Persuade the people first
“The Rose of Sharon Blooms Again” was a best-selling novel from the 1990s by Kim Jin-myung. I personally enjoyed the book, which cleverly stimulates anti-Japanese sentiment and emotional patriotism. However, the conclusion of the novel, South Korea and North Korea uniting to declare a nuclear attack on Japan, is far from reality, even now.A novel by the same author has also become a best-seller. But this time, it’s about the Terminal High Altitude Area Defense (Thaad). Unlike his previous book, the author didn’t conclude the novel with a radical ending and left it open instead. He said he hasn’t decided what his opinion on Thaad is yet.
Just like Kim, many Koreans are confused by the issue. And it seems that the government is encouraging this. U.S. officials’ remarks are very specific and state that Washington is considering moving an advanced missile defense system from Guam to Korea, while China is sending the signal that the deployment of a Thaad unit will have serious consequences for Korean-Chinese relations whenever it has a chance. Nevertheless, the Korean government remains ambiguous and says there has never been an official discussion with the United States while arguing that if a Thaad unit were deployed, it would help Korea’s security and national defense.
But a seemingly complicated issue often has an unexpectedly simple answer. We need to review whether a Thaad deployment is so crucial for the security of Korea. If not, there is no reason for Seoul to fret.
If Thaad deployment is crucial for our security, we should not be concerned about what other countries think. Seoul will need to persuade China why we need Thaad. If the effort fails, it will only prove that Seoul hasn’t been able to establish a foundation for strategic communication. Xi Jinping’s government has worked hard to improve Korean-Chinese relations, not because China wants Korea’s investment and technology but because they recognize Korea’s value in Beijing’s overseas strategy. The Thaad controversy has made it clear that we can’t keep the dichotomous structure of relying on the United States for security and China for economy.
It is expected that the ROK-U.S. Security Consultative Meeting, scheduled for the end of October, will clarify the Thaad issue. Regardless of the decision, the public is likely to be divided between supporters and opponents of the deployment. It is a confidential national security issue, but now that even a novel about Thaad has been published, chaos and trouble may be the price the government has to pay for failing to provide a proper explanation. At this rate, the government won’t be able to persuade Korean citizens, much less China or the United States.

오래전 『무궁화 꽃이 피었습니다』란 베스트셀러 소설이 있었다. 반일 감정과 감상적 애국주의를 교묘하게 자극한 이 책을 기자도 재미있게 읽었다. 하지만 남북한이 힘을 합쳐 일본에 대해 핵 공격을 선포하는 소설의 결말은 그때나 지금이나 현실과 동떨어진 허구일 뿐이다. 같은 작가의 소설이 다시 베스트셀러가 됐다. 이번엔 논란의 한복판에 있는 고(高)고도 미사일 방어체제(THAAD·사드)를 다뤘다. 『무궁화…』와 달리 작가는 소설의 결말을 ‘과격한’ 허구로 끝내지 않고 물음표로 남겨뒀다. 작가 자신이 사드의 한반도 배치에 대한 입장을 정하지 못했기 때문이라고 한다. 작가 김진명뿐 아니라 많은 국민이 이 문제에 대해 혼란스러워하고 있다. 이런 혼란을 정부가 부추기고 있다는 느낌이 든다. 미국 당국자들의 발언은 “괌에 있는 1개 포대를 한국에 (이동) 배치하는 것을 고려하고 있다”는 정도로 구체적이다. 중국은 관·민 가리지 않고 기회 있을 때마다 “사드 배치는 한·중 관계에 심대한 결과를 초래할 것”이란 시그널을 보내오고 있다. 그럼에도 우리 정부는 “공식이든 미국과 협의한 적은 없다”면서도 “만약 배치가 된다면 안보와 국방에 도움이 될 것”이라고 변죽을 울린다. 전문가 토론회나 언론을 상대로 한 배경 설명 등은 실종 상태다. 그러니 국민들은 헛갈린다. 풀기 어려워 보이는 문제일수록 답은 의외로 간단한 데 있다. 사드 배치가 정말 안보적으로 사활이 걸린 사안인지를 따져보는 것이다. 만약 그렇지 않다면 우리가 목을 맬 일도 없다. 사드 배치로 인한 득과 실을 저울질해 보고, 실이 크다면 미국에 ‘노 생큐’라고 해야 한다. 만약 사드 배치가 우리 안보에 필수적이라면 눈치를 보거나 할 일이 아니다. 다만 우리가 왜 사드를 선택할 수밖에 없는지 중국에 설명하고 설득하는 과제가 남을 뿐이다. 그게 안 된다면 여태껏 전략적 소통의 토대를 구축하지 못했다는 방증이 된다. 중국 시장만 바라보고 돈 벌 궁리만 할 게 아니라 전략적 소통의 공간을 넓히고 전략적 이해의 공통분모를 찾는 일을 일찌감치 서둘렀어야 했다는 거다. 시진핑 정부가 한·중 관계에 공을 들이는 건 한국의 투자와 기술이 아쉬워서가 아니라 그들의 대외 전략에서 차지하는 한국의 가치 때문이다. 사드 논란을 통해 안보는 미국, 경제는 중국에 의존해 온 이분법적 구도가 더 이상 통용되지 않는다는 사실이 명확해졌다. 대외관계 못잖게 걱정스러운 건 국내 여론이다. 흘러나오는 말들을 종합하면 이달 하순 한·미연례안보협의회(SCM)를 계기로 사드 문제에 대한 가닥이 잡힐 것이란 전망이다. 어떤 결론이 나오든 국내에선 찬반 양론으로 나뉘어 한바탕 홍역을 치를 것으로 보인다. 제아무리 기밀이 필요한 안보 현안이라지만 이미 소설책에서까지 미주알고주알 정보가 다 나온 마당에 정부의 설명은 턱없이 부족했고, 밀실에서만 논의가 이뤄진 데 대한 대가일 것이다. 지금 이대로라면 중국을 혹은 미국을 설득하기는커녕 제 나라 국민도 설득하지 못할 판이다. 예영준 베이징 특파원
