Satellites’ sale an embarrassment
Mugungwha satellites, renamed Koreansat, are the country’s first commercial telecommunications and broadcast satellites./ 코리안셋이라고 하는 무궁화위성은 한국의 첫 번째 상용통신방송위성이다/ The second and third satellites, launched in 1996 and 1999, reportedly were sold off dirt cheap after their service lives ended./ 보도에 따르면 1996년과 1999년에 발사한 두 번째와 세 번째 위성은 서비스 생명이 끝나 헐값에 팔렸다고 한다/KT, formerly Korea Telecom, spent 150 billion won ($141.13 million) to develop the second satellite and 300 billion won for the third./ 예전 한국통신이었던 KT는 두 번째 위성을 개발하기 위해 1500억원을 들였고 세 번째 위성을 개발하기 위해서는 3000억원이 들었다/ KT sold the two to Hong Kong-based Asia Broadcast Satellite for 4.5 billion won in 2010, just 1 percent of its investment./ KT는 두 개의 위성을 개발 투자비의 1퍼센트밖에 안 되는 45억원을 받고 2010년 홍콩에 본사를 두고 있는 아시아 방송위성에 팔았다/ KT explained that it sold the satellites cheap because their designed life spans have ended./ KT는 그 위성의 설계수명이 끝났기 때문에 저렴하게 위성을 팔았다고 설명한다/ But through contracts in technology and control-tower services, the state-run telecommunications company earned 25 billion won./ 하지만 기술과 관제 서비스와 관련된 계약을 통해 KT는 250억원을 벌었다/ The Hong Kong company is still using the two satellites for mobile and broadcasting services in parts of Asia./ 홍콩회사는 여전히 아시아의 일부지역에서 이동통신과 방송서비스를 위해 두 개의 위성을 사용하고 있다/
What’s more controversial is that KT sold off the public satellites to a foreign company without going through formal licensing and approval procedures from the government./ 많은 논란이 되고 있는 것은 KT가 정부의 공식적인 허가와 승인절차 없이 외국회사에 공공 위성을 팔았다는 것이다/ Under the external commerce law, sales of strategic products to overseas interests without government approval could be punished with a jail term of up to five years./ 대외무역법에 따르면 정부의 승인 없이 해외에 전략물자를 판매하는 것은 5년 이하의 징역에 처할 수 있다/ The electronic communications law requires approval from the telecommunications minister for any sales of important electronic telecommunications facility./ 전기통신법은 중요한 전기통신 설비를 팔 때 미래창조과학부 장관의 승인을 받도록 하고 있다/
KT also would have violated the space development promotion law and radio wave law./ KT는 또한 우주개발진흥법과 전파법도 위반했다/ Choi Mun-kee, minister of Science, ICT and Future Planning, said in a legislative audit that KT broke four laws in selling Mugungwha satellites./ 최문기 미래창조과학부 장관은 국정감사에서 KT는 무궁화 위성 판매와 관련하여 네 가지 법을 위반했다고 밝혔다/ KT explained it thought the satellites no longer fit the description of strategic products and therefore didn’t see the need to inform the government of the sales./ KT는 그 위성들을 더 이상 전략물자로 분류할 필요가 없다고 생각했고 그래서 판매사실을 정부에게 알릴 필요가 없다고 생각했다고 설명한다/
Even before questioning the legality and sales price, we are appalled by the lax government management of strategic public assets./ 적법성과 판매가에 대한 의문을 가지기 전에 우리는 전략적인 공공 자산에 대한 정부의 느슨한 관리체계에 놀라지 않을 수 없다/ KT informed their manufacturer - Lockheed Martin of the United States - of the sale of the satellites, but not the government./ KT는 그 위성 제작사인 미국의 록히드마틴에게는 위성 판매 사실을 알려주었지만 정부에는 알리지 않았다/ Even after privatization, KT runs the state’s telecommunications network, yet it did not confer with the government while handing over satellites that used Korean radio waves, land stations and software./ 아무리 민영화되었다고는 하지만 국가통신망을 운영하고 있는 KT가 한국의 무선주파수와 지상 관제소, 소프트웨어를 사용하고 있는 위성을 판매하면서 정부와 협의를 하지 않은 것은 있을 수 없는 일이다/
The government also cannot avoid accountability./ 정부 또한 책임을 피할 수 없다/ It either lacks, or is ambiguous about, guidelines for managing aged satellite equipment./ 낡은 위성 설비를 관리하기 위한 지침이 아예 없거나 애매모호하다/ The Hong Kong company publicized the purchase on its Web site, and yet the government was not aware of the deal in more than a year./ 홍콩회사는 자신의 웹사이트에 위성 구매사실을 공개하고 있지만 정부는 1년 넘게 그 사실을 몰랐다/
KT must wake up and not repeat the same mistake in the future./ KT는 앞으로는 같은 실수를 반복하지 않도록 정신을 차려야 한다/
