New labor paradigm

The paradigm of the labor market is rapidly changing./ 노동시장의 패러다임이 급변하고 있다/ The Korean economy was able to raise its growth potential through long working hours, unrivaled diligence and passion for education./ 한국경제는 장시간의 근로, 비교할 수 없는 근면과 교육에 대한 열정을 통하여 성장잠재력을 키울 수 있었다/ Six decades after the enactment of the Labor Standards Law in 1953, however, our working environment is undergoing a seismic transformation./하지만, 1953년 근로기준법을 제정한 후 60년 만에 근로환경이 대변혁을 맞이하고 있다/ As many as 180 bills are awaiting National Assembly decisions to shift the previous system based on long working hours and low pay to a totally new one based on shortened working hours and higher pay./ 장시간 근로와 저임금을 기반으로 하고 있는 이전의 시스템을 짧은 근로시간과 높은 임금을 기반으로 하는 완전히 새로운 시스템으로 바꾸기 위한 180여개의 법안이 국회의 통과를 기다리고 있다/ If those bills are passed, ordinary wages will be increased, while working hours will decrease./ 만약 이러한 법안이 통과되면 통상임금은 오르는 반면 근로시간은 줄어들 것이다/ The changes also mean a substantial increase in the minimum wage, an expansion of maternity and child care leaves, and an extension of the retirement age./ 또한 이러한 변화를 통해 최저 임금이 상당히 오르고 출산 육아휴가가 확대되며 정년을 연장할 수 있을 것이다/

In the wake of such drastic change, companies have to wrestle with tough challenges./ 이러한 급격한 변화에 따라 기업들은 어려운 과제를 해결해 나가야 한다/ But that’s unavoidable for us since we’ve joined the exclusive club of developed economies./ 하지만 이러한 일은 선진국 클럽에 가입했기 때문에 겪어야 하는 불가피한 일이다/ If our businesses don’t adapt to the shift, they can’t help but perish./ 만약 기업들이 이러한 변화에 적응을 하지 못한다면 사라질 수밖에 없을 것이다/ The government believes the changes will help achieve the 70 percent overall employment rate President Park Geun-hye pledged during her campaign./ 정부는 이러한 변화가 박근혜 대통령이 선거기간 동안 공약했던 총 고용률 70퍼센트를 달성하는데 도움이 될 것이라고 믿고 있다.

However, unless reduced working hours and increased wages are accompanied by increased productivity, the changes can lead to a critical loss of jobs./ 하지만 근로시간이 줄어들고 임금이 오른 만큼 생산성이 높아지지 않는다면 이러한 변화는 심각한 일자리 손실을 초래할 수 있다/

We don’t have to be scared./ 겁먹을 필요는 없다/ Germany, for instance, overcame the same kind of economic crisis through a grand compromise on working hours and wage cuts in return for job security among labor, management and its government./ 예를 들어, 독일은 노사정 대타협으로 근로시간 단축과 임금삭감을 통해 고용을 보장하는 방식으로 같은 경제위기를 극복했다/ In Korea, too, Yuhan-Kimberly, a leader in the health and hygiene industry, successfully caught the two rabbits - improved productivity and increased profits/ 한국에서도 역시 보건 위생업계의 선두주자인 유한 킴벌리가 생산성과 이익을 높이는 두 마리 토끼를 성공적으로 잡은 바 있다/ - through an ambitious introduction of a four-shift-a-day system./ 1일 4교대 시스템을 과감하게 도입함으로써/ It all comes down to how to ratchet up productivity./ 결국 어떻게 생산성을 높이느냐가 관건이라 할 수 있다/

Curtailing working hours and raising wages are a new experiment for our economy./ 근로시간을 단축하고 임금을 올리는 것은 우리 경제에게는 새로운 실험이다/ The only way to cope with the shift is taking it as an opportunity to reform our labor market./ 이러한 변화에 대처하는 유일한 방법은 노동시장을 개혁하기 위한 기회로 받아들이는 것이다/ According to the World Economic Forum, Germany took sixth place in national competitiveness even when it was ranked 119th in the flexibility of labor markets./ 세계경제포럼에 따르면 독일은 노동시장 유연성과 관련해서는 119위에 랭크되어 있지만 국가경쟁력과 관련해서는 6위를 차지하고 있다/ The secret lies in its unparalleled labor productivity of $55.75 per hour/ 그 비결은 시간당 55달러 75센트로 비교할 수 없을 정도로 노동생산성을 끌어 올린데 있다/- more than twice the figure in Korea/ 한국의 두 배가 넘는/ - thanks to massive investment in R&D and education of employees./ 연구개발과 직원교육에 막대한 투자를 한 덕분에/ Otherwise, our bold shift will only lead to an economic disaster in Korea./만약 그렇지 않으면 이러한 큰 변화는 한국의 경제적 재앙만을 초래할 수도 있을 것이다/
