Take the trip

The Blue House appears to be grappling with a diplomatic dilemma: whether President Park Geun-hye should attend a ceremony in Beijing on Sept. 3 to celebrate the 70th anniversary of Japan’s defeat in World War II. In a nutshell, she must go to Beijing. But first, she needs to persuade Washington of her reasons for going and seek its understanding.

As seen in another military provocation by North Korea - this time, mines placed along the southern corridor of the demilitarized zone that critically injured two of our soldiers patrolling the tense border - South Korea is under constant threat from the bellicose regime in Pyongyang. Under such circumstances, our solid alliance with America cannot be overemphasized and certainly shouldn’t be neglected. Yet, it goes against our national interests to hurt the feelings of China, which takes 25.4 percent of our total exports. Of course, the U.S. government may not be happy with a core ally getting closer to China, which also risks the longstanding trilateral alliance among Seoul, Washington and Tokyo.

But Korea-U.S. relations and Korea-China relations are not a zero sum game. The two relationships can - and must - develop harmoniously. We do not live in a Cold War era based on a simple dichotomy between ally and enemy. A presidential trip does not turn Korea into a pro-China country overnight and the visit does not do anything to erode Korea’s solid ties with the U.S.

Some analysts argue that Park should not attend the ceremony in Beijing citing as precedent the fact that she didn’t go to a Russian event celebrating the 70th anniversary of the end of World War II. At the time, Russia was under heavy international criticism for its invasion of Ukraine and the White House called on President Park not to participate in the ceremony.

This time, however, our president has no reason to reject China’s invitation, and the United States is not demanding she refuse it. Moreover, this is an event to celebrate the triumph China shared with Korea over its common enemy.

Also, our government must consider the increasing possibility that North Korean leader Kim Jong-un may make his debut on the international stage at the event in Beijing. Backpedaling from a self-imposed isolation over the last few years - as seen in a recent tribute at the Chinese Army’s cemetery in North Korea - Kim is sending a reconciliatory message to Beijing. If he attends the event, we could expect the first inter-Korean summit since the return of the conservatives to power in Seoul. President Park should not miss a chance to find a breakthrough in the tense South-North ties.

청와대가 다음달 3일 중국 베이징에서 열리는 항일 전승 70주년 행사에 박근혜 대통령이 참석할지를 놓고 고심 중이라고 한다. 결론부터 말하면 우리는 박 대통령이 가야 한다고 본다. 단 박 대통령 참가에 거부감을 느낄 미국을 충분히 설득해 사전 양해를 얻는 게 필요하다.
북한의 DMZ 지뢰사건에서 보듯, 우리는 언제 도발할지 모르는 북한을 이고 살고 있다. 미국과의 물 샐 틈 없는 동맹의 중요성은 말할 필요조차 없다. 그렇다고 전체 수출의 25.4%를 차지하는 최대교역국 중국을 서운하게 할 수도 없다. 오바마 정부로선 한미일 3각 동맹의 한 축인 한국이 일본과 소원해지고 중국과는 가까워지는 게 유쾌할 리 없다.
하지만 윤병세 외교장관의 지적처럼 한미 관계와 한중 관계는 '제로 섬'이 아니다. 조화롭게 발전할 수 있고, 그래야 한다. 작금의 국제사회는 내 편, 네 편을 나눠 싸우는 70·80년대 냉전시대가 아니다. 행사에 갔다고 한국 사회가 졸지에 친중 일변도로 변하지도, 반일 감정이 갑자기 고조되지도 않는다. 피로써 쌓은 미국과의 신뢰에 금이 가는 것도 물론 아니다.
일각에서는 지난 5월 러시아 전승 70주년 행사에 박 대통령이 불참했던 전례를 들어 이번에도 가지 말아야 한다고 주장한다. 하지만 이번은 그때와 사뭇 다르다. 당시 러시아는 우크라이나 침공으로 국제사회의 지탄을 받았다. 미국 백악관은 기자회견에서 박 대통령의 불참을 촉구했다.
반면 이번에는 우크라이나 사태처럼 가지 않을 뚜렷한 이유도 없거니와 미국 측에서도 불참을 요구하지도 않는다. 게다가 이번은 우리 임시정부와 중국이 손잡고 싸워 이긴 항일전쟁 기념행사다.
갈수록 커지는 김정은 국방위 제1위원장의 참가 가능성도 감안해야 한다. 그간 철저히 중국을 외면해온 그는 최근 중국군 묘소를 참배하는 등 베이징을 향해 화해의 메시지를 내고 있다. 만약 김 위원장도 참가할 경우 어떤 형태로든 남북 정상 간 만남이 이뤄질 수 있다. 꽉 막힌 남북관계의 물꼬를 틀 절호의 기회를 놓쳐서는 안 된다.
