China’s strategy for hegemony

The rise of China casts a question. What are China’s diplomatic slogans to counter American hegemony based on liberty, democracy and human rights? Chinese President Xi Jinping’s recent tour of Central and South America gives a hint. He wants to establish a China-Latin America forum initiated by China and participated in by 33 Central and South American nations.

It will not be just another international forum. It will complete the new global strategy of China’s foreign policy. After the China-Africa, China-Asean and China-Arab forums and the strategic talks with Europe, Beijing has succeeded in connecting with Latin America, the traditional ground of the United States. China wants to bind key regions around the world together with multilateral groups of “China + multiple nations in the region” to counter America’s hegemony.

What brand does China wants to create for itself through the consultative groups? I recalled a conversation with professor Yan Xuetong, dean of the Institute of International Relations at Tsinghua University in Beijing, in August.

- Liberty and democracy are the bases of America’s hegemony. What is the foundation of Chinese foreign policy?

“It may be the rule of right.”

- Are benevolence and justice the principles of China’s diplomacy?

“The modern interpretation of benevolence and justice is the practice of reasonable rules among countries.”

- Don’t we already have the international rule of the United Nations?

“The United Nations is a diplomatic tool and channel, not a rule. We need separate sets of objective rules for different nations and regions.”

- In the end, the rules are initiated by the powers.

“The key of the rule of right is to lead by example. China will set the exemplary model first. We are seeking the rule of right, not the rule of might.”

- What if a country does not abide by the rule?

“Strict punishment is necessary.”

Through the regional groups, China will set fair and moral rules for each nation and supervise and oversee the execution of the rules.

We need to look at a remark made by China’s head of foreign policy in 2012. “A big nation should not belittle or harass small countries, and a small country should not provoke the big one either.” It may sound fair and moral. But the emphasis is certainly on the latter statement. The international community needs to observe China’s 1+N strategy with watchful eyes.

욱일승천하는 중국을 보면서 드는 의문이 하나 있었다. ‘자유·민주’ 그리고 ‘인권’을 앞세운 미국의 외교 패권에 맞설 중국의 외교 간판이 뭘까 하는 것이다. 최근 시진핑(習近平) 국가 주석의 중·남미 방문을 보면서 답의 힌트를 얻었다. 중국이 주도하고 중·남미 33개 국이 참석하는 중-라틴아메리카 포럼 창설이 그것이다. 이건 단순히 국제 포럼 하나 늘어난 게 아니다. 중국 외교의 새로운 세계전략 틀을 완성하는 의미가 있다. 이미 창설된 중-아프리카, 중-아세안, 중-아랍 포럼과 중-유럽 전략 대화에 이어 미국 앞마당인 라틴아메리카 공략에 성공했기 때문이다. 중국이 세계 주요 지역을 포럼 형태의 협의체로 묶고 각각의 협의체를 주도해 미국에 맞서겠다는 이른바 ‘1+N’ 전략이다. 여기서 1은 중국, N은 역내 국가들이다. 그렇다면 중국은 이들 협의체를 통해 어떤 외교 브랜드를 창출하려는 걸까. 지난해 8월 옌쉐퉁(閻學通) 칭화(淸華)대 국제관계연구원장을 만났을 때 나눴던 대화가 생각난다. - 미국의 패권 이면엔 ‘자유’와 ‘민주’가 있다. 중국 외교엔 뭐가 있나. “왕도일 것이다.” - ‘인(仁)과 ‘의(義)’로 외교 하겠다는 것인가. “둘을 현대화하면 국가 간 합리적 규범의 실천이다.” - 유엔이라는 국제 규범이 이미 존재하지 않나. “유엔은 외교 채널이자 도구지 규범이 아니다. 국가와 지역 특성에 맞는 각각의 객관적 규범이 필요하다.” - 결국 강대국 주도의 규범 아닌가. “왕도의 핵심은 ‘이신작측(以身作則)’, 즉 솔선수범이다. 예컨대 ‘비폭력’ 규정이 있다면 중국이 먼저 실천할 것이다. 이것이 패도가 아닌 왕도다.” - 규범을 지키지 않는 국가가 있다면. “강력한 징벌은 필수다.” 옌 원장은 그의 저서 『역사의 관성(歷史的慣性)』에서 부연하길 “앞으로 중국 외교는 공평(公平)과 도의(道義), 그리고 문명(文明)으로 구성된 ‘도의현실주의’의 길을 갈 것이다”라고 확신한다. 지역별 협의체를 통해 중국이 각국에 공평하고 도의적인 규정을 만들고 그 규정의 집행을 관리 감독해 중국이 주도하는 세계 평화, 즉 ‘팍스 차이나’ 시대를 열겠다는 뜻이다. 시 주석이 틈만 나면 외치는 “패권을 추구하지 않겠다”는 공언도 따지고 보면 중국의 이 같은 세계 전략과 맥이 닿아 있다고 할 수 있겠다. 그런데 여기서 생각나는 중국 외교 담당 최고 책임자의 2012년 남중국해 영토분쟁과 관련된 발언 하나. “대국이 소국을 경시하거나 괴롭혀서는 안 되지만 소국도 대국에 도발해서는 안 된다.” 언뜻 공평하고 도의적인 발언으로 들린다. 그러나 이 발언의 방점은 아무래도 후자에 찍혀 있다. 대국의 소국 경시는 자의에 따르지만 소국의 대국에 대한 도발은 생사와 직결된 최악의 경우, 즉 타의에 따르기 때문이다. 국제 사회가 중국의 1+N 전략을 걱정스레 지켜봐야 할 이유일 것이다.
