Korail’s illegal strike

The rail union is authorized to strike for a just cause even at the expense of inconvenience to the public and economic losses./ 국민의 불편과 경제적 손실을 초래하면서도 철도 노조는 정당한 이유로 파업을 할 수도 있다/ But the reason for the union’s strike is not even an issue of labor negotiations, so it doesn’t quite make sense./ 하지만 철도 노조의 파업 이유가 노사가 협상할 문제가 아니라면 아주 잘 못된 일이라 할 수 있다/ The union decided to stage the strike in protest of a plan by the government and the state-run Korea Railroad Corporation (Korail) to launch a subsidiary to run a new high-speed railway service from Suseo-dong, southeast of Seoul, to Busan in 2015./ 철도 노조는 정부와 코레일이 서울 남동쪽 수서에서 출발하여 부산으로 가는 새로운 고속열차 노선을 코레일 자회사를 설립하여 운영하는 데 대한 저항으로 파업을 하기로 결정했다/
The new subsidiary running the Suseo high-speed rail service would be 41 percent owned by Korail and 59 percent by public sector companies./ 수서발 고속철도를 운영하는 새로운 자회사는 코레일이 41퍼센트의 지분을 가지며 공기업이 59퍼센트의 지분을 가지는 구조로 되어 있다/ In other words, it will be as wholly stated-owned as Korail is./ 다시 말해, 그 자회사는 완전히 국가가 소유한 코레일과 마찬가지라는 것이다/ The Ministry of Land, Infrastructure and Transport and Korail reiterated that the Suseo KTX will remain a state-funded entity./ 국토교통부와 코레일은 수서발 KTX는 국가 기금으로 운영되는 기관으로 남을 것이라고 수차 밝혔다/ But the union refuses to believe their words and went on strike./ 그러나 철도 노조는 그 말을 믿지 않고 파업에 들어갔다/ The strike doesn’t make sense because it is based on fears that may never come true./ 결코 생기지도 않을 일을 두고 두려워해서 하는 파업이므로 그 파업은 정당하다고 볼 수 없다/
A strike without a good cause won’t generate public support or sympathy./ 정당하지 않은 사유로 벌이는 파업은 국민의 지지나 동정을 받을 수 없을 것이다/ It will only draw criticism that public railway workers are trying to avoid competition, or that they are acting like slaves under the umbrella of the Korean Confederation of Trade Unions to fight on its behalf against potential privatization of state-run institutions that would cause layoffs./ 따라서 이번 파업은 공공 철도 노동자가 경쟁을 회피하려 한다거나 해고를 초래할 수 있는 국영 기업의 잠재적인 민영화에 반대하는 민주노총의 대리전을 벌이고 있다는 비난만 초래할 것이다/
The government and Korail labeled the collective action illegal, and plan to take measures against it./ 정부와 코레일은 이번 집단행동을 불법으로 규정하고 대처 수단을 강구해 나갈 예정이다/ Korail has already filed complaints against the ringleaders of the strike and the chairman of the union./ 코레일은 이미 파업 수뇌부와 노조 위원장에 반대하는 노동자들을 규합했다/ They won’t respond to the union’s demands nor tolerate such an illegal strike./ 코레일은 철도 노 조 의 요구 를 들 어주지도 않을 것이며 그러한 불법 파업을 용인하지도 않을 것이다 The railway union must immediately stop the strike by ruminating on how irresponsible its act looks in the eyes of the public./ 철도 노조는 국민의 눈에 자신의 행동이 얼마나 무책임하게 보일 것인지를 생각하여 즉각 파업을 멈추어야 한다/
