Foreign casino resort a good bet

South Korea gave the preliminary go-ahead for a foreign consortium to establish a large-scale foreigners-only casino resort in Yeongjong Island, a free economic zone near Incheon International Airport.

The Ministry of Culture, Sports and Tourism on Tuesday gave tentative approval to the bid by LOCZ Korea - a consortium of Las Vegas-based Caesars, Singapore’s OUE and Hong Kong-based Lippo - that pledges to invest 2.3 trillion won ($2.15 billion) to become the first foreign operator of a resort with an integrated casino in the country.

The venture would be the single biggest foreign investment in the Incheon Free Economic Zone. The Incheon authority estimates the luxury casino resort could draw 1.1 million visitors a year by its third year of operation in 2020, helping to generate a revenue of 2.7 trillion won and more than 35,000 jobs. The license could pave the way for similar luxury resort investments involving foreign capital.

South Korea has been late to join in the large-scale resort race in Asia. Japan plans to build four resort complexes, each at a cost of 5 trillion won to 10 trillion won, in Tokyo, Osaka and Okinawa just in time for the 2020 Tokyo Summer Olympics. And Russia is ready to open two major gaming and entertainment resorts in Vladivostok.

With determination and consistent strategy, the government should use the momentum to expand the services market and strengthen competitiveness in the area as a new source for jobs.

It should benchmark Singapore, which licensed two casino resorts - one for foreign capital and another for locals - to generate wealth for the country and bolster the services sector. Singapore’s balanced open policy helped to draw multibillion-dollar investments and create 60,000 jobs.

The casino industry, however, comes with its downsides, such as addiction, profligacy and crime. The government must toughen casino-related regulations and laws and at the same time lead a social dialogue on the issues of introducing open casinos to everyone in the country.

문화체육관광부가 18일 중국·미국계 합작사인 LOCZ코리아(리포&시저스 컨소시엄)의 인천 영종도 내 외국인 전용 카지노 사전심사에서 적합 판정을 내린 것은 한국에 도전이자 기회다. 국내 카지노 시장에 외국 자본이 들어오는 첫 사례라는 점과 인천경제자유구역청 개청 이래 단일 규모로는 최대 외국인 투자(100% 외국인 자본)가 이뤄지게 됐다는 의미가 동시에 있기 때문이다. 인천경제청은 운영개시 3년차인 2020년에는 연간 약 110만 명을 유치해 국내총생산(GDP)의 약 0.25%(2012년 기준)인 2조7000억원의 경제효과와 3만5000명 이상의 고용 효과를 전망한다. 이번 승인으로 해외자본의 한국 내 카지노 복합리조트 투자가 봇물을 이룰 것으로도 기대된다.
이번 승인은 최근 아시아 지역에서 붐을 이루는 복합리조트 사업에 한국도 외국자본을 유치하면서 본격적으로 뛰어들었다는 의미가 크다. 일본도 2020년 도쿄올림픽에 맞춰 도쿄·오사카·오키나와 등지에 각각 5조~10조원이 투입되는 4개소의 복합리조트를 건설해 관련 서비스 산업을 주도한다는 계획이다. 러시아 극동지역 블라디보스토크에도 2곳의 복합리조트가 조만간 개장할 예정이다. 이번 승인은 이들과의 본격 경쟁을 예고하는 신호탄이다.
이에 따라 복합리조트 승인을 국내 서비스산업의 경쟁력 강화와 일자리 마련의 전기로 삼겠다는 정부의 결심과 구체적인 전략이 절실하다. 그런 의미에서 내국인 출입이 가능한 오픈 카지노를 포함한 복합리조트 두 곳을 허가하면서 한 곳은 외국 자본에, 다른 곳은 자국 업체에 각각 맡겨 국부유출 논란을 최소화하고 이를 21세기형 서비스 산업으로 키우고 있는 싱가포르 사례를 적극 참조할 필요가 있다. 싱가포르는 이런 결단으로 수백억 달러의 해외투자를 유치하고 직·간접적으로 6만 개에 가까운 일자리를 만들었다.
문제는 일자리 확보 등 경제효과의 이면에 카지노 특유의 부작용에 따른 사회적 비용이 숨어있다는 점이다. 따라서 이를 관리할 관련 법의 제정과 감독위원회·실행기구 설치 등 정비작업을 펴면서 오픈 카지노 등과 관련한 사회적 논의를 이제라도 시작해야 한다.
