The government decided to hike the average cigarette price to 4,500 won ($4.34) from Jan. 1, an increase of 2,000 won, or 80 percent, from the current 2,500 won.

The government says it wants to discourage smoking by raising Korea’s cigarette prices, which are among the lowest in the world. The percentage of Korean men who smoke was 44 percent in 2013, among the highest in Organization for Economic Cooperation and Development (OECD) countries.

But opposition politicians and diehard smokers say the government is merely trying to plug holes in its tax revenues by milking ordinary citizens while maintaining tax cuts for the wealthy.
*plug holes in ~ : 구멍을 막다

The Ministry of Health and Welfare, the Ministry of Security and Public Administration and the Ministry of Strategy and Finance yesterday announced the 2,000 won increase starting next year, saying the government will also start adjusting cigarette prices to inflation rates. This means that the government will attempt to hike the prices constantly in the future as other consumer prices rise.

“By reflecting future growth rates in consumer prices, the government will make cigarette prices constantly go up,” said Moon Hyung-pyo, the nation’s health minister, at a press conference yesterday at the Seoul Government Complex in Gwanghwamun, central Seoul.
