Exit from low growth is key
These days, poor Koreans have more difficulty escaping from poverty than before./ 오늘날 가난한 한국인들은 예전보다 가난에서 벗어나기가 더 힘들어지고 있다/ Once they fall into the low-income bracket, it is tough to move up to the middle class./ 일단 저소득층으로 추락하게 되면 여간해서는 중산층으로 올라가기가 힘들다/According to a recent study made by the Korea Institute for Health and Social Affairs, a think tank under the Prime Minister’s Office/ 총리실 산하 싱크 탱크인 한국보건사회연구원이 수행한 최근의 연구에 따르면/ that looked at changing income brackets from 2005 through 2012, the percentage of people who rose out of poverty was only 23.5 percent in 2011-12, down from 31.7 percent in 2005-6/ 2005년부터 2012년까지 소득계층변화를 연구한 결과 빈곤층에서 벗어난 사람의 비중이 2005년에서 2006년까지 31.7퍼센트에서 2011년에서 2012년까지 23. 5퍼센트로 떨어졌다고 한다 - a whopping 8.2 percentage point drop in just seven years./ 단 7년 만에 8.2퍼센트라는 큰 폭으로 떨어졌다/ Korea’s once-touted upward social mobility is swiftly losing steam today./ 한국에서 일단 저소득층으로 떨어지면 위로 올라가는 사회적 이동은 점점 더 어려워진다는 뜻이다/
The trouble in breaking away from the stigma attached to the lower class not only exacerbates their frustration and pain, but also raises the possibility of their social discontent and fury at seeing their situation deteriorating, not to mention the huge increase in demand for welfare./ 이처럼 저소득층이라는 오명에서 벗어나지 못하게 되면 좌절과 고통이 더 심화될 뿐만 아니라 복지에 대한 수요가 증가하는 것은 말할 것도 없고 상황이 악화되어 가면서 사회적 불만과 분노가 증가할 가능성이 높아진다/ The main culprit for the alarming decrease in people’s ability to exit poverty is no doubt low growth./ 가난에서 벗어날 수 있는 가능성을 떨어뜨린 가장 큰 요인은 저성장이라는데 의심의 여지가 없다/
As the stagnant economy reduces jobs and income for the underprivileged class, the possibility for their rebounding decreases./ 경제가 침체되어 빈곤층을 위한 일자리와 소득이 줄어들면서 다시 중산층으로 올라갈 가능성이 줄어들게 되는 것이다/ As it turned out, the sharp decrease in our growth rates - from the 5 percent range in 2005 to just 2 percent in 2012 - coincides with the fall in the rate of exiting poverty./ 2005년에 경제 성장률 5퍼센트에서 2012년에 2퍼센트로 급격히 떨어진 것과 빈곤 탈출률이 떨어진 것과 일치하고 있다는 것이 밝혀졌다/ That is not a coincidence./ 우연의 일치가 아니다/
The most urgent task the government is facing is recovering Korea’s economic growth rate if it really wants to lift low-income groups into the middle class and above./ 만약 정부가 정말로 저소득층을 중산층 그 이상으로 끌어올리기를 원한다면 정부에게 맡겨진 가장 긴급한 일는 한국의 경제성장률을 회복하는 것이다/ Another important job for the administration is to make a drastic change in our economic growth paradigm from its heavy focus on the manufacturing sector to a refocus on the service sector, which can generate more job opportunities and income for the low-income bracket./ 정부가 해야 할 또 다른 중요한 일은 주로 제조업 부문에 초점을 맞추고 있는 경제성장의 패러다임을 저소득층에게 더 많은 일자리와 소득을 가져다 줄 수 있는 서비스 부문에 초점을 맞추는 획기적인 변화를 모색하는 것이다/
Welfare policies also must concentrate on so-called productive welfare so it can provide more practical job training programs to the needy and help them to make a living on their own./ 또한 복지정책도 소위 생산적인 복지에 집중해야 하며 그렇게 하여 힘든 사람들에게 더 많은 실질적인 직업훈련을 제공하고 그들이 자립할 수 있도록 도와야 한다/ The old Korean saying - “even the state cannot keep the people from poverty” - does not make sense today since the state is responsible for helping people to end the vicious cycle of poverty in this modern age./ 한국 속담에 가난은 나라도 구제하지 못한다는 말이 있지만 현대 시대에 국가는 가난의 악순환을 종식시키기 위해 국민을 도울 책임이 있기 때문에 오늘날은 맞지 않은 말이다/
However, if the government continues to think of welfare only in terms of hand-outs and philanthropy, it will only consolidate the status quo of poverty./하지만 만약 정부가 복지를 단지 나누어 주고 박애 정신에 입각한 것으로 생각을 계속한다면 현재의 가난을 고착화할 뿐이다/ The government must reinvent its existing welfare policies toward the goal of creating productive welfare services that actually change people’s lives./ 정부는 국민의 삶을 실제적으로 변화시킬 수 있도록 기존의 복지정책을 생산적인 복지서비스로 만들어 나가야 할 것이다/ And the first step in achieving that goal is putting an end to our country’s low economic growth rate./ 그리고 그러한 목표를 달성하가 위한 첫 번째 조치는 한국의 낮은 경제성장률을 끌어 올리는 것이다/
