도둑질보다 더 나쁜 음주? 터키의 반알코올 정책
우리나라에서도 공원과 대학가 등 공공장소에서 음주와 주류 판매가 금지된다고 한다. 세계적인 술 소비국인 대한민국인 만큼 반발도 적지 않을 것이다. 그러나 우리나라의 조치는 터키에 비하면 비교도 안 되는 가벼운 것이다. 이번 6월 초부터 터키공화국 전역에서 모든 주류의 광고가 금지되고 식당, 바, 가게는 출입문•쇼윈도나 파라솔은 물론 냉장고에 이르기까지 모든 주류의 상표나 로고를 지우거나 가려야 한다. 맥주뿐 아니라 국민 음료인 라키는 물론 위스키 할 것 없이 모든 알코올음료에 해당되며 이를 어길 때에는 270만원에서 1억원에 이르는 거액의 벌금이 부과된다. 이 법은 지난해 제정된 뒤 1년간의 유예기간을 거쳐 올해 6월부터 시행되는 것이다. 이로 인해 전국 약 25만 개에 이르는 주류 취급업소들(식당, 바, 수퍼마켓, 키오스크 등)이 술 상표를 없애거나 가리느라고 북새통이 벌어지고 있다고 한다.1923년 탄생한 터키공화국은 이슬람 국가 중에서 가장 세속적인 나라다. 건국대통령 아타튀르크 무스타파 케말은 철저한 정종분리(政宗分離) 세속주의를 택하여 알코올에 너그러웠고, 특히 터키는 외국인 수천만 명이 몰려드는 관광대국인 만큼 주류 판매는 아주 일상화된 나라다. 그런데 2003년 친이슬람계 정의개발당(AKP) 집권 이래 점차 강도 높은 보수적이고 과거 회귀적 정책으로 갈등을 빚고 있지만 군부를 무력화시키고 총선에서 거듭 집권한 에르도안 총리는 무소불위의 권력을 장악하며 친이슬람적 정책을 밀어붙이고 있다.
그는 유럽연합(EU) 가입을 위해 폐지한 사형 제도를 미국과 중국의 예를 들어 부활시키고, 2012년에는 그동안 유연하게 운용되던 낙태에 대해 살인죄를 적용하며 제왕절개조차 반대한다. 그리고 대학에서만 금지하던 음주를 전국적으로 대폭 확대하여 술 광고 자체를 완전히 없애버린 것이다. 그는 음주를 마약, 테러와 동일시하며 술 대신 요구르트 마실 것을 권한다.
이에 대해 터키 국민들의 대다수가 크게 반발한다. 그들의 가장 큰 불만은 에르도안 총리가 관련된 부패 스캔들 등 터키에 만연된 부정부패는 그대로 둔 채 음주만 범죄로 몰아가는 게 과연 제대로 된 정치냐는 것이다. 이미 주류 판매에도 큰 영향이 미쳐 터키 최대 맥주회사가 서아나톨리아 공장의 문을 닫았고 매출도 이미 10% 이상 줄었다고 울상이다. 이런 강력한 조치에 박수갈채를 보낼 무슬림도 많을 것이다. 그러나 진정 국민을 위해 봉사하는 정치인이라면 도둑질과 음주, 무엇이 더 큰 범죄인지부터 뒤돌아봐야 하지 않을까?
