조폭의 용문신도 의사만 해야 한다?

잠시 ‘페이크 타투’에 열중했던 때가 있었다. 바늘과 잉크로 하는 영구 문신이 아니라 작은 문양의 스티커 문신이다. 한번 하면 보름쯤 가는데, 시나브로 희미해지다가 아예 지워져버린다. 과거 페이크 타투가 유행이라기에 취재하며 체험 삼아 해본 이후 2~3년간 여름철이면 작은 장미 문양의 스티커를 손목과 발목에 새겨 넣곤 했었다. 이를 통해 사람들이 왜 문신을 하는지 그 기분을 이해할 수 있었다.

　문신을 하면 원천을 알 수 없는 자신감과 묘한 흥분이 확 올라오고, 공연히 흥겨워진다. 할 일 없을 때 문신을 들여다보면 슬며시 미소가 지어지곤 했다. 이유는 알 수 없지만 문신은 기분을 끌어올리는 묘한 매력이 있다. 흔히 문신은 뒷골목 폭력배들의 트레이드마크로 통한다. 최근 부유층 자제들이 고의 교통사고를 내고 합의금을 뜯어내면서 자신들의 문신을 보여주며 조폭인 양 행세했다고도 할 만큼 말이다. 문신이 폭력세계의 비일상적 흥분과 힘을 끌어올리는 기능을 일정 부분 하고 있는 것인지도 모른다.

　한데 요즘 문신은 폭력세계의 전유물이 아니다. 최근엔 미용부터 레터링까지 문신이 다양화하면서 패션의 한 장르로 진화하고 있다. 유명 패션디자이너의 패션쇼에 모델들이 모두 타투를 하고 나선 일도 있다. 연예인과 운동선수들도 문신을 하고 나타나고, 젊은이들 사이에도 은근히 문신 인구가 늘고 있다. 가뜩이나 주눅드는 세상. 가끔은 혼자만의 일탈감이나 비상한 각오가 필요해 문신에 도전하는 이도 있을 거다. 이에 ‘타투의 메카’ 홍대 앞은 유학파 타투이스트들까지 몰려 300여 개의 업소가 성업 중이고, 타투이스트는 올해 정부가 발표한 고용창출을 위한 신직업군에 오르기도 했다. 이제 타투는 일상의 영역으로 들어오고 있다.

　그런데 최근 서울시•부산시 등이 불법 문신업소 수십 곳을 적발했다고 발표했듯이 타투 업소들은 정기적으로 단속되고, 걸리면 무조건 불법이다. 의사면허 없이 타투를 하면 벌금형을 선고해온 판례에 따라 우리나라에선 타투를 의사만 할 수 있다. 감염 등의 위험이 그 이유다. 실제로 비위생적 시술도구와 유해 잉크 사용으로 건강을 위협하는 업소들도 있는 게 사실이다. 이에 최근 민주당 김춘진 의원이 문신업을 양성화하는 ‘문신사법 제정안’을 국회에 제출했다. 문신사 면허제도와 위생의무 등을 지워 양지에서 관리하자는 것이다. 한데 한 관련업계 인사는 “5~6년째 법안을 내고 있지만 통과가 안 된다”며 “우리나라에 타투를 제대로 하는 의사가 도대체 있기나 하면서 의사한테 타투를 받으라는 것이냐”고 반문했다. 타투는 이제 법의 사각지대에 두고 모른 체하기엔 인구가 많아졌고, 국민건강 문제가 걸려 있다. 어찌하는 게 현명한 일일까.
