A war between generations
“The young people are being taken hostage by the elderly. The situation has changed drastically, and the seniors are indebted to their children. The retirement of the baby boomers created an unprecedented situation in history. For the first time since the end of World War II, one generation is in debt to the next generation, leaving them the burden of liabilities and obligations.“It is cruelly ironic that the baby boomers left the next generation with the sacrifice that they cannot bare to take while promoting children’s rights and respect for individuality and liberty. Young people need to pay back an enormous amount of debt. The baby boomers have become the ‘bankrupt grandfathers’ avoiding responsibilities. The young people are suffering just because they are younger.”
These words are taken from the preface of “Le Papy-krach” by Bernard Spitz. The Korean title for the 2009 French book was “The War between Generations.” The former columnist of Le Monde, Bernard Spitz, who received the medal of the Knight of the Legion of Honor, the highest French distinction, defined the established generation of France as “morally bankrupt.” He cynically criticized the older generation who drove the government into tremendous debt with public pension and health insurance and transferred the responsibility.
“The bankrupt grandfathers are far from the tripartite motto of the French Revolution, liberty, equality and fraternity,” he wrote. “It is far from liberty as the young people need to embrace the outcome of the events that the older generation caused. It is far from equality as the inequality of generations is aggravated. It is also far from fraternity, as confrontation is caused in order to protect established interests.”
When I read the book five years ago, I thought the situation was irrelevant to Korea geographically and in terms of the times. However, it has already become our reality. The revised civil servants pension plan is agreed upon by the ruling and opposition party leaders, who represent the older generation, and it is evidently unfair. It is hardly a reform since the civil servants, who are affected by the changes directly, do not protest, and the politicians who claim to represent the interests of the workers, including the public servants, do not raise questions.
Spitz wrote that the problem can only be resolved by “a political leader who is recognized for competency to carry out the reform.”
Unfortunately, no such leader can be found either in France or Korea. And more regrettably for the young generation, they do not fully understand the evil nature of the conspiracy their fathers and grandfathers’ generation is scheming.

‘젊은이들이 노년층에 인질로 사로잡혀 있다. 이제 상황은 믿을 수 없을 정도로 급변하여 노년층은 자녀들에게 외상을 지고 살게 됐다. …베이붐 세대는 퇴직연령에 접어들며 사상 전례 없는 상황을 초래하고 있다. 즉, 전후 처음으로 한 세대가 다음 세대에게 외상을 지고 살게 된 것이다. 다음 세대에게 부채와 채무이행에 대한 부담을 떠넘긴 것이다.’ ‘잔인할 정도로 아이러니컬한 것은 베이비붐 세대는 아동의 권리, 자신의 인격과 자율에 대한 존중을 떠받들면서도 자신이 감당할 용기가 없는 희생은 후대에게 물려준 것이다. …젊은이들은 엄청난 액수의 빚을 갚아나가야 한다. 베이비부머들은 책임을 회피하는 ‘부도낸 할아버지’가 됐다. …젊은이들은 젊기 때문에 당할 뿐이다.’ 2009년에 출판된 『Le papy-krach』라는 책의 서문에서 발췌한 글이다. ‘부도낸 할아버지’쯤으로 번역이 가능하다. 한국어 번역본에는 『세대간의 전쟁』(박은태ㆍ장유경 옮김, 경연사)이라는 제목이 붙었다. 레지옹 도뇌르(프랑스 정부의 최고 훈장)를 받은 르몽드지 논설위원 출신인 저자 베르나르 슈피츠는 프랑스 기성세대를 ‘도덕적 파산자’로 규정한다. 공적 연금, 건강 보험 등으로 인해 정부를 엄청난 빚더미 위에 올려놓고 후세에게 그 책임을 미루는 어른들을 신랄하게 비판한다. ‘부도낸 할아버지는 프랑스 혁명의 3대 정신인 자유ㆍ평등ㆍ박애와는 거리가 멀다. 먼저 자유와 거리가 멀다. 젊은이들은 위 세대가 초래한 일의 결과를 수용해야 하기 때문이다. 평등과도 거리가 멀다. 평등의 가치와는 반대로 세대간의 불평등이 조장되기 때문이다. 또한 박애와도 거리가 멀다. 기득권 보호를 위한 대립을 야기하기 때문이다.’ 5년 전 이 책을 처음 읽었을 때는 지리적ㆍ시간적으로 거리가 꽤 있는 일이라고 생각했다. 그런데 어느새 그 일이 우리의 현실로 닥쳐왔다. 할아버지 세대인 여ㆍ야 대표가 합의한 공무원 연금 개혁안의 부당함은 자명하다. 당사자인 공무원이 반발하지 않는 것, 공무원을 비롯한 노동자의 권익을 대변하는 것처럼 행동하는 정치인들이 문제삼지 않는 것만 봐도 결코 개혁이 아님을 알 수 있다. 슈피츠는 이런 문제를 해결하기 위해서는 '개혁할 능력을 인정받는 정치 지도자가 있어야 한다’고 썼다. 그런데 불행히도 프랑스나 우리나라나 그런 인물이 보이지 않는다. 그리고 젊은이들에게는 더욱 불행하게도 그들은 할아버지·아버지 세대가 지금 얼마나 나쁜 음모를 꾸미고 있는지를 잘 모른다. 이상언 사회부문 차장
