We all must play our part

A tent serving as a temporary morgue at a port in Jindo, South Jeolla, where a ferry packed with 325 high school students on a field trip to Jeju Island capsized last Wednesday, turned into a site of mourning for families as divers returned from the vessel carrying the bodies of their children. Those who identified their own sobbed and fell to the ground, and those who could not came out red-eyed and equally battered. Salvage operations finally picked up pace after divers entered the ship over the weekend. The closest port to the disaster zone is full of ambulances, broadcast trailers and tents for volunteers. Families flock to the tally board every time authorities update the body count.

The families have neared the end of their patience as more than 200 remain unaccounted for. Their hopes turned into despair and their grief into rage. Those crowded in a gymnasium near the port demanded to meet the president because they can no longer trust anyone from the government. A group of 100 attempted to make a trip to the presidential office and clashed with the police, who stopped them. Prime Minister Chung Hong-won tried to calm them but was instead trapped in his car for hours to avoid clashing with protesting families.

Families lost trust in the government authority because it had been unreliable from the beginning. Following its major mistake of announcing that all of the students had been saved, the government had to reverse its announcements several times on the number of passengers, those missing, the dead and total survivors. Various government agencies worked out of sync, further slowing rescue efforts. Parents of children attending Danwon High School released a statement that the government has done nothing on its own.

When the head of the West Sea Coast Guard tried to assure families during a briefing over the weekend, someone from the audience who introduced himself as a survivor of a 2011 boat fire questioned if the salvage campaign was working on a manual. The government has merely been repeating itself that it will do its best, but it has not elaborated on how. How can we have any faith in a government that repeatedly acts clumsily in the face of major disasters? How many more lives have to be sacrificed and how many times must we experience tragedy before we finally learn? We all have to admit that we have been senseless and indifferent to safety and respect for human lives. That collective apathy built the irresponsible society we live in today. We all must play our part.

20일 전남 진도군 팽목항 ‘신원확인소’엔 실종자 가족들이 쉴 새 없이 모여들었다. 아들, 딸의 얼굴을 확인한 가족들은 오열했고, 확인하지 못한 가족들은 충혈된 눈으로 천막을 나왔다.
이날 세월호 침몰 사고 사망자 수색과 인양이 모처럼 활기를 띠면서 팽목항은 장(腸)을 끊는 듯한 슬픔과 애타는 기다림이 엇갈리고 있었다. 사고 전 한적했던 항구는 구급차와 방송사 중계차, 자원봉사대 천막들로 불철주야 병목을 이루고 있다. ‘가족 지원 상황실’ 건물 맞은편에 있는 ‘사망자 명단’ 현황판에 사망자 인상착의가 새로 적힐 때마다 가족들의 발길이 모였다 흩어진다.
이런 상황이 닷새째 이어지면서 실종자 가족은 지쳐가고 있다. 기대는 좌절로, 슬픔은 분노로 바뀌어가고 있다. 진도 실내체육관에 있던 가족들은 어제 새벽 “정부를 못 믿겠다. 박근혜 대통령을 만나게 해달라”고 요구하고 나섰다. 가족 대표 100여명이 관광버스에 나눠 타고 청와대를 향해 출발하려다 경찰이 제지하자 거세게 항의하며 몸싸움을 벌였다. 그 과정에서 이들을 만류하려 왔던 정홍원 총리가 3시간 동안 차 안에 갇혀 있기도 했다. 최상환 해양경찰청 차장도 그제(19일) 오후 실내체육관에서 브리핑을 하다가 “왜 같은 말만 반복하느냐”는 가족들의 반발로 브리핑을 중단해야 했다.
이처럼 정부에 대한 가족들의 불신이 커진 것은 정부의 재난 대응 능력이 너무도 쉽게 한계를 드러내고 있기 때문이다. 사고 직후 “(학생) 전원 구조”라는 잘못된 발표가 나온 데 이어 중앙재난안전대책본부(중대본)의 뒤늦은 대처가 도마 위에 올랐다. 더욱이 탑승자·실종자·사망자·구조자 집계가 수 차례 번복되고 부처 간 엇박자 속에 수색까지 더뎌지면서 불신의 악순환에 빠지고 말았다. 안산 단원고 학부모들은 “지금까지 정부가 한 것은 우리 요구를 뒤늦게 따라온 것 밖에 없지 않느냐”고 되묻고 있다.
그렇다면 그 이유는 무엇일까. 그제 저녁 팽목항에서 열린 브리핑에서 김수현 서해지방해양경찰청장이 “기상 악화로 수색이 실패했지만 오늘 밤 4차례에 걸쳐 조명탄을 투하하고 잠수부들을 투입해 수색을 계속하겠다”고 하자 한 참석자가 말했다.
“나는 2011년 설봉호 화재 때 구조된 사람이다. 너무 안타까워서 부산에서 왔다. 제대로 구조하려면 마스터플랜과 매뉴얼이 있어야 하는데 너무 주먹구구식이다. 대체 몇 개월을 가려고 이러느냐.”
그가 지적하듯 “최선을 다 하겠다”는 말만으로는 정부가 실종자 가족의 신뢰를 끌어내긴 어려워 보인다. 가족들은 “이러려고 우리가 세금을 내왔느냐”고 말한다. 체계적이고 정밀한 재난 대응 시스템과 매뉴얼 없이는 대형 사고가 일어날 때마다 우린 계속해서 국가란 무엇인가, 정부란 무엇이냐는 물음 앞에 서야 할 것이다. 가족은 충격과 비탄에 싸이고, 온 국민은 죄인이 되고, 사회 전체가 집단 트라우마를 겪는 사태를 대체 언제까지 반복해야 하는가.
그간 우리는 압축 성장에 성공했지만 생명의 가치, 안전의 가치에는 무관심했고 무신경했다. 생명과 안전은 압축될 수 없기 때문이다. 안전을 책임져야 할 사람이 책임지지 않았고, 안전 관리를 책임져야 할 공복(公僕)도 제 역할을 하지 못했다. 그것이 ‘대한민국’호(號)의 고통스러운 자화상이다.
