Actions speak louder than words
In his New Year address yesterday, North Korean leader Kim Jong-un underscored the need for better inter-Korean relations./ 어제 신년사에서 북한 지도자 김정은은 남북한 관계의 개선을 강조했다/ He urged South Korea to take reciprocal measures to end the malicious verbal attacks each side has repeatedly made against the other and pave the way for improved ties./ 김정은은 남북 간 비방을 중단하고 관계개선을 위한 분위기를 조성하기 위해 상호 호혜적인 조치를 취해 줄 것을 남한에 촉구했다/ In a remarkable departure from last year’s threats of imminent war, North Korea sent a conciliatory message to President Park Geun-hye in her second year in office, trying to turn around current tensions./ 지난 해 전쟁이 임박했다는 위협을 한 것과는 아주 다르게 북한은 집권 2년차에 접어드는 박근혜 대통령에게 유화적인 메시지를 보냈다/ We cannot rule out the possibility that Pyongyang genuinely wants to improve ties, including holding government-level talks this year./ 우리는 북한이 올 해 정부 차원의 회담을 개최하는 것을 포함하여 관계를 진정으로 개선하기를 원할 가능성을 배제할 수 없다/Improved South-North relations are inevitable if Kim wishes to make the North an “economically prosperous country,” as he vowed./ 만약 김정은이 맹세했듯이 북한을 “경제적으로 번영한 국가”로 만들기를 원한다면 남북한 관계의 개선은 필수적이다/ North Korea is still stuck in unmitigated economic hardship, along with power struggles and infighting among its elites./ 북한은 여전히 엘리트 사이의 권력투쟁과 내분에 이어서 심각한 경제적인 어려움에 빠져있다/ To rein in that alarming internal division, Kim needs a stable - and amicable - external environment./ 김정은은 내분을 잠재우기 위해서 안정적이고 우호적인 외부환경이 필요할 것이다/ The stunning about-face may also reflect Pyongyang’s intention to comply with President Park’s call for dialogue and exchanges./ 또한 갑작스런 노선 전환은 박 대통령의 대화와 교류 요구에 호응하기 위한 북한의 의도를 반영할지도 모른다/
If Kim Jong-un wants substantial improvement in bilateral relations, it must be backed by action./ 만약 김정은이 양국 관계를 획기적으로 개선시키기를 원한다면 행동으로 보여야 할 것이다/ Although Pyongyang used to highlight the significance of enhanced ties in the leader’s New Year speech or state-run newspapers’ joint editorials, there was never any concrete follow-up./ 북한 지도자는 매년 신년 연설과 국영 신문의 공동사설에서 관계 개선의 중요성을 강조하기는 했지만 수사에 그치고 만적이 있다/ Despite Kim’s mentioning of “easing the standoff” last year, Pyongyang pressed ahead with a third nuclear test and other bellicose moves, which exacerbated South-North relations./ 지난해에도 김정은은 “긴장 해소”를 언급했음에도 불구하고 북한은 3차 핵실험을 강행하고 다른 호전적인 움직임을 보임으로써 남북한 관계를 악화시켰다/
The precondition for better inter-Korean relations is Pyongyang’s pledge to stop provocations and threats./ 남북한 관계를 개선하기 위한 전제조건은 북한이 도발과 위협을 중단하겠다는 약속을 하는 것이다/ If it attempts to take advantage of bilateral ties to ease internal conflicts, it will take a while to build mutual trust, genuine reconciliation or cooperation./ 만약 북한이 내부 분열을 완화하기 위해 남북관계를 이용하려 한다면 상호신뢰를 구축하는 것은 물론 진정한 화해나 협력은 요원할 것이다/ We don’t want Pyongyang to use “better relations” as a means to incite internal division in South Korean society and disrupt the international community’s joint actions against the North’s nuclear ambitions./ 우리는 북한이 한국 사회의 내부 분열을 조장하기 위한 수단으로 남북 관계 개선을 이용한다든지 북한의 핵 야망에 대한 국제사회의 공조를 방해하지 않기를 바란다/
Kim’s New Year address often emphasized the value of “solving problems by ourselves,” while denouncing “all the fuss over pro-North Korean forces in the South.”/ 김정은은 신년사에서 “우리끼리 문제를 해결할 것”을 자주 강조하면서도 남한 내 친북세력에 대한 지나친 탄압을 비난하고 있다/ If Pyongyang really hopes for a full-fledged aid package, it must first demonstrate the will to denuclearize through actions, not words./ 북한이 진정으로 전면적인 지원을 희망한다면 말로써가 아니라 행동을 통해 비핵화에 대한 의지를 먼저 보여야 한다/ As long as it adheres to the double track of pursuing economic and nuclear development, it will lead nowhere./ 북한이 경제와 핵 개발이라는 병진 노선에 집착하는 한은 어느 한쪽도 발전을 하지 못할 것이다/ Nuclear armament is the primary cause of its diplomatic isolation, and the stifling economic plight the North is suffering./ 핵 군비 확충은 주요한 외교적 고립을 자초하는 원인일 뿐만 아니라 북한이 겪고 있는 경제적 고난을 더 심화시킬 것이다/
