For Chinese, Jeju a ‘cheap destination’

Last weekend, I went to Jeju Island with a delegation of young Chinese civil servants. There, a man we called Mr. K accompanied the group as a Chinese interpreter and guide. When I asked him how the tourism business was, he responded, “It’s getting harder and harder.”

The number of Chinese tourists is declining, he said. In the first quarter, the number of Chinese tourists to Jeju was 340,000, 67 percent more than the same period the year before. So why did he think the tourists were decreasing?

“A company owned by a Korean-Chinese man has taken up 80 percent of the group tourism market. They are ‘buying’ the tourists. Two, three years ago, my company used to have 10,000 tourists a month. Nowadays, we get less than 2,000,” he said.

Mr. K explained that the practice of “buying” Chinese tourists was known as “Youke.”

A five-day tour package to Jeju is sold for 3,500 Yuan in Shanghai, which is about 573,000 won ($561). The travel agency in China levies a fee for flight costs, about 300,000 won, and sends the rest to a tour operator in Korea. The tour operator then arranges accommodation, meals, transportation and admission fees, which add up to about 250,000 won. It incurs a loss, considering the guide fee and the operational cost. The tour operators make money by taking a commission from shopping.

However, when Koreans in China entered into the market, the structure was broken. They began to pay the Chinese travel agencies to send tourists to their businesses. Mr. K said that these companies pay 700 yuan per customer, about 120,000 won, to the companies in China. “This is nothing but buying the tourists,” he said.

How can they make money by paying the Chinese companies? The secret is in the shopping arrangement. These companies pay a total of 400,000 won per tourist, including the fee paid to the Chinese company and the cost of tour provided. They can only make money when they make enough commission from shopping to cover the costs.

“In order to get 400,000 won in commission from shopping, each tourist must buy at least 1.2 million won worth of merchandise.

Some unlicensed Korean tour guides pressure tourists to shop, and they aren’t provided with proper accommodations or decent meals. The more tourists that visit Jeju Island, the worse the island’s image becomes. The monopoly becomes more serious, and other small tour operators struggle. And Korean companies complain that even when Chinese tourists increase, the money circulates among the Chinese.

However, the municipal authority is neglecting the distortion in the market and are only interested in boosting the number of visitors. Unlicensed tour guides are loosely controlled and crackdowns are leaked in advance.

After introducing Jeju’s beautiful natural scenery, Mr. K returned to his seat and said, “In China, there are tour packages that sell for 998 yuan now. Chinese companies make more money if they send more tourists, so they lower the price even more. Jeju is becoming a cheap destination.”

지난 주말 ‘중국 청년공무원 대표단’과 함께 간 제주에서 만난 중국어 가이드 K씨. 그에게 ‘요즘 벌이가 어떠냐”고 물으니 “점점 힘들어진다”고 답한다. 관광객이 줄어서란다. 지난 1분기 제주를 찾은 중국 관광객은 전년 동기보다 약 67% 늘어난 34만여 명. 관광객이 줄다니 선뜻 이해가 가지 않는다.
 “한 교포 중국인이 운영하는 업체가 단체 관광객 시장의 약 80%를 차지하고 있습니다. 그들이 관광객을 돈 주고 사오거든요. 2~3년 전만 해도 한 달 1만 명에 달하던 우리 회사의 관광객은 요즘 2000명도 안 돼요.”
 K씨의 하소연이다. 그가 말하는 ‘요우커(遊客·중국 관광객) 사오기’의 내력은 이렇다.
 상하이 등에서 판매하는 4박5일 제주 관광 상품 가격은 3500위안(약 58만원) 안팎이다. 중국의 관광객 송출회사는 수수료와 항공료(대략 30만원)를 제외한 나머지를 한국 여행사에 보낸다. 한국 여행사들은 이를 숙박·식사·운송료·입장료 등에 쓴다. 관광객 1인당 25만원 정도가 든단다. 가이드비, 회사 운영경비 등을 제외하면 적자다. 여행사들은 쇼핑 수수료로 적자를 메우고, 이익을 남기는 식으로 사업을 해왔다.
 그러나 일부 중국인 교포(조선족) 업체가 시장에 뛰어들면서 이 구조가 깨지기 시작했다. 이들은 중국 관광업체에 ‘우리 여행사로 보내달라’며 오히려 돈을 주기 시작했다. K씨는 “관광객 1인당 700위안 정도(약 12만원)를 중국 회사에 준다”며 “이게 관광객을 사오는 게 아니고 무엇이냐”고 분통을 터뜨렸다.
 ‘받을 돈을 받지 않고, 오히려 더 준다? 그래도 장사가 될까?’ 역시 쇼핑에 비밀이 있다. 해당 업체가 관광객 한 명 유치를 위해 지불한 돈(국내 투어경비 포함)은 모두 40만원이다. 이를 쇼핑으로 메우고, 돈이 남아야 장사가 된다. 업계 관계자는 “40만원을 쇼핑으로 벌려면 최소 120만원어치를 팔아야 한다”며 “관광객들이 쇼핑센터로 내몰리는 이유”라고 말했다. 심지어 무자격 조선족 가이드들은 ‘쇼핑을 하지 않는다’며 관광객에게 면박을 주기도 한단다. 좋은 호텔, 좋은 식사는 꿈도 꾸기 어렵다. 관광객이 많이 찾아올수록 제주의 이미지는 더 실추될 수밖에 없다. 독점이 심화되면서 다른 중소 여행사들은 점점 설 땅을 잃어 가고 있다. ‘중국 관광객이 몰려와도 돈은 중국인 사이에서만 돈다’는 불만이 제기되는 이유다.
 그럼에도 제주시 당국은 수수방관이다. 관광객이 몇 명 늘었는지에만 관심이 있을 뿐 시장 왜곡에는 눈을 감는다. 무자격 가이드 단속은 솜방망이 식이다. 단속 정보가 사전에 유출돼 논란이 일기도 했다.
 제주의 아름다운 자연환경을 소개하고 자리에 앉은 가이드 K씨가 조용히 말을 건넨다.


 “중국에서 998위안(약 16만원)짜리 제주 여행상품도 나왔답니다. 관광객 수를 늘린 만큼 돈이 들어오니 중국 여행사들은 가격을 더 내리는 것이지요. 제주도는 점점 싸구려 섬이 되어 가고 있습니다.”
