Physicians’ protest ill-timed
Thousands of doctors held a large-scale rally over the weekend to protest the government’s proposal to ease regulations on medical and health care services./ 수천 명의 의사들이 지난 주말 동안 의료 서비스와 보건 서비스에 관한 규제를 완화하려는 정부방안을 저지하기 위해 대규모 집회를 열었다/ They claimed the government’s announcement was a de facto precursor for liberalization on for-profit hospitals./ 의사들은 정부의 발표는 사실상 영리 병원에 대한 자유화를 위한 사전조치라고 주장했다/ They also protested the government’s plan to allow remote virtual medical examinations between doctors and patients./ 의사들은 또한 의사와 환자 사이에 원격 가상진료를 허용하는 정부의 계획에 반대했다/ They threatened to stage a collective boycott of medical services if their demands are not met./ 의사들은 만약 자신들이 요구가 받아들여지지 않을 경우 집단으로 의료서비스를 거부하게 될 것이라고 협박했다/It is hard to understand the fervid protests by the doctors./ 의사들의 격렬한 저항을 이해할 수가 없다/ The new government measures make no mention of for-profit hospitals./ 새로운 정부 조치는 영리병원과는 상관이 없다/ Under the liberalization plan, the government would allow medical institutions to establish a subsidiary for profit, authorize corporate pharmacies and lift restrictions involving bed counts for foreign patients in large hospitals./ 자유화 계획에 따라 정부는 의료기관이 영리목적의 자회사를 설립할 수 있도록 하고 법인 약국을 허용하며 대규모 병원의 외국인 환자를 위한 병상 규제를 완화할 계획이다/ The government denied that the measures expose the medical industry to for-profit competition./ 정부는 그러한 조치가 의료산업을 영리목적으로 경쟁을 시키는 것은 아니라고 말했다/ For-profit hospitals could be allowed someday, but not now./ 영리목적 병원을 언젠가는 허용해야 하겠지만 지금은 아니라는 것이다/ The government said the issue needs to be further debated to build a social consensus./ 이 문제는 사회적 합의를 이뤄내기 위해서 추가적인 논의가 필요하다고 정부는 말했다/ But doctors, nevertheless, threatened to turn away patients and take a united stand against something that has not even occurred./ 하지만 그럼에도 불구하고 의사들은 일어나지도 않은 일을 두고 함께 맞서며 환자를 돌려보내겠다고 협박했다/ They, too, are taking the public hostage to protect their territory and revenue base./ 의사들 역시 밥그릇을 보호하기 위해 국민을 볼모로 삼고 있는 것이다/
The government’s plan will actually benefit the medical industry./ 정부의 계획은 의료 산업에 실질적인 이익을 가져다 줄 것이다/ Medical institutions can generate profit by operating a subsidiary focused on attracting foreign patients or running overseas outlets./ 의료기관들은 외국 환자를 유치할 수 있는 자회사를 운영하고 해외 자회사를 운영함으로써 이익을 창출할 수 있다/ They would also be able to make up for the losses in parent hospitals./ 의료기관은 또한 모기업인 병원에서 발생한 손실을 메울 수도 있을 것이다/ There is no reason to oppose the government’s attempt to eliminate red tape and offer medical institutions new ways of making money./ 정부가 불필요한 요식행위를 제거해주고 의료기관에게 새로운 돈벌이 방법을 제시해 주겠다는 것을 반대할 이유가 없다/
Opposition to remote medical services is also unreasonable./ 원격진료에 대한 반대 또한 불합리하다/ The government’s proposal to introduce long-distance medical services is virtually in limbo due to strong protests by doctors who raise questions involving the credibility of treatment and accountability./ 원격진료를 도입하겠다는 정부의 방안은 사실상 치료의 신뢰성과 책임에 의문을 제기하는 의사들의 강력한 반대에 부딪혀 답보상태에 놓여 있다/ The government is only trying to provide minimum health care for patients in remote areas who lack medical services./ 정부는 단지 의료 서비스를 받을 수 없는 먼 지역에 사는 환자들을 위해 최소한의 의료 서비스를 제공하고자 하는 것이다/
Physicians and medical professionals are morally obliged to the Hippocratic oath, demanding that they consider the health of their patients first./ 의사와 전문 의료진들은 환자의 건강을 최우선으로 생각하도록 하는 히포크라테스 선서를 도덕적으로 지켜야 한다/ They must not threaten walkouts merely on suspicions and hunches./ 의사들은 의심과 예측만으로 의료서비스 중단을 위협해서는 안 된다/ The government also should not easily waver on policy direction because of collective intimidations by concerned parties./ 정부 또한 우려하는 당사자의 집단적인 협박 때문에 정책방향이 쉽게 흔들려서는 안 될 것이다/
