Balancing China and the U.S.

Chinese President Xi Jinping arrived in Seoul accompanied by an entourage with many top corporate executives for a milestone-setting two-day state visit to South Korea. Never has a Chinese leader taken a trip to Seoul before he paid respects in Pyongyang, its traditional ally since the 1950-53 Korean War, in the entire time since the capitalist South forged diplomatic ties with China in 1992. The Seoul summit - the fifth meeting between Xi and President Park Geun-hye since the two leaders took office early last year - is expected to lead to an elevated level of bilateral ties. While Chinese officials tried to tone down the significance of Xi visiting Seoul before Pyongyang, it had great meaning at a time when geopolitical tensions and conflicts of interests have never been so high among the two Koreas, China, the United States and Japan.

The two leaders deepened their rapport by discussing various topics. In the joint statement following the summit, they announced they will deepen their partnership and wrap up free trade negotiations by the end of the year. In another major step, the two countries signed a currency agreement that would allow the Korean won to become directly exchangeable with the yuan in China’s tightly controlled market to boost bilateral trade that already exceeds Korea’s combined trade with the United States and Japan. The two countries hope to increase bilateral trade to more than $300 billion from last year’s $229 billion.

The two sides also agreed to initiate talks on maritime border lines, reached agreement on cooperation in consular affairs and vowed to combat fine-particle air pollution from China.

On the most-watched issue - North Korea’s nuclear weapons - the two presidents reaffirmed “firm opposition” to nuclear weapons development on the Korean Peninsula. They also agreed to explore ways to restart the six-party talks.

“Both Korea and China have supported the idea of making efforts to achieve visible progress in the denuclearization of the Korean Peninsula through meaningful conversations among chief negotiators to the six-party talks,” said Park in a press conference.

To coincide with Xi’s visit to Seoul, North Korea has fired missiles and Japan announced an easing of sanctions against Pyongyang. Washington also watched Xi’s visit carefully. Korea’s alliance with the United States is based on democratic values, while its partnership with China is more business-like. Seoul must tread carefully lest its newfound love affair with Beijing estranges Washington, its ally for decades.

시진핑(習近平) 중국 국가주석 내외가 어제 대규모 사절단을 이끌고 우리나라를 국빈 방문했다. 중국 최고지도자가 한국만 단독 방문한 것은 처음이다. 평양보다 서울을 먼저 찾은 것도 전례가 없는 일이다. 수교 22년째를 맞은 한ㆍ중 관계에 새로운 이정표를 세운 역사적 방문이라 해도 과언이 아니다. 남북한과 미국, 중국, 일본의 이해가 복잡하게 맞물려 동북아의 갈등과 불안정성이 심화되고 있는 상황에서 시 주석의 방한은 그 자체로 중요한 상징성과 외교적 함의를 갖는다고 본다.
어제 정상회담에서 박근혜 대통령과 시 주석은 양국 관계를 비롯해 한반도와 주변 정세, 양자간 현안에 대해 폭넓은 대화를 나눴다. 회담 후 발표한 공동성명에서 두 정상은 상호신뢰에 기반한 성숙한 전략적 협력동반자 관계 구축에 합의했다. 한ㆍ중 자유무역협정(FTA)의 연내 타결을 위해 노력하는 한편 원-위안화 직거래 시장 개설 등 금융인프라 구축에도 뜻을 같이 했다. 해양경계획정 협상 개시와 영사협정 체결, 미세먼지 감축과 같은 양국간 현안에 대해서도 합의점을 도출했다. 지난해 6월 박 대통령 방중 당시 양국 정상이 채택한 ‘한ㆍ중 미래비전 공동성명’을 토대로 양국 관계를 전방위적으로 확대ㆍ심화ㆍ발전시켜나가기로 한 셈이다.
최대 관심사인 북한 핵 문제에 대해 양국 정상은 “한반도에서의 핵무기 개발에 확고히 반대한다”며 “한반도 비핵화 실현과 한반도의 평화와 안정 유지가 6자회담 참가국의 공동 이익에 부합한다는 인식을 공유한다”고 밝혔다. 북한의 핵 개발에 대한 시 주석의 ‘확고한 반대’ 입장을 이끌어 낸 것은 의미있는 성과라고 우리 측은 설명하고 있지만 중국은 기존 입장을 재확인한 것 뿐이라고 주장할 수 있다는 점에서 특별한 진전이라고 할 것은 없어 보인다. 북핵 문제의 해법에 대해서도 기존의 원론적 입장을 되풀이하는 데 그쳤다. 북한의 추가 핵실험을 막고, 6자회담 재개를 위한 구체적이고 실효적인 방안이 제시되길 원했던 우리로서는 기대에 못 미쳤다고 할 수 있다. 정상회담에서 확인된 북핵 문제에 대한 양국 정상의 공동인식을 토대로 구체적 진전을 도출해 내는 것은 양국 외교팀의 숙제로 남게 됐다.
큰 틀에서 보아 시 주석의 이번 방한을 계기로 한국은 중국 쪽으로 한 걸음 더 가까워졌다고 할 수 있다. 주변국들은 경계의 눈으로 이를 지켜보고 있다. 당장 시 주석 방한에 맞춰 일본 정부는 북한에 대한 일부 제재 조치를 해제한다고 발표했다. 한ㆍ중 밀착에 대한 일본의 경계심이 작용한 측면을 무시하기 어렵다. 동맹국인 미국도 예의 주시 중이다. 자유 민주주의의 가치에 기반한 한ㆍ미 동맹과 경제적 이익과 역사적 유대에 기반한 한ㆍ중 관계는 차원이 다른 문제다. 한ㆍ중 관계 발전이 한ㆍ미 동맹에 손상을 초래하는 제로섬 게임이 되지 않도록 세심한 노력을 기울이는 것은 한국 외교의 지난한 숙제다.
