Time for flexibility

Lee Hee-ho, widow of the late president Kim Dae-jung, returned home Saturday after a four-day trip to North Korea. During her stay, she showed a warm heart to North Koreans through visits to a day care center, nursing home and hospital. Her trip deserved a warm welcome from North Korean authorities, but she was not able to meet North Korean leader Kim Jong-un, even though he invited her to Pyongyang in the first place to show his appreciation for her paying respects at his father Kim Jong-il’s funeral in 2011.

That is a brazen discourtesy for a 93-year-old former first lady. Moreover, she was greeted by a vice ministerial-level official. Given her stature as the wife of the former president who had the first inter-Korean summit with Kim Jong-il, she should have been greeted by a higher official - for instance, Kim Yang Gon, the director of the United Front Department of the Workers’ Party. We cannot but wonder why Kim invited her at all.

North Korea’s unpredictability also shows in its abrupt decision on Saturday to turn its standard time 30 minutes back from the current one, which is fixed on Tokyo time. Regardless of the intention of erasing any trace of the legacy of Japan’s colonial rule on the occasion of the 70th anniversary of our liberation, that went too far. Dictators resorted to changing standard times to solidify their power base, as seen by Mao Zedong, who unified China’s five time zones into one based on Beijing time to show off the unification of mainland China by the Communist Party. Russia also introduced its standard time to the Crimean Peninsula after annexing it last March.

Pyongyang’s new time zone will most likely adversely affect South-North relations. As Seoul time will be different from Pyongyang time, it poses many problems in inter-Korean projects like the Kaesong Industrial Park.

The North showing a cold shoulder to a president’s widow and the arbitrary shifting of its standard time are perfect examples of Pyongyang’s love affair with isolation. But the fact that inter-Korean exchanges are frozen cannot be blamed on the North alone. President Park Geun-hye’s administration still clings to the May 24 sanctions against the North.

Instead of shying away from inter-Korean exchanges, we must take the lead in national reconciliation. What difference have we made in the last seven decades anyway? Without decades of West Germany-led ambitions, Germany could not have achieved unification in 1990. It is time for us to demonstrate flexibility.

김정은, 이희호 여사 안 만난 건 결례
새 표준시 도입도 남북 통일에 역행
북한 내 유화파에게 움직일 공간 줘야

고(故) 김대중 전 대통령의 부인 이희호 여사가 김정은 북한 국방위원회 제1위원장을 못 만난 채 3박4일의 방북 일정을 마치고 지난 8일 돌아왔다. 방북 기간 동안 이 여사는 보육원과 양로원, 병원 등을 방문해 북한 주민들을 위로했다. 인도주의적 측면에서 남북 관계 개선에 도움이 됐지만 여러모로 아쉬움을 남긴 방북이었다.
무엇보다 김 위원장을 만나지 못한 게 마음에 걸린다. 이 여사를 초청한 건 김 위원장 자신이었다. 그런 그가 조모 뻘의 이 여사를 불러놓고도 얼굴 한번 내밀지 않은 건 이만저만한 결례가 아니다. 이 여사를 차관급 인사가 영접한 것도 어색한 장면이다. 이 여사가 첫 남북 정상회담의 주역인 김 전 대통령의 부인이자 재야의 존경받는 원로라는 점에서 최소한 김양건 당 비서 정도가 나왔어야 했다. 이런 대접을 보면 과연 북한이 남북화해 의지를 갖고 있는지 의심하지 않을 수 없다.
지난 7일 북한이 돌연 오는 15일부터 표준시를 30분 늦추겠다고 발표한 것도 마찬가지다. 일제 잔재 청산을 명분으로 내세우지만 누가 봐도 고립을 자초한 행동이다. 표준시 변경은 정치적 목적을 위해 공산권 국가들이 즐겨 쓰던 수법이었다. 1949년 공산혁명 이전까지 5개의 시간대가 존재했던 중국은 마오쩌둥 정권이 세워지면서 베이징 기준으로 모든 시차를 없애버렸다. 공산당에 의한 중국 통일을 상징적으로 보여주려는 조치였다. 지난해 3월 우크라이나에 속해 있던 크림반도를 차지한 러시아가 이 곳에 러시아 표준시를 도입한 것도 정치적 제스쳐였다.
북한의 표준시 변경이 남북관계에 미칠 악영향도 우려되고 있다. 당장 '서울 시간'과 '평양 시간'이 달라져 개성공단 등 남북협력 사업에 차질이 빚어지게 됐다. 남북간 이질감도 한층 심해질 게 분명하다.
북한의 이 여사 홀대나 표준시 변경은 시대적 흐름에 역행하는 북한판 '마이웨이'나 다름없다. 하지만 남북의 불통 고착화는 북한 탓만 할 일은 아니다. 경제적 인센티브 없인 어떤 남한과의 사업도 도모하지 않는 게 북한 정권의 속성이다. 이에 비해 박근혜 정부는 대북 원칙론에 입각해 5·24 대북 제재 조치를 고수하고 있다.북한에 현금은 물론 쌀·비료 등 외국에 내다팔 수 있는 물자는 죄다 틀어막고 있다. 이런 터라 북한 내 대남 유화파들이 긴장 완화를 위해 움직이려 해도 꼼짝달싹할 공간조차 없게 된 셈이다.
북한이 버릇처럼 생트집과 위협을 일삼고 있지만 그렇다고 남북 교류를 외면하는 건 능사가 아니다. 대승적 견지에서 민족화해를 위해 우리가 주도적으로 노력해야 한다. 분단 70주년을 맞는 지금의 남북 관계가 냉전이 극에 달했던 70년대와 뭐가 다른지 묻고 싶다. 독일도 서독의 주도적인 노력이 없었다면 통독이라는 세계사적 사건을 이뤄내지 못했을 것이다. 한반도 역시 마찬가지다. 원칙도 좋지만 남북한 긴장 완화를 위해 우리가 유연성을 발휘할 때다.
