Presidential steel needed

President Park Geun-hye chose labor reforms as her top priority for the remainder of her presidency. In a rare nationally televised address from the Blue House on Thursday, she underscored the urgent need for the reforms to achieve economic growth in the face of tough challenges at home and abroad. She also asked the “haves” to share the pain with the “have-nots.”

Labor reforms are an inevitable choice for us. They may be the only thing to help get our supine economy back to growth. Whether the economy will fall apart, like in Latin American countries, or head toward a solid rebound depends on labor reforms. In the past, our economy could find breakthroughs on overseas markets through a strong export drive, but that is less possible now due to the alarming slowdown in advanced economies. With even China’s economy cooling off, Korea’s economy has no other choice but to see a change in its economic fundamentals, the core of which is labor reforms.

But the labor reforms have always faced fierce resistance from unions. Since two major union groups walked away from a tripartite committee for reforms in opposition to the introduction of the peak-wage system and eased requirements for firing employees, they will most likely present conditions hardly acceptable for the corporate sector or the government, even if the meetings are resumed.

The opposition New Politics Alliance for Democracy will most likely oppose the government-led labor reforms without presenting substantial alternatives on its own. This time, the party has come up with an anti-chaebol slogan - “Chaebol reform first!” - which may catch on considering the nasty family feud in Lotte Group.

The ruling Saenuri Party is also unreliable.

Its vow to push forward labor reform bills “at the risk of losing votes in next year’s general election” actually shows its attention is really focused on the election. The possibility of civil servants working hard to help the legislation - and execution - of labor reforms is also slim given their shabby track records.

Labor reforms can only succeed if the president stakes everything on them. We still have vivid memories of the half-baked overhaul of the pension program for civil servants as a result of the president giving orders from behind instead of taking the lead. Now, she must listen to labor and the corporate sector and convince both sides to support her reforms.

If the reforms face opposition for the sake of opposition, the president must redouble her determination, as seen in Germany and Sweden, where leaders risked their political fates on labor reforms despite ferocious resistance from both sides.

President Park has made speeches to the nation only four times since she took office in 2013. If she is unwilling to communicate with the public, she can hardly expect support from them. We hope she meets more with the people to accomplish labor reforms during her presidency.

하반기 최우선 과제로 노동개혁 주문
나라 경제 살리기위한 마지막 처방전
대통령 직접 나서야 개혁 동력 창출
박근혜 대통령이 6일 하반기 최우선 국정과제로 노동개혁을 주문했다. 박 대통령은 '경제 재도약을 위해 국민 여러분께 드리는 말씀'이란 대국민 담화를 통해 침체된 우리 경제가 다시 도약하기 위해선 경제 전반의 대수술이 불가피하다고 강조했다. 그 첫번째 과제로 노동개혁을 강력하게 추진하겠다면서 기성세대의 고통분담과 기득권 양보를 호소했다.
노동개혁이 국정 핵심 목표로 잡힌 것은 필연이다. 빈사 상태인 우리 경제를 되살리기위해 더는 미룰 수 없는 초미의 과제이기 때문이다. 대한민국이 남미식 절름발이 국가로 몰락할지, 세계 경제의 주역으로 다시 한번 도약할지 여부가 노동개혁의 성패에 달렸다 해도 과언이 아니다. 고도성장 시절에는 우리 경제가 아무리 어려워도 해외 시장에서 돌파구를 열 수 있었다. 지금은 지구촌 모든 나라들이 성장이 정체되면서 경제규모가 줄고있다. 우리의 핵심 시장인 중국도 휘청댄다. 산업화 이래 처음으로 제살을 깎아 체질을 바꾸지 않으면 국가파산을 당할지도 모를 절체절명의 위기에 몰린 것이다.
그런만큼 노동개혁의 대의엔 누구나 동의하고있다. 하지만 개혁이 본격적으로 추진되면 이해당사자 모두가 기득권을 지키겠다고 저항할 게 뻔하다. 이미 임금 피크제와 고용 요건 완화에 반발해 노사정위원회를 이탈한 노동계는 협상이 재개되도 정부나 경영계가 받아들이기 힘든 조건을 제시하며 시간만 끌려할 우려가 높다.
야당 역시 대안은 제시하지 않으면서 정부의 노동개혁안에 반대로 일관할 가능성이 높다. 롯데사태를 계기로 "재벌개혁부터 먼저 하자"고 제안한 것도 마찬가지다. 이런 거대담론을 국회에서 다뤄봤자 답이 나오겠는가. 물타기와 반대를 위한 반대로 총선까지 시간을 끌면 개혁이 무산될 가능성이 높다.
여당 역시 미덥지 못하다. "표를 잃을 각오로 노동개혁을 처리하겠다"는 말을 연발하는 것부터 총선을 의식하고있음이 드러난다. 노동개혁의 입법과 집행에 가장 중요한 일꾼인 공무원들 역시 얼마나 적극적으로 뛸지 불투명하다. 힘들고 욕 먹기 좋은 노동개혁은 시늉만 하면서 적당히 넘기고, 다음 정권까지 자리나 보전하는 게 상책이라 여기는 이들이 분명히 존재할 것이다.
결국 노동개혁은 박 대통령이 모든 것을 걸고 직접 나서야만 성공할 수 있다. 여당이 앞장서고 대통령은 뒤에서 지시만 한 결과 공무원연금개혁이 반쪽 개혁에 그치고 만 것을 우리는 기억하고 있다. 이번에는 달라야한다. 대통령이 직접 노사의 입장을 경청하고 고통분담을 설득해야한다. 야당도 국정운영의 한 축으로 인정하면서 개혁 동참을 호소할 필요가 있다. 또 열심히 뛰는 담당 공무원에겐 포상을 아끼지 말되 면종복배하는 이들은 가차없이 벌해 개혁의 영을 세워야한다. 이를 위해선 청와대가 여당과 혼연일체를 이뤄야함은 말할 것도 없다.
그러나 개혁 논의가 일정 수준에 도달했는데도 반대를 위한 반대가 이어지면 대통령과 정부는 결단을 내려야할 것이다. 노동개혁은 시간과의 싸움이다. 달력이 총선의 해인 내년으로 넘어가는 순간 개혁은 뒷전으로 밀릴 수 밖에 없기 때문이다. 독일·스웨덴 등 노동개혁에 성공한 나라들은 지도자가 지지층과 반대세력 양쪽에서 욕을 먹었음에도 악역을 피하지 않은 공통점이 있다. 프레드릭 라인펠트 스웨덴 전 총리는 2006년 집권하자마자 "스웨덴이 '과(過)복지'란 에이즈에 걸려있다"며 강력한 구조조정을 추진했다. 야당과 노동계가 펄펄 뛰었지만 흔들림없이 밀어붙였다. 그 결과 일자리가 급증하자 스웨덴 노총은 "라인펠트가 옳았다"며 자진해서 임금을 낮췄다. 진보계열인 사민당 출신인 독일의 게르하르트 슈뢰더 전 총리도 지지층의 반대를 무릅쓰고 노동개혁을 밀어붙여 실업률을 6%p나 줄였다. 이에 힘입어 후임 앙겔라 메르켈 총리는 독일경제를 유럽의 챔피언 자리에 올려놓을 수 있었다. 우리 지도자도 이처럼 악역을 피하지 않는 용기가 필요하다.
대통령이 직접 개혁에 나설 때 믿을 곳은 결국 국민이다. 국민이 대통령에 힘을 실어주면 개혁은 저절로 이뤄지기 마련이다. 그러려면 박 대통령 스스로 변해야 한다. 박 대통령의 대국민 담화는 이번까지 합쳐도 취임 이후 네 차례에 불과하다. 담화에서 중동호흡기 증후군(메르스)사태에 대해 한마디 사과조차 없이 넘어간 것도 아쉽다. 이렇게 국민과의 소통에 인색하면 아무리 뜻이 좋은 개혁이라도 민심의 지지를 끌어내기 어려운 법이다. 노동개혁을 성사시키기위해서라도 박 대통령은 국민과의 스킨쉽을 넓히기 바란다.
