Answer to welfare lies in the field
A 72-year-old woman in Incheon lives with her 17-year-old grandson, who has an intellectual disability. The only income the family has is the basic 200,000 won ($183.25) pension the grandmother receives each month. She applied for the basic living subsidies benefit, but her application was denied. The woman has a son and a daughter on her family registration record, but she hasn’t heard from them in a long time.Nearly 1.85 million people, just like her, are caught between the working class and extreme poverty. What will happen if the government reinforces the welfare standard or applies it more strictly to crack down on illegal recipients?
I grew increasingly anxious after the government announced its comprehensive welfare restructuring plan. By screening illegal recipients and integrating redundant or similar programs, the prime minister hopes to save 3 trillion won this year. Now that the welfare budget has grown dramatically, we welcome the move to overhaul its content and efficiency.
However, after talking to civil servants tasked with overseeing welfare programs and social workers, I believe a strict restructuring based on principles and standards can only backfire. A civil servant working in welfare at a district office in Seoul said he was concerned that when the government set a goal, it will allocate local administrative agencies a certain portion and urge them to make it work.
Social workers say that if the authorities focus on finding illegal recipients, helping those in the welfare blind spot would lose priority. They hoped it would be a mistake not to care for the sufferings of the neighbors while being caught up in finding illegal recipients.
After all, successful welfare restructuring must be bolstered by efforts to listen to the voices in the field. Efforts to embrace the poor who are overlooked should be made by giving more discretionary power to welfare-related civil servants.
Moreover, the central government should listen to those at local administrative offices. A 1.3 trillion won target cannot be modified without the cooperation of local administration directors and local education superintendents.
The government called out Yeonggwang in South Jeolla as an example of redundant and excessive welfare, which a local official later refuted. “The government doesn’t care about the fact that the county has a high population of low-income seniors and only pushes us to save,” he lamented.
The authorities need to listen to what those in the field have to say and seek solutions together.

경기도 이천시 조모(72) 할머니는 지적장애 2급인 손자(17)와 단둘이 산다. 기초연금 20만원 외에 소득은 없다. 기초수급자 신청을 했다가 탈락한 탓이다. 호적상 아들·딸이 있다지만 연락이 끊긴지 오래다. 조 할머니처럼 서민층과 극빈층 사이에 낀 빈곤층만 185만명이다. 정부가 부정 수급자를 적발한다는 이유로 수급기준을 강화하거나 엄격하게 적용하면 어떤 일이 벌어질까. 아마 송파 세모녀의 비극이 우리 사회 구석 어디선가 다시 벌어질지도 모른다. 기자가 이런 걱정을 하게 된 건 엇그제 정부의 대대적인 복지 구조조정 발표를 접하고서다. 이완구 국무총리는 취임 이후 첫번째 국가정책조정회의를 열고 ‘복지 구조조정’을 선언했다. 복지 혜택 부정 수급자를 걸러내고 중복되거나 유사한 사업을 통합해 올 한해 동안 3조 원을 아끼겠다는 것이다. 국민 세금을 아끼겠다는데 반대할 사람은 없다. 복지 예산이 급격히 늘어나고 있는 현 시점에서 복지의 효율과 내실을 기하자는 정부의 취지는 박수받을 만하다. 그런데 복지담당공무원과 사회복지사들의 이야기를 들어보니 정부가 원칙과 기준만 내세우고 구조조정의 칼날을 휘두르기만 해서는 역효과만 날 수 있겠다는 생각이 들었다. 서울의 한 구청에서 일하는 복지담당 공무원 A씨는 “송파 세 모녀가 저한테 찾아왔어도 도와드릴 수 있는 건 하나도 없었을 거예요. 안타깝지만 기준이 그렇거든요. 부정 수급자 찾아내는 데 집중해서 지출을 줄이겠다니 앞으로는 더 심해지겠죠”라고 말했다. 정부가 줄여야 할 목표치를 정해놓고 지방자치단체마다 이를 할당하며, 이를 채우도록 독려할 것이라고 벌써부터 우려했다. 사회복지사들도 “부정수급자 적발 실적을 채우려 골몰하게 되면 송파 세모녀 같은 복지 사각지대에 놓인 이들의 고통을 돕는 일은 뒷전에 몰릴 것”이라고 우려했다. 이들의 얘기는 부정수급자를 걸러내는 일에 급급해 이웃의 비극을 돌아보지 못하는 우는 범하지 말았으면 좋겠다는 바람으로 귀결됐다. 결국 정부가 시행하려는 복지구조조정이 성공하려면 현장의 목소리를 품으려는 노력이 뒤따라야 한다고 본다. 현장에 있는 복지담당 공무원에게 재량권을 늘려주는 등 사각지대 빈곤층을 끌어안으려는 노력이 그것이다. 더불어 지방정부 등 현장의 목소리에 귀를 기울이려는 자세도 보여줬으면 한다. 목표치 가운데 1조3000억 원은 지자체장과 지방교육감의 협조 없이는 손댈 수 없는 부분이다. 정부가 중복ㆍ과잉복지 사례로 지적한 전남 영광군의 관계자는 “빈곤층 노인 인구가 유독 많은 군의 현실은 아랑곳하지 않고 줄이라고만 한다”고 불만을 터뜨렸다. 현장을 누벼줄 사람들의 이야기를 듣고 함께 해결책을 찾아가야 한다. 이에스더 사회부문 기자
