국민이 원하는 건 자유가 아니라 향유다
퀴즈 하나. 다음 중 우리가 미국에 앞선 것은? ①인터넷 ②자동차 ③영화 ④정치①번을 고른 사람이 많겠지만 함정은 항상 쉬운 데 있다. 속도나 보급률이라면 모를까, 전반을 놓고 볼 때 인터넷 발상지인 미국을 우리가 앞질렀다면 어불성설이다. 특히 인터넷 정보량으로 본다면 그야말로 조족지혈이다.
②번과 ③번을 선택한 사람은 애국자일 가능성이 높다. 하지만 흔히 무분별한 애국은 눈을 흐린다. 아무리 미국 차 인기가 바닥이라도, 아무리 관람객 1000만 명이 넘는 우리 영화가 줄을 이어도, 덩치건 기술이건 객관적 전력에서 한참 밀린다.
그렇다면 ④번? 후진적이라고 손가락질 받는 우리 정치가 민주주의의 본산 미국 정치를 앞선다고? 그렇다. 잘못도 농담도 아니다. ④번 정치가 정답이다.
두 가지 예만 봐도 그렇다. 먼저 소수계층 지도자를 선택한 정치 실험이다. 미국에선 2008년 사상 처음으로 흑인을 대통령으로 뽑았지만, 우리는 그보다 6년이나 앞서 상고 출신 인권변호사를 대통령으로 선택했다. 두 사람을 단순 비교하기 어렵다는 비판이 있을지도 모르겠다. 하지만 백번 양보해도 소수계층이 지도자가 됐을 때 기득권층의 반발이 어떻게 나타나는가의 교훈은 (이제야 겪고 있는) 미국보다 우리가 먼저 배웠다.
여성 대통령도 우리가 먼저 가졌다. 힐러리가 강력한 차기 대선후보라지만 그때 가봐야 알 일이다. 여성 대통령이 곧 선진정치를 의미하진 않더라도 경험과 무경험은 하늘과 땅 차이가 아닐 수 없다. 계층과 이념, 지역, 세대 간 간극을 메울 가장 큰 무기가 다양성이라면 더욱 그렇다.
우리 정치가 미국을 앞섰대도 정치인들 덕분은 아니다. 외려 그들 탓에 부단히 속을 끓여야 했던 국민의 힘이다. 때론 속고 때론 속아주면서 줄곧 현명한 선택을 했다. 때론 멈추고 때론 후퇴했지만 좌로 돌고 우로 돌아 중단 없는 전진을 했다.
위정자들이라고 왜 노력을 안 했으랴마는 아픈 배만 문질렀지 가려운 등은 긁을 수 없었다. 투표란 문제 해결의 가장 초보적 수단일 뿐이란 걸 이해하지 못했던 거다. 다수의 의지는 확인할 수 있어도, 소수의 행동을 바꿀 순 없다는 걸 몰랐다. OECD 국가 중 둘째로 심하다는 사회갈등 구조도 그래서 생겼다.
정말 미국을 앞선 정치라면 이제 또 하나의 전범을 보여줄 때다. 소수의 목소리를 듣는 힘이 그것이다. 내 귀에는 이렇게 들린다. “우리가 원하는 건 자유가 아니라 향유(享有)다.” 빈곤의 굴레와 권위의 사슬을 벗었다고 끝은 아니다. 그것은 인간이 인간답게 살기 위한 전제일 뿐 아닌가.
작은 소리를 들으려면 귀를 세워야 한다. 프랑스 사상가 볼테르의 역설이 여전히 유효할 듯하다. “리더는 잘 따르는 사람이다.”
