Building trust out of reunions
The long-awaited reunions of families separated during the 1950-53 Korean War are expected to resume after a three year and four month hiatus./ 1950년부터 1953까지의 한국전쟁 동안 헤어졌던 이산가족이 오랜 기다림 끝에 3년 4개월 만에 다시 상봉할 수 있게 되었다/ At a working-level meeting between the South and North Korean Red Crosses yesterday, both sides agreed to hold the reunions at the Mount Kumgang resort from Feb. 20 to 25./ 어제 남북 적십자 사이의 실무접촉을 통해 양측은 2월 20일부터 25일까지 금강산에서 상봉행사를 개최하기고 합의했다/ Though the dates are three days later than South Korea’s original proposal, they don’t overlap with the period of the annual Korea-U.S. Key Resolve military drills scheduled for the end of February./ 비록 남측이 본래 제안했던 날짜보다 3일 늦게 진행되지만 2월 말에 예정된 연례 한미 연합 키리졸브 군사훈련기간과는 중복되지 않게 되었다/ North Korea also accepted our proposal for lodgings for the separated families - the Mount Kumgang Hotel and Oekumgang Hotel - allaying concerns about the North’s possible opposition./ 북측은 또한 이산가족의 숙소로 금강산 호텔과 외금강 호텔로 하자는 우리의 제안을 받아들임으로써 북한의 반대 가능성에 대한 우려를 잠재웠다/Seoul and Pyongyang agreed to hold reunions last September too, but the meetings weren’t allowed to take place after North Korea unilaterally canceled them four days before the scheduled date./ 남과 북은 지난 9월에 이산가족 상봉을 개최하기로 합의를 했지만 예정일 4일을 앞두고 북측이 일방적으로 취소한 후 상봉이 무산된 적이 있다/ It is too early to know if this reunion schedule will actually go ahead./ 따라서 상봉 일정이 제대로 진행될지는 두고 보아야 한다/ Yet the possibility for successful reunions is larger than ever as the North have accommodated nearly all of our proposals./ 그러나 북측이 우리의 제안을 거의 수용함으로써 그 어느 때보다 상봉의 가능성은 더 커 보인다/ Given all the hardships involved, both sides must do their best to prepare for the reunions without any snags./ 우여곡절 끝에 이루어진 것인 만큼 양측은 아무런 탈 없이 상봉을 위한 준비에 최선을 다해야 할 것이다/
The reunions are a humanitarian issue that have nothing to do with politics./ 이산가족 상봉은 정치와는 아무런 상관이 없는 인도주의적인 문제다/ But the meetings carry great political significance as they could be a breakthrough in the current stalemate in South-North relations./ 그러나 현재와 같은 교착상태에 빠져 있는 남북관계에 대한 돌파구를 마련할 수 있다는 측면에서는 정치적으로 이산가족 상봉은 매우 중요하다고 볼 수 있다/ The meetings could serve as a litmus test of the sincerity of North Korean leader Kim Jong-un’s New Year’s address, which focused on improving inter-Korean ties./ 이번 이산가족 상봉은 남북관계 개선에 초점을 맞춘 북한 지도자 김정은의 신년사의 진성성을 가늠해 볼 수 있는 기회가 될 수 있을 것이다/ Pyongyang’s acceptance of our proposal, without linking it to other issues, can pave the way for improved relations./ 북한이 다른 문제와 연계시키지 않고 우리의 제안을 수용함으로써 관계개선을 위한 단초는 마련했다고 볼 수 있다/
About 70,000 South Koreans have so far applied to the Red Cross for the reunions. /현재 약 7만 명의 한국인들이 가족 상봉을 위해 대한 적십자에 신청을 해 놓고 있다/ So it is hardly enough for the two sides to only allow a few hundred of them to meet their relatives./ 따라서 수백 명씩 가족을 만나게 하는 것으로는 이 문제를 해소하기에는 거의 불가능하다/ Both sides must hold the reunions on a regular basis for humanitarian reasons while also drastically increasing the number of families who can take part./ 양측은 인도적인 차원에서 이산가족 상봉을 정례화해야 하며 또한 만날 수 있는 가족의 수를 대단히 많이 늘려나가야 한다/ That will only prove to be possible when tensions on the Korean Peninsula are eased./ 한반도의 긴장이 완화될 때만이 가능한 일이다/
If the upcoming reunions are held smoothly and on schedule,/ 만약 다가오는 이산가속 상봉이 예정대로 차질없이 개최된다면/ Seoul needs to consider lifting the May 24 sanctions imposed on the North by the Lee Myung-bak administration after the Cheonan sinking in 2010./ 2010년 천안함 침몰 사건이후 이명박 정부에 의해 북한에 부과된 5.24 제재조치를 해제하는 문제를 남측은 고려할 필요가 있다/ Of course, North Korea must apologize for the tragic sinking of our warship and also for the killing of a South Korean tourist in Mount Kumgang./ 물론 북한은 비극적인 천안함 침몰과 금강산 관광객 피격 사건에 대해 사과를 해야 한다/ President Park Geun-hye’s Korean Peninsula Peace Process will gain momentum when both sides try to build trust step by step./ 박근혜 대통령의 한반도 신뢰 프로세스도 양측이 한 단계 한 단계 신뢰를 구축해 나갈 때 탄력을 받게 될 것이다/
