Bring back the bureaucratic mafia
Not so long ago, I visited the office of Mr. A, a former politician, at a financial company. As soon as we exchanged greetings, he gave me a book he had written. It had nothing to do with finance. Then he asked, “How’s Mr. B doing?” hinting he is an acquaintance of an executive at my newspaper. He then began iterating his connections in politics and government.When I asked him about the company and its financial issues, he avoided answering directly. Instead, he elaborated on his stint as a politician and added, “I will return to politics soon and run for office.” I left without getting any answers. As I departed, he said, “Whatever you want to hear from me, I have nothing to say.” He is an executive who is considered part of the “political mafia.”
After the Sewol ferry incident, the “parachute appointment” controversy continues. On May 19, President Park Geun-hye declared she would root out the “bureaucratic mafia,” referring to corrupt lawmakers within the government, but the positions have been replaced by a “political mafia.” Of course, politicians can work for public corporations and financial companies if they are qualified and have experience with National Assembly committees. But I have never met a politician turned executive who knows the field work. A former politician who has never worked at a financial company is appointed as a bank inspector. An inspector reviews the legitimacy of the bank operation and watches out for internal corruption. But how can someone who does not know how a bank operates catch increasingly complex and clever corruption? In a way, the political mafia is more dangerous than the bureaucratic mafia.
The political mafia makes sure to pay back the person who sent them to the position. They are eager to go back to their original field, so they are busy making connections in politics rather than in their job. They consider the position temporary, so they want to avoid anything too complicated or controversial. Now, employees at public corporations and financial companies say they’d rather work with the bureaucratic mafia, who at least know the work and have experiences in the organizational environment.
At the National Assembly inspection on government offices, state committees raised concerns about parachute appointments at public corporations. But an executive at a public company sarcastically said, “I don’t know if lawmakers have any right to give reproach, when they ask public corporations to offer positions for their aides.”
A parachute is a device that allows a person or object to safely descend when dropped from an aircraft. Someday, the term should be used in reference to appointments and promotions made in a time of crisis to ensure the soft landing of an organization. Lately, many CEO and executive positions in the financial industry have been vacant. Citizens are watching to see whether the government can overcome the political mafia controversy.

얼마 전 서울 시내 한 금융회사 임원실. 정치인 출신 임원 A씨는 인사를 건네기 무섭게 자신의 저서부터 건넸다. 금융과는 관련 없는 내용이었다. 그는 곧장 “B선배는 잘 있느냐”며 우리 신문사 임원과의 친분부터 들먹였다. 이 때부터 그가 입에 올린 인맥은 정·관계에 걸쳐 대단했다. 처음 만나 서먹서먹해서 그랬거니 하기엔 ‘명단’이 너무 길었다. 한데 자신의 회사와 금융권 현안에 대한 질문으로 넘어가자 이번엔 피하기 급급했다. 대답 대신 정치권에서 펼친 자신의 활약상을 설명하기 바빴다. 마무리는 한술 더 떴다. “조만간 정계로 돌아가 출마할 생각이다.” 결국 자리를 박차고 나올 수밖에 없었다. “듣기 원하는 얘기, 나는 잘 모른다”는 말이 뒤통수로 날아와 꽂혔다. 대표적인 ‘정피아(정치인 마피아)’ 인사로 꼽히던 임원과의 대화 한 토막이다. 세월호 사고 이후에도 낙하산 논란은 계속되고 있다. 5월 19일 박근혜 대통령이 ‘관피아(관료 마피아)’ 척결을 선언하자 정피아가 그 자리를 점령하고 있다. <본지 10월 20일자 12면> 물론 정치인도 국회 상임위원회 등에서 경험을 쌓고 실력을 갖춘다면 얼마든지 공기업이나 금융회사로 갈 수 있다. 그러나 지금껏 현장에서 해당 업무를 잘 아는 정피아는 만나본 적이 없다. 심지어 금융회사 근무경력이 전무한 정치권 인사가 은행 감사로 낙점된다. 감사는 업무 집행의 정당성을 살피고 내부 비리를 감시하는 자리다. 은행 업무가 어떻게 돌아가는지도 모르는 사람이 갈수록 치밀하고 교묘해지는 비리를 잡아낼 수 있을까. 그런 점에서 정피아는 관피아보다 더 위험하다고 볼 수도 있다. 금융계에선 낙하산 인사가 반복되면서 감사나 사외이사의 경영진 견제 기능 자체가 퇴화했다는 자조마저 나온다. 정피아는 자신을 그 자리에 보내준 인물에 대한 ‘보은’에도 열을 올린다. 자나깨나 정계 복귀를 와신상담(臥薪嘗膽)하니 업무보다는 외부 줄 대기에 바쁠 수밖에 없다. 잠시 머물렀다 떠날 사람이니 시끄럽거나 골치 아픈 일은 피하고 본다. 현장에선 “차라리 조직생활을 경험하고 업무를 아는 관피아가 낫다”는 말까지 나오는 이유다. 이번 국정감사에서도 국회 각 상임위원회 별로 공공기관 낙하산 인사에 대한 지적이 나왔다. 정무위원회에서는 ‘KB 사태’가 낙하산 줄이 꼬인 관피아와 연피아(연구원 마피아)의 알력 다툼이 근본 원인이었다는 질타가 이어졌다. 그러나 한 공기업 임원은 “보좌관 보낼 자리 좀 만들어달라고 부탁하는 의원들이 그럴 자격이 있는지 모르겠다”고 비꼬았다. 낙하산의 사전적 의미는 사람이나 물자를 공중에서 안전하게 떨어뜨리기 위해 사용하는 기구다. 단어의 본래 의미대로 '조직의 안정, 위기 상황에서 연착륙을 위한 인사 등용의 예'로 쓰게 될 날이 올 수 있을까. 마침 요즘 금융계엔 최고경영자(CEO)나 임원 자리가 많이 비어 있다. 과연 정부나 정치권이 정피아 논란을 잠재울 수 있을지 국민이 지켜보고 있다. 박유미 경제부문 기자
