State of confusion

Does the government truly have the ability to properly counter and overcome our most recent security crisis? The answer has to be “no” after the chaotic response of President Park Geun-hye’s administration to the latest North Korean provocation in the demilitarized zone. The government’s inability to cope with crisis had already been proven during the Sewol ferry sinking and the Middle East respiratory syndrome outbreak. Now it has failed to deal with a security crisis affecting the country’s very existence.

The central organ for the country’s security is the National Security Council (NSC). The head of the National Security Office of the Blue House is the standing chairman of the NSC. When a national security issue arises, an NSC meeting should be called to come up with a comprehensive strategy for the government and arrange tasks for each ministry. It is the NSC’s job to present a coherent and consistent plan to assist the president.

The Ministry of National Defense confirmed in the late afternoon of Aug. 4 that land mines were placed by the North Korean military on our part of the DMZ, and the NSC should have had a meeting immediately. That would have prevented the Ministry of Unification from proposing high-level talks to the North on Aug. 5.

High-level talks must take place at some point, but they are not something you offer after the North manages to blow the legs off one soldier and a foot off another.

The NSC finally had its meeting on Aug. 8, and we truly wonder what they had talked about. The defense minister, a standing member of the NSC, is even confused about when he reported the incident to the Blue House. First he said he reported to the Blue House on Aug. 4 about the possible North Korean provocation. The Blue House refuted that, saying the report on Aug. 4 said the cause of the explosion was unidentified. The Blue House said the ministry reported about the possibility of an attack by the North on Aug. 5.

It appears that the Blue House and Defense Ministry are passing the buck. The military was criticized for having failed to properly guard the border. It is not the first time that controversy arose over when the president was briefed about an incident. Park dislikes face-to-face reports from aides.

In times of emergency, a minister should phone the president directly, but in this administration, the minister has to go through one of the so-called “doorknob secretaries.” That is why the president is briefed late and confusion reigns. 평화통일은 안보 반석 위에서만 가능
허둥지둥 NSC와 책임회피하는 국방부
더 큰 안보위기 오기 전에 해법 찾아야

과연 이 정부는 위기상황에 대처하고 극복할 능력이 있는가. 북한의 비무장지대(DMZ) 지뢰 도발에 대한 정부 대응의 난맥상을 보면 대답은 ‘아니오’다. 세월호 참사와 메르스 사태와 같은 위기상황에서도 우왕좌왕해 사태를 키웠던 정부가 국가의 존위가 걸린 안보 문제에서조차 허둥대며 적절한 대책은커녕 책임회피에 급급한 모습만 보이고 있다.
대한민국 안보의 컨트롤타워는 국가안전보장회의(NSC)다. 국가안보실장을 상임위원장으로 외교부 장관과 국방부 장관, 통일부 장관, 국가정보원장 등 외교안보 책임자들이 모두 참여한다. 국가안보 관련 문제가 발생했을 때 긴급히 NSC를 소집해 정부차원의 종합적 판단을 하고 부처간 업무를 조율하는 게 임무다. 그렇게 해서 통일되고 일관성 있는 대책을 제시해 대통령을 보좌해야 할 텐데 전혀 그런 모습을 보여주지 못하고 있다.
국방부가 폭발한 지뢰가 북한군이 매설한 것으로 확신했다는 4일 오후 늦게라도 NSC 회의가 소집돼 논의를 했다면 통일부가 다음날부터 매일 북측에 고위급 회담 제안을 하는 ‘코미디’는 발생하지 않았을 것이다. 고위급 회담이야 언제고 열려야 하겠지만 수색대원 2명이 중상을 입은 상황에서 할 제안은 아니다. 게다가 8일 NSC 회의가 열렸는데도 통일부가 10일까지 북한 서한 전달을 시도한 것을 보면 회의에서 뭔 얘기가 오갔는지 궁금하지 않을 수 없다. “NSC는 도대체 뭘 하는 사람들이냐”는 유승민 새누리당 의원의 질책이 당연하다 못해 너무 점잖다.
책임 부서이자 NSC 상임위 멤버인 국방부 장관은 자신이 청와대에 보고한 날짜조차 착각하고 있다. 4일 보고했다고 하다가 청와대가 “’원인 미상의 폭발’이란 보고는 4일이며 ‘도발 추정’ 보고는 5일”이라고 반박하자 그제서야 실수라고 말을 바꿨다. 마치 청와대와 국방부가 책임공방을 벌이는 듯한 모양새다. 경계 실패 지적에는 초목 제거라는 재탕대책만 언급할 뿐이다.
청와대 보고 논란도 처음이 아니다. 중대한 일이 벌어지면 대통령에 대한 보고가 당연한 건데 우리는 늘 대통령 보고 여부가 문제가 된다. 대면보고를 꺼리는 대통령의 평소 태도 탓이다. 긴박한 상황이 벌어지면 장관이 정부 수반인 대통령한테 직접 전화를 걸어 보고해야 하는데 그렇질 못하고 ‘문고리’를 통해야 하니 타이밍도 늦고 혼선도 생기는 것이다. 국가 일을 남 얘기 하듯 하는 대통령의 어법 또한 그런 보고체계와 무관하지 않다.
박근혜 대통령은 어제 대통령 직속 통일준비위원회가 주최한 통일 심포지엄에 보낸 축하 메시지에서 “북한 군사도발의 궁극적 해결책은 평화통일”이라고 말했다. 앞서도 “도발 대처와 평화구축 노력을 병행할 것”이라고 언명했다. 우리는 이 말에 전적으로 동의한다. 하지만 평화통일은 거저 주어지진 않는다. 튼튼한 안보의 반석 위에서만 평화가 가능하고 숱한 위기상황을 현명하게 극복해야만 통일에 이를 수 있는 것이다. 하지만 지금의 얼빠진 NSC 핵심 안보지휘 라인으로는 그것을 기대하기 어려워 보인다. 더 늦기 전에, 더욱 중차대한 안보 위기상황에 맞닥뜨리기 전에 해법을 찾아야 할 때다.
