For Korea, no more national humiliation

홍보를 하기는 하는데 일부러 열심히 하지는 않는 특이한 일이 있었다. ‘로키(low-key)’ 전략이라고 했다. 이 용어의 사전적 정의는 ‘많은 이목을 끌지 않도록 억제된’이다.

 지난 25일 국내 언론사들에 보도자료 하나가 배포됐다. 일제 때 사할린으로 강제로 끌려간 뒤 그곳에서 숨진 한국인 18인의 유해가 28일 한국으로 봉환된다는 내용이었다. 자료를 낸 곳은 ‘대일항쟁기 강제동원 피해조사 및 국외강제동원 희생자 등 지원위원회’. 정부 소속 위원회 중 가장 긴 이름을 가진 곳이다.

 자료가 뿌려진 시점은 사할린의 묘지에서 유해를 발굴해 화장한 뒤 유골과 함께 귀국할 유족 18인이 비행기를 타고 떠난 직후였다. 출국 전 유족 취재에 대한 ‘시간차 봉쇄’였다. 몇몇 방송사가 사할린행 항공편을 부랴부랴 알아봤으나 표를 구하지 못했다고 한다. 위원회는 활동 성과를 널리 알릴 수 있는 기회를 그렇게 스스로 차버렸다.

 그런데 이 지각 홍보는 의도된 일이었다. 위원회에 따르면 ‘최대한 조용히 행사를 치러달라’는 한국 외교부의 당부가 있었다고 한다.

 이 ‘로키’ 주문 때문에 이 위원회의 위원장(차관급)도 유족과의 동행을 포기했다. 그 바람에 추도식에서의 추도사 낭독, 현지 협조자들에게 대한 감사패 수여는 졸지에 행사 참석자 중 최고위 한국 공무원이 된 이 위원회의 사무국장이 대리로 하게 됐다.

 ‘로키’ 주문이 러시아 정부의 요청에 따른 것이라고 외교부는 이 위원회에 설명했다. 우리 정부는 러시아가 일본과의 외교 관계를 의식해 그런 당부를 한 것으로 추정하고 있다. 결국 배경은 셋 중 하나다. 일본이 러시아에 압력을 넣었거나, 러시아가 지레 일본을 의식해 우리 정부에 주문했거나, 아니면 한국 외교부가 지나치게 조심했거나다.

 1945년 해방 때 일제는 사할린의 자국민을 본국으로 귀환시키면서 강제로 데려가 막일꾼으로 부려먹은 한국인 4만여 명은 내팽개쳤다. 이후 분단과 소련과의 외교 단절로 대다수가 다시는 고향 땅을 밟지 못하고 그곳에서 쓸쓸히 눈을 감았다.

 18인의 유해는 29일 ‘망향의 동산’에 안장된다. 이날은 104년 전 일제가 대한제국을 합병한 국치일(國恥日)이다. 위원회는 계획보다 늦어져 공교롭게 그렇게 됐을 뿐 의도한 택일은 아니었다고 설명했다. 18인의 영령이 나라 잃은 치욕을 후손들에게 상기시켜주려고 만든 일일까. 물어볼 길은 없다.
