Transparency must come first
A series of absurd events happened recently in the United States, the world’s most powerful country.A notable case was the White House break-in in September. Omar Gonzales jumped the fence, dashed across the lawn and entered the building without being stopped. He was caught by security guards only after he penetrated the East Room, where President Obama gives speeches and meets guests. It stirred the U.S. political circle. But what was strange was the release of the White House’s layout. The media discussed where rooms were located and how they are connected. They included the locations of the guards and what time the emergency alarm bell was rang. They were interesting stories, but potential housebreakers could glean so much information from them.
But the solution is to reinforce security, not change the media. The White House made it clear that the building should not be a secretive space. In fact, its layout is no secret. The White House website offers a detailed tour of the presidential office and residence, saying “President Obama and First Lady Michelle Obama are committed to opening the doors of the White House and truly making it the People’s House.”
Another case that exposed U.S. vulnerability was the Ebola outbreak. When the first Ebola patient died earlier last month, U.S. society panicked. The places that Ebola patients visited and the people they had been in contact with were avoided. The wedding shop that the nurse who contracted the virus had visited had to temporarily close.
The situation in New York was more serious due to its high population density. When a patient was confirmed, the city publicly revealed where he went and what kind of transportation he used by investigating his credit card transactions and bank records. The park the patient walked in, the restaurant he dined in and the bowling lane he visited were disclosed. His privacy was not considered.
The city government’s strategy was transparency. They focused on easing the anxiety of citizens. But the businesses the patient had visited lost customers at first as a result. The restaurant reopened after an inspection by health authorities. The New York Mayor visited it and dined there to clear the concerns of citizens. Nevertheless, transparency is powerful. It could stop rumors from being spread and speculation that the patient visited public places that he hadn’t been to. At least people trust that the authorities are not hiding anything. It saved the city from being stirred up by fear-mongering.
The United States may seem vulnerable, but it could remain the most powerful nation in the world, thanks to its commitment to transparency.

세계 최강대국인 미국에선 요즘 황당한 일이 자주 발생한다. 그중 하나가 지난 9월 발생한 백악관 월담 사건이다. 담을 넘은 오마르 곤잘레스는 아무런 저지도 받지 않고 질주해 관저 진입에 성공했다. 오바마 대통령이 연설과 접견 장소로 쓰는 이스트룸 깊숙이 들어간 뒤에야 경호원들에게 붙잡혔다. 철통 같은 경호를 받아야할 대통령의 공간이 달리기 잘하는 성인 남자 한명에 의해 뚫린 것이다. 미국 정치권이 여야 할것 없이 발칵 뒤집힐만 했다. 생소하게 느껴졌던 것은 백악관 내부 평면도의 공개다. 곤잘레스의 침입을 다룬 언론 보도에선 어떤 방이 어디에 있고 어떻게 연결돼있는 지가 훤히 드러났다. 경호원의 위치는 어디이며, 비상벨은 언제 울려야 하는지도 적나라하게 소개됐다. 보통 사람들에겐 그냥 흥미거리지만 백악관 침투를 노리는 악한이라면 눈여겨볼 것 같은 내용이었다. 하지만 이런 공개는 전혀 문제가 되지 않았다. 괴한 침입 대책은 경호 강화가 정답이고, 백악관을 은밀하고 폐쇄적인 공간으로 만들어선 안된다는 인식이 뚜렷했다. 하기야 백악관 내부 모습은 비밀이 아니다. 백악관 홈페이지엔 “오바마 대통령 부부는 백악관을 진실로 국민의 집으로 만들려고 한다”는 설명과 함께 백악관 내부 구석구석이 소개돼있다. 미국의 취약성을 노출시킨 또다른 최근 사례는 에볼라다. 지난달 초 첫 에볼라 사망자가 발생하자 미국 사회는 거의 패닉에 빠졌다. 에볼라 환자들이 다닌 장소와 만난 이들은 기피 대상이 됐다. 환자를 돌보다 감염된 간호사가 방문한 웨딩샵이 일단 문을 닫았을 정도다. 좁은 지역에 수백만이 밀집해 사는 뉴욕의 상황은 더 하다. 눈길을 끄는 것은 뉴욕시 당국의 대응이다. 뉴욕시는 에볼라 환자가 발생하자 즉각 그가 어디를 갔는지, 갈때는 무슨 교통수단을 이용했는지 등을 낱낱이 공개했다. 이를 위해 환자의 크레딧 카드 사용내역과 은행계좌도 조사했다. 환자가 산책을 한 공원, 식사를 한 레스토랑, 다녀간 볼링장 등이 모두 알려졌다. 환자의 프라이버시나 레스토랑 등의 입장은 고려 대상 우선 순위가 아니었다. 뉴욕시 당국이 택한 전략은 투명성이다. 환자의 동선을 최대한 있는 그대로 드러냄으로써 시민들의 불안감 방지에 주력했다. 투명성이 장점만 있는 것이 아니다. 당장의 피해를 어쩌지는 못한다. 환자의 방문사실이 공개된 영업장에선 단골고객이 발을 끊기도 한다. 해당 레스토랑은 보건당국의 점검을 받고나서야 다시 문을 열수 있었다. 뉴욕 시장은 시민들의 우려를 해소하기 위해 레스토랑을 찾아가 식사를 했다. 그럼에도 투명성의 위력은 크다. 에볼라 환자가 가지도 않은 공공 장소를 갔다는 식의 유언비어의 생성과 확산을 차단할수 있다. 적어도 당국이 뭔가를 숨기지는 않고 있다는 신뢰감이 생겨나게 한다. 그것이 괴담과 공포의 확산을 막아낸다. 허술한 곳이 한두 군데가 아닌 것 같은데도 미국이 세계 최강대국 지위를 유지하는 것은 이런 투명성의 역할과 무관치 않다. 이상렬 뉴욕 특파원
