Tighten overseas travel safety
Korean pilgrims to the Holy Land in Mount Sinai, Egypt, were victims of a terrorist attack Sunday, which killed three of them and injured 14 others./ 이집트 시나이 반도로 성지순례를 떠났던 한국 관광객이 일요일 테러 공격을 받아 3 명이 사망하고 14명이 부상을 당하는 일을 겪었다/ Two Egyptians were also killed in the attack./ 또한 두 명의 이집트인도 그 공격으로 사망했다/ A radical Islamic group based in the Sinai Peninsula claimed responsibility for the bombing./ 시나이 반도에 근거지를 두고 있는 이슬람 과격단체가 그 폭발사건에 대한 책임을 인정했다/ The attack on innocent travelers can never be justified because it constitutes a grave crime against humanity./ 무고한 여행객에 대한 공격은 반인륜적인 중대 범죄이기 때문에 결코 정당화될 수 없다/The terror attack has revealed how lax our government’s security awareness is./그 테러 공격은 얼마나 우리 정부의 안전 의식에 문제가 있는지 적나라하게 보여주었다/ The Ministry of Foreign Affairs employs a four-step warning system for overseas trips according to the degree of danger, ranging from caution to restraint to restricted to banned./ 외교부는 위험의 정도에 따라 해외여행에 대한 4 단계의 경보 체제를 채택하고 있는데, 유의, 자제, 제한, 금지 지역으로 분류하고 있다/ The government had advised “restraint” for the Sinai area until 2012 when three of our nationals were kidnapped by an Islamic group there./ 우리 정부는 그곳 이슬람 단체가 한국인 세 명을 납치했던 2012년 전까지 시나이 지역을 여행 자제 지역으로 지정하고 있었다/
After the kidnapping, however, the government ratcheted up the warning to the third level - restricted - for travelers to the area./ 그러나 그러한 납치가 있은 후 우리 정부는 그 지역을 여행 제한 지역인 3단계로 경보단계를 상향조정했다/ The government recommended that travelers to the region immediately return to Korea, except for urgent missions, and cancel or postpone their travels./ 우리 정부는 급한 용무를 제외하고는 즉시 그 지역을 떠나 한국으로 돌아오거나 여행을 취소하거나 연기할 것을 권고했다/ But the problem is that our travelers can’t avoid such terrorist attacks unless the government flexibly adjusts the level of warning in accordance with the security situation in the local area./ 그러나 문제는 우리 정부가 해당 지역의 치안 상황에 따라 경보수준을 유연하게 조정을 하지 않는 한 그러한 테러 공격을 우리 여행객들이 피할 수 없다는 것이다/
Security on the Sinai Peninsula has been deteriorating for three years ever since the Egyptian revolution in 2011./ 시나이 반도의 치안은 2011년 이집트 혁명이 일어난 이후 3년 동안 악화되어 왔다/ A chain of terrorist attacks has constantly occurred since the peninsula became a strong foothold for the Islamic Jihad, following the ouster last year of former President Mohamed Morsi, an Islamic fundamentalist./ 지난 해 이슬람 원리주의자인 전 무함마드 무르시 대통령의 축출에 이어서 시나이 반도가 이슬람 지하드의 강력한 본거지가 되면서 일련의 테러 공격이 지속적으로 발생했다/ The Korean government should have raised its warning level and banned people from visiting there./ 한국 정부는 그곳의 경보 수준을 올리고 국민들이 여행을 하지 못하도록 해야 했다/ As many as 2,000 Korean pilgrims travel to the area at the peak of the tourist season, between January and February./ 1월과 2월 사이 관광 성수기에는 그 지역을 여행하는 한국인 순례자가 2,000명이나 된다/

As long as the Middle East and Africa are particularly vulnerable to terrorist attacks for religious reasons, the government cannot leave security issues to for-profit travel agencies./ 종교적인 이유로 중동과 아프리카가 테러 공격에 특히 취약한 한은 우리 정부는 영리를 목적으로 하는 여행사에게 안전문제를 맡길 수는 없다/ It must provide people with a wide range of information on terrorist attacks around the globe through televised messages and other media./ 정부는 TV나 다른 매체를 통하여 세계에서 일어나는 테러 공격에 관한 정보를 아주 다양하게 국민들에게 제공해야 한다/ We hope the tragedy in Mount Sinai offers an opportunity to reconstruct a reliable system for safer trips overseas./ 우리는 이번 시나이 반도에서의 비극이 더 안전한 해외여행을 위한 신뢰할 수 있는 시스템을 재구축하는 기회가 되기를 바란다/
