Usually the fish restaurants that line Busan’s beaches are packed during its annual Busan International Film Festival./ 부산 국제영화제가 열리는 기간에는 부산 해변가에 줄지어 있는 횟집은 항상 손님으로 붐비게 마련이다/ But this year, they were nearly empty due to local consumers’ ever-growing worries about radiation-contaminated seafood since the Fukushima nuclear meltdown in March 2011./ 그러나 올해는 2011년 3월에 후쿠시마 원전 원자로가 용해된 이후 오염된 수산물에 대한 우려가 점점 높아지면서 지역 소비자의 발길이 뚝 끊겼다/The JoongAng Ilbo’s thorough investigation into the sullen fish market in Busan, and in Incheon on the west coast, was even more shocking./ 부산과 서해안의 인천에 있는 침울한 어시장을 중앙일보가 철저히 조사해보니 상황은 더 충격적이었다/ Owners of seafood restaurants there say that they cannot sleep these days due to the alarming decrease in their customers./ 손님의 발길이 끊긴 횟집 주인들은 요즘 잠을 이룰 수 없다고 한다/ The damage extends to live fish wholesalers, groceries selling side dishes made from seafood and even karaoke bars and pubs around the beach, not to mention the fishermen who have almost given up fishing for the last two months./ 피해는 지난 두 달 동안 조업을 거의 포기한 어민은 말할 것도 없고 활어도매상, 수산물 찬거리를 공급하는 식료품 가게는 물론 해수욕장 인근의 노래방과 주점으로 확대되고 있다/ Our fishing industry is experiencing a very sad story./ 우리 수산업은 많은 슬픈 곡절을 겪고 있다/
The sudden rise in fear over radioactive seafood began after August, growing into a full-fledged panic./ 8월 이후부터 시작된 방사능 오염 수산물에 대한 두려움이 갑작스럽게 급상승하여 이제는 완전히 패닉상태가 되고 말았다/ At the outset, their concerns were mostly confined to fish imports from Japan./ 발단 초기에는 그들의 우려는 대다수 일본산 수산물에 한정되었다/ But now it applies to domestic seafood and imports from elsewhere - despite a complete lack of scientific grounds./ 그러나 이제는 과학적인 근거가 부족함에도 불구하고 국내산 수산물과 모든 수입산 수산물에 적용되고 있다/
Experts unanimously point out that the waters off the coast of Fukushima can hardly flow back into the seas around the Korean Peninsula because they eastward, in the direction of the Hawaiian islands in the Pacific./ 전문가들은 한결같이 후쿠시마 앞 바닷물은 태평양에 있는 하와이 섬을 향해 동쪽으로 이동하기 때문에 한반도 주변 바다로는 흘러 들어올 가능성이 거의 없다고 지적한다/ Moreover, fish caught off our coast don’t move toward Japan - or vice versa - because of ocean currents./ 게다가 대양 해류 때문에 우리 연안에서 잡히는 고기는 일본으로 가지도 않고 일본에서 잡히는 고기가 한국으로 오는 경우도 없다고 한다/ Radioactivity tests on our domestic fisheries have not detected any radiation beyond permissible levels./ 국내 생선에 대한 방사능 테스트에서는 허용치 기준을 넘는 어떠한 방사능도 검출되지 않았다/ Yet, a vague fear continues to fuel our people’s extreme avoidance of seafood./ 하지만 애매모호한 두려움으로 인해 우리 국민들로 하여금 수산물을 극도로 기피하도록 자극하고 있다/ Groundless rumors on the Internet are also deepening their distrust in the quality of our seafood./ 인터넷의 근거 없는 소문 또한 우리 수산물에 대한 품질과 관련하여 불신을 더 깊게 하고 있다/
Despite this crisis, the government has stopped short of offering proper measures to tackle the deepening fright./ 이러한 위기에도 불구하고 정부는 깊어만 가는 시름을 해결하기 위한 적절한 조치를 내 놓지 못하고 있다/ Officials only say that “our people are avoiding seafood based on their judgment” and that “there is not much to do on the part of the government except publicizing the safety of our seafood.”/ 정부 당국자는 “우리 국민이 수산물을 기피하는 것은 자신의 판단에 따른 것이며 우리 수산물이 안전하다는 것을 홍보하는 것 이외에는 정부가 할 수 있는 일이 많지 않다”고만 말하고 있다/
But the economic pain is a grave issue to those in the fishing and seafood business./ 그러나 경제적인 고통은 어업과 수산물 업계에 종사하는 사람들에게는 중대한 문제다/ The government must first survey their excruciating pain and come up with feasible measures to relieve it, including emergency subsidies./ 정부는 우선 업계의 극심한 고통을 조사하여 긴급 보조금을 포함하여 그 고통을 완화할 수 있는 합당한 대책을 마련해야 한다/ People’s baseless shunning of seafood is not just an issue for the Ministry of Oceans and Fisheries./ 사람들이 근거 없이 수산물을 기피하는 것은 해양수산부만의 문제는 아니다/ The government must prepare a variety of solutions to address their economic plight as soon as possible./ 정부는 가능한 한 경제적인 어려움을 해결하기 위한 다양한 해결책을 준비해야 한다/ We should not make the mistake of killing our fishery industry because of the Fukushima nuclear disaster./ 우리는 후쿠시만 원전 재난 때문에 우리 수산업을 죽이는 실수를 해서는 안 된다/
