주목하는 것은 전 전 대통령과 그 일가가 추징금을 납부하기로 결정하기 전까지 대법원의 판결에 대응하는 태도이다/ Since the Supreme Court in 1997 ordered him to pay 220.5 billion won in fines/ 1997년 대법원이 전 전 대통령에게 2205억 원을 선고한 이후 - and also sentenced him to life in prison, which was later commuted/ 또한 무기징역을 선고했고 추후에 감형되었다/ - Chun only paid 53.3 billion won./ 전 전 대통령은 533억만 납부했다/ He even claimed he had only 290,000 won to his name when the court demanded he present a list of his properties./ 전 전 대통령은 심지어 법원이 재산명시 명령을 내리자 자신의 이름으로 되어 있는 돈은 29만원뿐이라고 주장하기도 했다/
But Chun and his relatives changed their tunes rather quickly after the National Assembly passed a special law to go after his hidden wealth and the prosecution intensified its investigation into his hidden assets./ 하지만 전 전 대통령과 그의 일가들은 국회가 전 대통령의 숨겨진 재산을 추적하기 위해 특별법을 통과시키고 검찰이 전 대통령의 숨겨진 재산에 대한 수사를 강화한 후 갑작스럽게 태도를 바꾸었다/ At last, Chun succumbed to mounting pressure from the prosecution, as seen in the arrest of his brother-in-law Lee Chang-seok for allegedly illegally transferring a huge plot of land to Chun’s second son./ 이른바 전 대통령의 차남에게 거대한 땅을 불법적으로 이전한 혐의로 처남 이창석씨가 구속되는 것을 보면서 검찰의 점점 강해지는 압력에 마침내 전 대통령이 두 손을 든 것이다/ Such unconscionable behavior doesn’t behoove a former president./ 그러한 부도덕한 행동은 전직 대통령에게는 어울리지 않는다/
Chun will now pay his fine, and that is what the prosecution wanted./ 이제 전 대통령은 추징금을 납부하게 되었고 그것은 검찰이 원했던 바이기도 하다/ Despite Prosecutor General Chae Dong-wook’s persistent demand for a thorough investigation, prosecutors have not dealt with the case very aggressively in the past, as seen by their reluctance to tackle it even after Chun’s second son was found to have hidden secret wealth in court trials in 2004./ 채동욱 검찰총장의 철저한 수사에 대한 지속적인 요구에도 불구하고 전 대통령의 차남이 2004년 법원 재판과정에서 비밀 재산을 숨겼다는 사실을 알았음에도 자발적으로 그 문제를 해결하지 않은 것처럼 과거에는 검사들이 그 사건을 매우 적극적으로 처리하지 않았다/ As the saying goes, justice delayed is justice denied./ 속담처럼 지체된 정의는 정의가 아닌 것이다/
Chun’s tragic saga won’t end with a two-minute apology./ 전 전 대통령의 비극적인 사건은 2분간의 사죄로 끝날 일이 아니다/ People will be watching to see if he and his family are truly brought to justice./ 국민들은 전 전 대통령과 그 일가가 진정으로 정의를 실현할 것인지를 지켜볼 것이다/
