A glimmer of hope
Japan’s Vice Foreign Minister Akitaka Saiki visits Korea today for deputy ministerial-level talks./오늘 일본 외무성 사이키아키타카 차관이 차관급 회담을 위해 한국을 방문한다/ Our Foreign Ministry said Saiki will discuss the ever-worsening Seoul-Tokyo relations and the tensions on the Korean Peninsula. / 한국 외교부는 사이키 차관은 점점 악화되고 있는 한일관계와 한반도 긴장문제에 관해서 논의할 것이라고 밝혔다/ It is the first high-level meeting between the two governments since Japanese Prime Minister Shinzo Abe’s visit to Yasukuni Shrine in December./이는 지난 12월 아베 신조 일본 총리가 야스쿠니 신사를 참배한 후 두 정부 사이의 첫 고위급 회담이다/Despite our Foreign Ministry’s downplaying of the meeting, Saiki’s trip to Seoul has attracted our attention, given the sensitive timing./우리 외교부의 회담에 대한 평가절하에도 불구하고 민감한 시기를 감안한다면 사이키 차관의 한국 방문은 우리의 관심을 끌 수밖에 없다/ President Park Geun-hye and Abe are scheduled to participate in the Nuclear Security Summit 2014 in The Hague later this month./ 박근혜 대통령과 아베 총리는 이달 말 헤이그에서 열리는 핵안보정상회의에 참석할 예정이다/ U.S. President Barack Obama will visit Korea and Japan next month./버락오바마 미국 대통령은 다음 달 한국과 일본을 방문할 예정이다/ The United States is strongly calling on Korea and Japan to improve their ties./ 미국은 한국과 일본에 대해 유대관계를 개선할 것을 강력하게 요구하고 있다/ Saiki had discussed a Park-Abe summit with the Korean ambassador to Japan, Lee Byung-kee, before Abe’s visit to the shrine./ 사이키 차관은 아베 총리가 신사를 참배하기 전 이병기 주일한국 대사와 박근혜 대통령과 아베 총리의 정상회담을 논의했었다/
The message Saiki will deliver to the Park Geun-hye administration will likely serve as a barometer for future Korea-Japan relations./ 사이키 차관이 박근혜 정부에게 전달하게 될 메시지는 앞으로의 한일 관계의 바로미터가 될 것으로 보인다/ What is drawing our attention is the Japanese government’s official position on the comfort women issue./ 우리의 관심을 끄는 것은 위안부 문제에 관한 일본 정부의 공식 입장이다/ Most of the former sex slaves for Japan’s imperial Army are dead, with only 55 of them alive./ 예전에 일본군을 위한 위안부였던 대다수 사람들은 사망하고 이제는 쉰다섯 분만 살아 있을 뿐이다/ As their average age is 88, not many days are left./ 살아 있는 분들의 평균 연령이 88세로 여생이 별로 길지 않다/
Restoring their dignity is not only a humanitarian issue that can’t be delayed, but also a requirement for new Seoul-Tokyo ties./ 그 분들의 존엄을 되찾는 것은 미룰 수 없는 인도주의적인 문제일 뿐만 아니라 새로운 한일관계를 위해서도 또한 필요한 일이다/ Both countries have had discussions to address the issue - between the Lee Myung-bak government and Yoshihiko Noda cabinet and between the Park government and the Abe cabinet./ 양국은 이명박 정부와 노다 요시히코 내각과 박근혜 정부와 아베 내각 사이에서 이 문제를 해결하기 위해 논의를 해왔다/ Under the Lee administration, both sides came close to a resolution based on an apology by the Japanese prime minister and financial help for the victims./ 이명박 정부시절 일본 총리의 사과와 일본 정부의 피해자 재정지원을 골자로 하는 접점을 찾아 타결직전까지 갔었다/ A settlement must begin with the Abe cabinet’s inheriting the 1993 Kono Statement, which admitted - and apologized for - the government’s forced comfort women program./ 일본 정부가 강제적으로 위안부를 동원한 것을 인정하고 사과했던 1993년 고노 담화를 계승한 아베 내각과 이 문제를 해결해야 한다/
Instead of blindly sticking to its earlier positions that Japan had already compensated victims through the 1965 Korea-Japan Treaty,/ 1965년 한일 협정을 통해 일본은 이미 희생자에 대해 보상을 했다는 기존의 입장을 맹목적으로 고수하지 말고/ the Abe cabinet needs to approach the issue from a broader, universal and humanitarian perspective./ 더 넓게 보편적인 인도주의적인 관점에서 아베 내각은 이 문제에 접근할 필요가 있다/ Japan must understand that no one is siding with Tokyo on this issue./ 일본은 아무도 이 문제에 관해서 일본편이 아니라는 사실을 이해해야 한다/ Korea also needs to appreciate Japan’s previous efforts, like the establishment in 1994 of the Asian Women’s Fund./ 한국도 1994년 아시아 여성기금 설립과 같은 이전의 일본의 노력을 평가해 줄 필요가 있다/ There is no diplomatic compromise that can satisfy both sides 100 percent./100퍼센트 양측을 만족시킬 수 있는 외교적 타협은 없다/ We hope Saiki’s visit will help pave the way for a better future./ 우리는 사이키 차관의 방문으로 더 나은 미래를 위한 발판을 마련하기를 바란다/
