Obama predicts a ‘collapse’

U.S. President Barack Obama has poured scorn on North Korea./ 버락 오바마 미국 대통령은 북한에 대해 전례 없이 독설을 퍼부었다/ In an interview with YouTube personalities Thursday, he said, “It’s brutal and it’s oppressive and as a consequence, the country can’t really even feed its own people …/ 목요일 유튜브와의 유명인 인터뷰에서 오바마 대통령은 “가장 잔혹하고 폭압적이며 중요한 것은 북한은 국민조차도 먹여 살리지 못하고 있다/ Over time, you will see a regime like this collapse.”/ 시간이 지나면 그 체제는 결국 붕괴되고 말 것이다”고 말했다/ It is shocking that a U.S. president used such straightforward words to describe the North./ 미국의 대통령이 그러한 직설적인 표현으로 북한을 설명한 것은 충격적이다/
Six years after Obama vowed to pursue drastic and direct diplomacy when he took office,/ 오바마 대통령은 집권 후 과감하고도 직접적인 외교를 천명했고 6년이 지난 지금/ America agreed to normalize relations with Cuba, and Washington’s negotiations with Iran over its nuclear weapons program also have made noticeable progress./ 미국은 쿠바와의 관계 정상화와 핵무기 프로그램에 관한 이란과의 협상을 통해 놀라운 협상력을 발휘해 왔다/ In the meantime, North Korea - once touted by the Obama administration as a top priority for better relations - has become the “worst dictatorship destined to collapse.”/ 반면에 관계 개선 1순위로 거론했던 북한은 “붕괴할 수밖에 없는 최악의 독재국가”가 되고 말았다/
The responsibility lies with the North./ 전적으로 모든 책임은 북한에게 있다/ The rogue state fired a missile shortly after Obama announced his ambitious initiative of a “nuclear-free world” in Prague on April 5, 2009./ 북한은 안하무인으로 오바마 대통령이 2009년 4월 5일 프라하에서 “핵무기 없는 세상”에 관한 야심찬 계획을 발표한 후 곧장 미사일을 발사했다/ In the following month, North Korea pressed ahead with its second nuclear test./ 그 다음 달 북한은 두 번째 핵실험을 감행했다/ In April 2012, Pyongyang fired a long-range missile one month after it accepted Washington’s offer of humanitarian aid in return for the suspension of missile and nuclear tests./ 북한은 2012년 4월엔 인도적 지원을 대가로 미사일과 핵실험 유예를 약속한지 한 달여 만에 장거리 미사일을 발사하기도 했다/ The U.S. government’s “strategic patience” has transformed into a “deliberate disregard” now./ 미국 정부의 “전략적 인내”는 지금은 “악의적인 무시”로 바뀌어 버렸다/
Since the North’s alleged hacking of Sony Pictures last month, Obama started to build more pressure on the North than before./ 지난 달 소니픽처스에 대한 해킹이 북한의 소행으로 밝혀진 이후 오바마 대통령은 예전보다 더 강경하게 북한을 압박하기 시작했다/ Obama’s statement in his interview on YouTube was unequivocal:/ 유튜브 인터뷰를 통해서 나타난 오바마 대통령의 메시지는 명백하다/ The U.S. government will further pressure the North over the next two years by utilizing all available means,/ 미국 정부는 향후 2년 동안 가용한 모든 수단을 동원하여 북한을 압박할 것이라는 것이다/ including the diffusion of information through the Internet if the North continues to reject the denuclearization talks./ 만약 북한이 계속해서 비핵화 협상을 거부한다면 인터넷을 통한 정보 유포를 포함하여/
Pyongyang must listen to Obama’s warning./ 북한은 오바마 대통령의 경고를 잘 들어야 한다/ Returning to the negotiation table is the only way out from its isolation and financial hardships./ 협상 테이블에 나오는 것만이 고립과 경제적인 고통에서 벗어날 수 있는 유일한 방법이다/ Regrettably, the North attributes the inter-Korean stalemate to the South./ 유감스럽게도 북한은 남북한 간의 교착상태의 책임을 남한에 전가하고 있다/
Our government must deal with the situation wisely./ 우리 정부도 이러한 상황을 현명하게 잘 다루어야 할 것이다/ Obama’s mentioning of the taboo word “collapse” suggests that Washington’s support for a South-North dialogue is conditional,/ 오바마 대통령이 금기어인 “붕괴”라는 말을 언급한 것은 미국 정부가 남북 대화를 조건부로 인식하고 있다는 것을 암시한다/ as seen in his remarks that inter-Korean dialogue must fuel, not obstruct, denuclearization talks./다시 말해 오바마 대통령의 언급에서 알 수 있듯이 남북대화가 비핵화 협상에 방해가 되는 것이 아니라 촉매제가 되어야 한다는 것을 의미한다/ Unless inter-Korean ties help improve U.S.-North relations, which again could help South-North relations, it could easily end up a deadlock./ 남북한 간의 유대가 없이는 북미관계 개선이 있을 수 없고 북미관계가 개선되어야 남북관계도 좋아질 수 있고 그래야 교착상태를 종식시킬 수 있을 것이라는 것이다/ The government must find effective ways to encourage the North to return to the six-party talks so that U.S.-North relations can thaw./ 우리 정부는 북한이 6자회담에 나올 수 있도록 하기 위한 효과적인 방법을 강구해야 하고 그래야 북미관계가 해빙무드를 맞이할 수 있을 것이다/
