The biggest man doesn’t always win
After the midterm election in November, U.S. President Barack Obama’s lame duck session became a fait accompli. His approval rating fell to below 40 percent, the lowest in his presidency, and the Republicans held the majority in Congress. The Democrats formerly held a majority in the Senate, though the midterm election defeat allowed the opposition to have control of both houses. It was expected that Obama’s administrative influence would be undermined. But the reality is different.The approval rating for President Obama soared to 50 percent while the Republicans seemed lost. And Obama chose change.
First, he changed the way he communicates. In addition to traditional media, he didn’t hesitate to use online videos and podcasts. He drastically increased public speeches. To promote health care, he produced a funny promotional video. While some may think it’s all a show, even the opposition admitted that he was making efforts to communicate.
He not only focuses on the economy over politics, but skillfully dominates familiar agendas. In the State of the Union address, he proposed taxing the rich and policies on education and child care. He is addressing economic issues and choosing to advocate for the middle class. While a tax on wealth is a controversial subject that could be seen as populist, it is an issue that cannot be opposed due to public sentiment. So the Republicans are forced follow an agenda that Obama proposes. This structure is not limited to economic issues.
Meanwhile, the Republicans are struggling with “the curse of victory.” They claimed they would not approve the budget for the Department of Homeland Security to protest Obama’s immigration reform, but on March 3, they surrendered.
Even the Republicans felt tired of the brinkmanship of not approving the budget and shutting down the government. The next day, the Senate failed to override Obama’s veto of the Keystone pipeline bill. In the process, the leaders of the upper and lower houses grew distant and did not reach a consensus.
It hasn’t even been half a year since the power dynamic in Congress changed, so it’s hard to predict how long President Obama can remain so confident. But he has proven that the big man doesn’t necessarily win the fight.
The U.S. president’s strength comes from his willingness to change, communicate and show sincerity. He captured the hearts of the people by repeating the message that he had no more elections to win. But if he settles now, the situation will change again. Politics is a fast-moving creature, and that’s what makes it so interesting.

지난해 11월 미국 중간선거가 끝난 뒤 버락 오바마 대통령의 레임덕(권력 누수)은 기정사실화됐다. 지지율이 최임 후 최저인 40% 밑으로 추락한 데다 의회권력까지 야당에 뺏겼기 때문이다. 여당인 민주당이 상원이라도 차지하고 있어 균형추 역할을 했는데 선거 참패로 상하원을 모두 내줬으니 국정 운영이 어려울 거란 차원이었다. 하지만 현실은 다르게 돌아가고 있다. 오바마의 국정수행 지지율은 50%선까지 치솟은 반면 우왕좌왕하는 쪽은 오히려 야당인 공화당이다. 이를 경제가 좋아져서라고만 단정하는 건 지나치게 단선적 사고다. 대통령의 노련한 국정 운영이 상황을 반전시킨 측면도 커서다. 야당이 의회를 장악한 '여소야대(與小野大)' 정국에서 오바마는 변화를 택했다. 우선 소통 방식이 더 다양해졌다. 신문·방송 같은 전통 미디어는 물론 유튜브 같은 인터넷 동영상 사이트, 팟캐스트 인터뷰도 서슴지 않는다. 강점인 대중연설 횟수도 대폭 늘렸다. 최근엔 건강보험을 홍보하기 위해 코믹 영상까지 제작했다. 표정 연기는 기본이고 셀카봉을 든 채 집무실을 돌아다니는 몸 연기도 선보였다. 쇼 아니냐는 시각도 있지만, 소통 노력만큼은 상대 진영에서도 인정하는 분위기다. 정치보다는 경제에 집중하는 건 물론, 국민 친화적인 어젠더를 선점하는 감각도 늘었다. 올 국정연설에선 부자증세란 승부수를 던졌다. 무료 대학 등 교육과 보육에 특화된 정책도 쏟아냈다. 경제 문제도 집요하게 중산층 살리기란 틀로 풀고 있다. 부자 증세의 경우 포퓰리즘 논란이 크지만 반대만 할 수는 없는 이슈다. 국민 정서 때문이다. 결국 대통령이 던지는 의제를 야당이 엉거주춤 따라가는 모양새가 되고 있다. 이런 구도는 경제에만 한정된 것도 아니다. 쿠바와의 관계정상화 선언은 미국 정치를 흔드는 신의 한수였다. 반면 야당은 '승자의 저주'에 허덕이고 있다. 오바마의 이민개혁안에 반대해 국토안보부 예산을 일절 주지 않겠다고 선언했지만 지난 3일 백기를 들고 말았다. 예산을 막아 정부 문을 닫게 하는 벼랑끝 전략에 소속 의원들조차 피로감을 느꼈기 때문이다. 그 다음날엔 캐나다에서 미국으로 이어지는 송유관 건설 법안에 대해 대통령이 행사한 거부권을 뒤집는 데 실패했다. 그 과정에서 상하원 지도부가 의견조율도 하지 않을 정도로 사이가 벌어졌다. 의회 권력이 바뀐지 6개월도 안됐기 때문에 오바마의 자신감이 언제까지 지속될 지 단정하긴 어렵다. 하지만 덩치가 크다고 싸움에서 꼭 이기는 건 아니라는 것만은 확실히 보여줬다. 오바마가 여소야대에서 버티는 힘은 변화와 소통, 진정성일 것이다. "나는 더이상 나갈 선거가 없다"는 그의 반복적인 메시지는 적어도 지금은 국민의 마음을 잡는 데 성공했다. 하지만 안주한다면 상황은 또 뒤집힐 것이다. 정치는 움직이는 생물이고 그래서 재밌는 것이다. 이상복 워싱턴 특파원
